The first statement contradicts the second as to weapons and is correct. Yes the west tried to do it on the cheap with mostly old Soviet era weapons they wanted to dispose of anyway. In addition there was no plan to replenish ammunition or units lost in battle. I would not be surprised if Russian weapons ARE superior, but I doubt you can say this is a fair peer to peer test of the matter.
It appears to me the classified plan was to lose this engagement. They are NOT that stupid. They have reasonable intel on the capabilities of Russian weapons and tactics and certainly have been following developments in Syria over the period they were preparing for this. So if, over the last decade, Ukraine was not given and trained on modern fighters, artillery, rockets and missile defense then it is likely they were meant to fail, not that the planners would admit it , of course.
