Iran and China are entering a new phase of bilateral relations. After years of talks and discussions, both sides are tying up loose ends within the framework of a strategic cooperation document covering all fields.
The two sides describe this document as the roadmap for the future of their bilateral relations, with its clauses encompassing trade, economic, military, and cultural cooperation.
Jawad Mansouri, former Iranian ambassador to China:
While Iran enjoys diverse capabilities internally, it also has huge markets and an important regional, geographical location that enables it to cooperate with China in all fields. We are working on our local capabilities to defeat the US sanctions, and we do not reject the cooperation of friends in this regard.

It is true that economic cooperation forms the pillar of this treaty, but according to our observers, it nevertheless poses a political challenge for the common opponents of these two countries, as it opens the door for a new type of confrontation against the Euro-American camp.

The current political and international circumstances, along with the pressure from Europe and the US, have caused China’s desire for cooperation with Iran to grow more than ever. In other words, when America imposes pressure on any two countries, it is natural for those two countries to increase their economic cooperation and exchange.

The two parties are aware of the challenges and risks awaiting the implementation of this agreement. The two sides, therefore, stress on the necessity of strengthening their ties on all levels.
Iranian-Chinese relations have reached a new critical, historical juncture, one drawn up by Tehran and Beijing according to a long-term joint strategic vision. Tehran considers today’s event an achievement that can be reached in every field, and one that can be achieved by (other) states of the region as well.

Although the Codex Astartes tells us that hope is the first step on the road to disappointment; one can’t but help feeling somewhat hopeful for the future.

China will invest $400 billion in many Iranian sectors including oil and gas. In return, Iran will ensure steady energy supplies to China for 25 years. Iran can guarantee oil to China without having to pass through any vulnerable choke-points like the strait of Malacca. In return China will provide manufactured goods, military assistance, and nuclear fuel for Iran’s power needs.
China would not want Iran to develop nuclear weapons so the partnership would actually increase world stability. And it will pretty much end the capability of the US to strangle target nations economically at will. In fact it won’t be too long before the economic bloc of Russia, China, and Iran will be able to impose effective trade boycotts against the US. And just watch the US sit up and beg when that happens.
There are reports that the Iranians are meeting with the United States in Vienna next week.

I do not know what to make of this. Now that Iran has signed the deal with China, they have even less incentive to give in to the United States – which they wouldn’t do under any circumstances.
So, why meet now when their position – remove the sanctions first – had repeatedly been made clear?
I assume that the US completely folded upon hearing the new of the Iran-China deal. The US then got Iran to promise the US that some sort of face-saving “agreement” would be signed in Vienna.
But I would be interested in hearing the opinion of others.
Iran will not meet with the US. This was again stressed in the current meetings. Next week there is a continuation of this current meeting and Iran will not meet with the US.
It is a question of nuclear proliferation and the agreements of laws signed at the UN. They like to see their laws obeyed, but Iran won’t lose anything by sticking to its guns. They will lose though in diplomacy. Bear in mind that the Europeans also did not do what they promise to do – which was to buy ‘heavy water’ at a certain rate. Iran is firm .. the US needs to lift the sanctions that they implemented after walking away from the JPCOA and if that does not happen first, there will be no talking. They will of course talk through intermediaries.
