In my experience the sole purpose of the paperwork is to take the work ethic and experience of a good worker, and slice it down into little paint by numbers groups so that any minimum wage monkey can do the job, and guess what, it doesn’t work, because the baby you just threw out with the bathwater was the work ethic.

No substitute, ever, for hiring people who can actually do the job and do actually give a shit about doing a half decent job.
