MOSCOW, April 13. /TASS/. Russian President Vladimir Putin has signed a decree to lift the ban on supplies of S-300 air defense missile systems to Iran.
“The decree cancels the ban from transit through Russia (including by air), transportation outside the territory of Russia to the Islamic Republic of Iran and also handover to the Islamic Republic of Iran outside the territory of Russia with the use of ships and aircraft flying the Russian state flag of the air defense missile systems S-300,” the Kremlin’s press-service has said.
The decree is effective immediately.
Russian Foreign Minister Sergey Lavrov is expected to make a statement on the decision to lift the ban soon.
It introduces amendments to the presidential decree of September 22, 2010 on measures for implementing the UN Security Council’s Resolution 1929 of June 9 2010. The sub-item concerning S-300 has been removed from it.
The implementation of the Russian-Iranian contract of 2007 for supplying the S-300 systems was suspended following the introduction of sanctions against Iran in September 2010. Tehran later protested that decision in court.
Shortly after Russian Defense Minister Sergey Shoigu visited Iran last January the US Department of State said that supplies of Russian air defense systems to Iran would be unacceptable. In the meantime, Iran has repeatedly voiced the hope Russia would eventually agree to provide the launchers.
The head of the Rostech corporation, Sergey Chemezov, in February said that Russia had offered Tehran to buy the upgraded system Antey-2500 instead of S-300 and that Iran was still considering that option and remained undecided. The US Department of State said it had no objections to Russia’s alternative proposal to Iran.
S-300 systems (NATO reporting name SA-10 Grumble) are designed to defend major facilities from air attacks. They are considered to be some of the world’s most capable anti-aircraft missile systems.

So Russia has taken that much time, almost 5 years, to rescind a decision, taken under US pressure, to suspend an already signed contract for sale of a weapon system to a foreign country that Washington happened to not fancy… Can you say “Mistral contract” :-) ?
Should we understand that France has 4 more years to decide whether to deliver the Mistral ships to Russia as agreed, or to cancel the contract and refund the money :-D ?
OK, as far as I’m concerned the decision to not deliver the ships was inappropriate and stupid, but we French who think that way may need a bit more time so as to convince our countrymen to rescind the Mistral delivery suspension decision.

Russia has its own national and geopolitical interests and being part of an international program signed and postponed delivery. And routinely acts per them – as now Putin and his chancelor have declared to
alexis tsipras: that they would accept a deal provided that UNDER the LIGHT of general russia´s interests.
France has signed and then refused to deliver because of direct US threats an/or blackmail… even knowing that the helicopter carriers was much less important to Moscow than the S-300 systems were to Tehran. So if I do agree with you for a bit more time for Paris… this time should not be in the same proportion as the case of the Bear´s missile systems.

Because all is being done to scuttle the tentative agreement recently reached regarding Iran’s Nuclear Program. Iran is threatened daily and told ”all options are on the table”. A Russian contract to deliver S-300 to Iran was already signed in 2007, then cancelled in 2010. Meaning, obviously, that no delivery had occurred during the three first years following that contract.
If a new contract is signed… there will still be some time to have Russia cancel it, if US-Russia relations improve. And Russia would be sure to use that possibility as leverage so as to pull America to a less anti-Russian foreign policy.

In fact, it follows an other very important fact, related in the Russian press (but not the main western one) : Russia had proposed to Iran to join the Eurasian Union. This announce was not done during fool’s day, so it may be True.
Question : If Iran is a full member of the Eurasian Union, then, would Iran be under the Nuclear Umbrella of Russia (and eventually China) ?

TEHRAN (Tasnim) – A senior Iranian defense ministry official hailed as “a step forward” Russia’s decision to scrap a ban on the delivery of S-300 air defense missile systems to the Islamic Republic.
“If Russia fulfills its commitment to deliver the S-300 missile system to Iran, it will be a step towards boosting the relations and collaborations between the two countries. It will be a step forward,” Deputy Defense Minister Reza Talaei-Nik told the Tasnim News Agency on Monday.
“I think Russia has returned to the first step and is prepared to act upon its previous undertakings. We hope it will do so and show us its good will,” the official said, adding that such a move will “definitely help to strengthen Iran’s ties and interactions with Russia”.
Talaei-Nik noted, though, that the Islamic Republic has now reached a point where “we can stand on our own feet in this field (missile defense).”

What is important to realise – reading a few comments above – is these sanctions were imposed by the UN (legal) not illegal like the US/EU one’s on Russia currently (Mistral ships etc.) and Russia has today made its voluntary decision very clear who it is standing by in regard to the P5+1 talks. The rest of the world can either follow suit or sit on the sidelines whilst the Eurasian region moves ahead financially and strategically.

Good news is good.
Iran has been in cahoots with the west for a long time, playing the bad cop. Now it looks like US tries to get Iran as the new policeman for the ME instead of the rather depleted and recently uncontrollable Saudi/Israel duo.
I think this is a move by Russia to make Iran decide if it will commit to the east or turn west. Getting those S-300 will probably be delayed until there is some significant commitment, maybe behind the scenes. Now thinking about it, this move might be connected to Iran joining AIIB.

A USA war with Iran would probably be very good for Russia.. Firstly Iran produces lots of oil, none of this oil would be sold if USA invaded Iran, secondly oil-sells from the entire middle east would be disturbed if there was a huge war between Iran and USA, oil from Saudiarabia probably would not be sold at all.
So oil prices would explode. It would be hugely damaging to USA : Economically, militarly, and morally, and the Ukraine sitaution would be forgotten. For Russia it would be very good economically and morally.

