A very short explanation is here:
Taliban is a local (Afghanistan, Pakistan) movement and it has own interests. One of them is a peace deal with the Afghani government to get official political representation on the highest level. But it a problem coz Taliban stands against the US, the Afghani government stands with the US. Also, peace will mean the the US contingent should leave Afghanistan. So, we could suppose that the ISIS activity is aimed on destabilization of the country: to hold US troops there, to avoid a peace deal between Taliban and the Afghani government and to hold Afghanistan in the USA’s sphere of influence.

This article smacks of US ambitions in the Middle East. As readers can plainly see, Washington is gearing up for another war just like it did in 1991.
