Previously he made refugees from Syria stay in camps in Turkey without being able to leave the camps. Why is it that now many of the refugees are able to go straight through Turkey?

Express trains like these are traveling up to 160 km/h. Their braking distance is easily in the kilometers range – they don’t have tires, the steel-on-steel adhesion is much lower than rubber-to-asphalt.
It also takes a while to speed up. They don’t stop in every station that they go through, they pass them either full speed, or kind-of-slowed-down (to 120 or 100 km/h). That’s why there was a fence (that was ignored) and that’s why there was a white line on the platform (don’t go beyond if there’s no train stopped at the platform; also ignored). When you want to get into a train, you use underground passage to get on the correct platform, but you don’t cross tracks.
So if there is someone, who ignores the all security devices, there’s a chance he will get hurt. The engine-driver could not know that there are bunch of stupid people on the track.
The station manager has the duty to block the railroad in such cases.
If there is no local manager (automation, video cameras) then the same still applies with the only difference that this decision must be taken in a remote datacenter.

What Greece decides is essentially irrelevant in this matter. It’s easy for them to give their assent after Bulgaria has not given theirs.
You can only fly (in a direct sense) to Greece from Russia over Bulgaria or Turkey!