It looks like the West had started to realize what a big waste it was to be on the side of Israel all this time and alienate a large portion of the muslim world, the Shiites, thus over time solidifying their alliances in the middle east and creating a brick wall for western policy makers, so they had decided to kind of dump Israel and side with the Shiites, specially Iran. The Israelis had realized this and gone into full panic mode. However, it looks like Russia’s swift(calculated) decision to sell these and other super advanced missiles to Iran is going to totally torpedo America’s efforts to strike deals with Iran and russia will keep Iran in her own orbit. Brilliant! Russian politicians have proved themselves to be geniuses once again. This is sure to turn a lot of public and uninformed private opinions in America against any deals with Iran. The psychology of this whole thing provides enough benefits.

Unfortunately, not true. The Russian September 2010 ban on delivery of S-300 to Iran was *not* an implementation of any UN resolution. It was an entirely unilateral move of the Russian government, not based on the UNSC resolution #1929 of 9 June 2010 – or on any other UN resolution for that matter.
All that Putin did now was to lift that unilateral Russian ban.

2. The reference was to a call for general prudence in arms-dealing/military systems between states: the deal could have been with any country.

In Russia itself on the other hand Shiaism isn’t strong among Russia’s Muslim population.The vast majority of Russian Muslims are Sunni of several sects.A little known fact is that Russia was the founding place of the most important secular reform movement in the Muslim world (pre-Communist ).And its not an accident that in Russia and the ex-Soviet states are the most secular examples of a Muslim society (I didn’t say non-dictatorial states.But those are secular dictators) .Islam,unlike Christianity has never know vast reforming movements.That changed religion into a part of a modern society,instead of all there is in ruling a society.Even the most secular Muslim societies outside the ex-USSR nations were never even close to that.Since the fall of the USSR conservative Muslim groups (Wahhabi and Western agents) have spend lots of time and money trying to undue reform and spread jihadism in those areas.With some success,but not nearly enough.Over a hundred years of teaching that you can be Muslim and still believe in modernity has sunk in with most of Russia’s Muslim population (Kadyrov as an example).But its a constant struggle to battle jihadi agents,and its not totally won yet.
While Russia doesn’t want to become identified as being overly “pro-Shia”.They need to recognize that those states are the ones pro-Russian and not alienate them.Again in the ME the “enemy of my enemy” is the most important factor to consider in dealing with those states.Beyond question at present the enemies threatening Russia coming from the ME,are the Wahhabi Sunni terrorists and the regimes that fund and arm them.So common sense says Russia should support countries also threatened by them.And that is what,in my opinion Russia’s ME policy should be.

2.In Muslim (real believing societies) societies religion always thumps ethnicity.In most of Europe starting in the 18th-19th centuries similar thinking was overcome by the rise of nationalism.While that has had an impact in the Muslim World as well its more recent.In Europe those years saw many groups assimilated to the ruling ethnicity lessening numbers of small splinter ethnic groups.While in the ME it has been very gradual and one’s religion was what counted.Thus throughout history we’ve seen ruling groups of various ethnicity in power in different countries throughout the ME.

Again they moved away. This happened several times until they saw a 1950s SAM 1 rocket heading straight for them. This primative rocket went between both planes but didn’t explode. The Brits explained that they had been led into a trap by the wicked Serbs. A 1950s Russian rocket nearly destroyed two state-of-the-art NATO fighter planes. In the right hands the S300 will be very effective. Will the Iranians be given enough time to train their men how to use it?

Iran designed and developed its own version of the S-300 missile shield after the Russians shrugged off delivery of their advanced missile defense system to Iran on the pretext of the UN Security Council sanctions.
The Iranian version has superior features over the original Russian model as it enjoys increased mobility, agility and reduced launch-preparation time.
Iranian commanders had earlier said that Bavar 373, that similar to its original Russian model traces and intercepts high-altitude targets, would come into operation this Iranian year (that started on March 21, 2015).
Russian President Vladimir Putin on Monday removed the ban on the delivery of the missile shield to Iran.
Following the announcement, Iranian Defense Minister Brigadier General Hossein Dehqan said “the decree came as an interpretation of the will of the two countries’ political leaders to develop and promote cooperation in all fields”.
Putin’s decision was announced hours after relevant reports said the Kremlin also plans to supply China with the advanced S-400 air defense system.
On Wednesday, Iranian Ground Force Commander Brigadier General Ahmad Reza Pourdastan underlined the country’s air defense capabilities, and said the indigenously-made Bavar (Belief) 373 air missile shield enjoys the same features of its Russian peer, the S-300.
Speaking on the sidelines of the unveiling ceremony of the ground force’s achievements, Pourdastan said that supplying Iran with the Russian S-300 missiles will boost the country’s air defense power and it can hit the targets at higher altitudes.
“But of course, Iran’s Air Defense Base has carried out great task in recent years, including the designing and manufacturing of Bavar 373 air defense missile system, which has the same capabilities as the Russian S-300,” the Iranian commander further stressed.
In November 2011, Commander of Khatam ol-Anbia Air Defense Base Brigadier General Farzad Esmayeeli told reporters that the designing phase of the Iranian version of S-300 system had ended and the system would be developed and delivered to the country’s integrated air defense network in a matter of few years.
He further said that the missile system, dubbed as Bavar (Belief) 373, is even more powerful and more advanced than the Russian S-300.
“Bavar 373 system is an important and completely indigenous achievement that can be a powerful rival for S-300,” the commander reiterated.
Then in August 2013, Esmayeeli elaborated on the latest developments in the production of Bavar 373, and said “the system and its subsystems will go under technical tests this (Iranian) year (2013-2014)”.”
