This was done in the name of reducing emissions. Going back to your article on transportation engineering, it would be clear to anyone with any knowledge of engineering that the simplest and most cost effective way of doing this would be to keep the existing fleet of thousands of vehicles, and drop in a new drivetrain and exhaust system with similar performance as the old diesel engines.

Instead they’ve deemed the current fleet as illegal, which will put thousands of small business owners out of work. Instead they’ve priced them out of owning the new fleet, and are only offering loans (at 6% interest) if they want to buy them. So in order to get back to where they already are, they’ll need to go in to massive debt, and end up paying more servicing the debt than they can hope to make operating the vehicles.

Aside from the drivers, the riders will suffer. Someone has to pay for this totally new fleet of thousands of vehicles, and it’ll be externalized to the rider. I expect costs to go up 5 fold for people who are already struggling to survive on a paltry wage. To make matters worse, there is no way they’ll be able to construct enough vehicles in time for the ban to replace all the vehicles they’re going to phase out. This is going to be a clusterfuck as bad as demonetization was in India if they actually carry it out.

So to sum up, on one hand you have the marketing “reducing emissions”, but the actual effect is further disenfranchising the poor unwashed masses and screwing over the little guy. As it always ever was.
