This time? if we look at the numbers in the article you posted, Russia and new friend Venezuela are the third and fourth largest exporters of finished petroleum products ie ready to use gasoline, to the United States, together a larger volume than they get from #2, Saudi Arabia.
The total 4.72 million barrels daily imported is 53% of USA usage. Russia being 4% and Venezuela 7% of total.
USA easily produces these quantities, but they are mostly exported to Mexico (from oil imported from there, so basically just processing Mexico’s oil for them).
It would not be a HUGE blow to the USA if Russia were to stop these exports… but if it were to come at a time USA needs more fuel, for increased military needs?
What if exports to Europe suddenly dropped by what was needed for NATO forces there?
What if Russian gas suddenly stopped for countries backing a war against Russia? how long before the populace demanded an end to the war-mongering?

To recap., this institute’s theory is that it was a Ukrainian BUK, not an air to air missile. This is at odds with Russian military radar images “hinting” at an SU-25 involvement (or t least one being suspiciously in the vicinity).
As it is not possible to prove the separatists did it, it is not possible to show it was done with a Russian-owned BUK. There is even less evidence of Russian Federation military being involved.
Therefore there will never be an official determination of who did it, as the other suspects are involved in the investigation and have veto rights over the final report. Additionally there are political reasons for The Netherlands to not pin blame on the Ukraine, plus little items of payoff like their having recently been given back some 120 tons of their gold that had been held by the US.
Also the exclusion of Malaysian authorities from the investigation,the flight data and cockpit voice recorders given to a Malaysian colonel by the militia.
They,being promptly given to Dutch military,then to British military and off to Farnborough in the UK. WTF??
