As to ‘little groups of po-po are running their own private pension plan’ that is not only done via confiscation, but also via fines targeted at poor people who cannot afford a lawyer to fight them.
And it is not only the pension plan: there have been agreement between po trade unions and mayors in some USA cities where salary raises and bonuses were given as a percentage of stuff confiscated and money taken in fines, with the goal of getting the local police department to be eventually self-funding. Quite likely to become a “feature” of the next phase of tory reforms of local government too, just like bonuses and promotions based on arrest and conviction targets were until “officially” that scheme ended.

civil asset forfeiture.

it varies by state, but in most of them you don’t even need to be charged with any crime. they just “arrest” your stuff. you are free to go. in some states the proceeds go into the cops pockets legally. it’s all for your own good citizen. [cough] land of the free, home of the brave. [cough]

Watching someone shower in exchange for a big role seems like a good trade to me!
