Unlike what the ‘Hurray Patriots’ say, there really isnt anything he can do, except maybe give Syria more equipment, which Putin has done to at least some extent.
All the public talk about Russia’s military might notwithstanding, Putin has no sufficient military power at his disposal to do anything more for Syria than send some more equipment. Russia has plenty of power to defend itself from a direct attack, but not enough power to project beyond its borders. The events in Novorussia for the last year and a half have already proven that.
He can send more anti-aircraft equipment and personnel to train Syrians or do the defending themselves.
He could give Syria more sophisticated smart bombs so it doesn’t have to rely on the “barrel bombs”.
Putin might be restrained in his dealings with others [Syria, in this case], but he is still connected to those who’re capable of operating more freely. I think much more is going on behind closed doors and curtains, and, unlike FUKUS’ wheelin’ & dealin’ [the endless stream of ‘person not authorized to speak/talk about this, that and the other thing, before they start yapping their heads off], Putin’s side doesn’t bluff publicly, they don’t bluff at all; they deliver, right when it’s needed.
The fighting in Syria isn’t over by a long shot [no pun intended], but the tide is slowly turning, until the day comes when ‘The Little Toilets and all the Turds in it’ will be flushed out or away.
The Syrian Arab Army can’t control all of Syria, that’s physically impossible, but the local tribes can and that might be one of the solutions.
Personally, I think the western ‘divide and rule days’ are over [or fading away] and are replaced with a BRICS induced plan of international cooperation, for a [way more] peaceful world.

If hard ground for heavy equipment was the only concern then winter would actually be the best time to attack, because frozen ground is the hardest, most solid for supporting heavy equipment. In reality, winter conditions are worse for the other logistics such as keeping troops warm, fed with non-frozen food and water, hygiene, and all the other extras needed to keep all equipment functional in cold weather. Most of all, there is the human element of morale, which is questionable right now, and only gets worse in cold weather.
The propaganda/UN distraction angle, in my humble opinion is more plausible. If an attack were launched I am sure the rest of Putin’s government could manage during the first 12-24 hours of his absence, or does he not trust Medvedev, Lavrov, et al enough? Furthermore, if that were to happen then what better place for Putin to be to confront the Ukrainian handlers?
