We remain committed to our Nuclear Non-Proliferation Treaty (NPT) obligations, including our Article VI obligation “to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”
We each intend to maintain and further strengthen our national measures to prevent unauthorized or unintended use of nuclear weapons. We reiterate the validity of our previous statements on de-targeting, reaffirming that none of our nuclear weapons are targeted at each other or at any other State.
We underline our desire to work with all states to create a security environment more conducive to progress on disarmament with the ultimate goal of a world without nuclear weapons with undiminished security for all. We intend to continue seeking bilateral and multilateral diplomatic approaches to avoid military confrontations, strengthen stability and predictability, increase mutual understanding and confidence, and prevent an arms race that would benefit none and endanger all. We are resolved to pursue constructive dialogue with mutual respect and acknowledgment of each other’s security interests and concerns.

Do nuclear weapons actually exist? It has been more than three quarters of a century since their first alleged use. The device(s) thrown on Hiroshima was not nuclear, as physician and microbiologist Michael Palmer has shown (https://archive.org/details/Hiroshima_revisited).
Given the fact that many if not most politicians in high office tend to be psychopaths, is would not seem credible that since 1945 not a single one of them has succumbed to the temptation of using nuclear bombs.
Hence methinks serious doubts are in order regarding the very existence of “nuclear weapons.”

The penultimate news of the day is the insane encroachment by NATO and the US (positioning nuclear weapons and building and operation biolabs) against the Russian Federation.

I would start with the biolabs. They have to go NOW.
I would follow with the new B-61 nuclear warheads. Out of Europe. They are US property and controlled by US. They have to go home.
A new OPEN SKIES treaty so US UAVs and Spy Planes don’t have to fly right into Russia near abroad and borders. If necessary, more open skies flights per year.
Those three Actions would make for reduced tensions.
As for Israel, they get 10 days to own up to their stockpile of nukes or they get all trade shut down.

The Russians forgot a provision that requires the same provisions to back out as for getting in, in the case of Americastan, two-thirds of the Senate.
Looks like another Western fake out to me. I forget which episode of which Star Trek series it was, but I vaguely recall something roughly analogous between a Federation captain and a high level Cardassian where they were talking peace but both new war was imminent.

Russia and its cheerleaders brag about the U$A buying commodities from it. However, the U$A pay for those purchases in the US$. It will be happy to buy all its resources in the US$ and then hold Russia hostage. When Russia buys goods from the U$A it pays in which currency? Why this asymmetry?
Please share the agreements led by Russia’s diplomats over the last decade that have been successfully implemented and the conflict resolved completely. Russia doesn’t have a good track record in the external affairs. Why?

‘Russia and it’s cheerleaders…. etc etc etc’. Well, here’s reality. I have cancer. I’ve got another 6 or 7 years to go which will puts me in my early ’80’s which is the age the men in my now almost gone family live to. I am a legal resident of Rossiya, not a citizen (that’s later this year).
Every kopyek of my extensive medical treatments is paid by Government. CAT scans, which are frequent, chemo, xrays, blood tests every time for chemo, EKG’s, VCO’s and my 16 days each in Covid Hospital #1 in October (including Doktor visits to house and ambulance with screaming siren for both of us, I went two days after Ye’lean’chka went in), everything right down to aspirin is paid. The only form I ever see is when I sign in to whichever Hospital I’m treated in (either #4 near us or Oncology Hospital on southside.) and that’s just ‘Is you here? Yup, I’m here.’ Hospital does all the paperwork and collects from Government. How’s your health care in SehSha? Cost? Hassle for payments and ‘deductions’? Do you own property? Will your ‘insurance’ come for your property heirs when you kick the bucket? They won’t and don’t here.
I am also listed as 100% disabled now. I get a small pension because of the damage cancer has done to me (can’t even mow the grass, Doktor’s orders), in essence Mother buys my beer and wine, plus I don’t pay in the paid parking lots or buses (we ALWAYS pay in the buses anyway, most are privately owned) and we get a roughly 10% discount on gas, electric and water supply etc etc etc ETC. What do you get? It’s gas income that pays for health care, child care, special education for the disabled children and adults, aging veterans….and lots of hypersonic missiles, submarines that are nothing but a black hole in the sea, nice new antiaircraft missile systems, you know, the things that make life livable in Ground Zero.
As for what successes has Rossiya had? I live in Sevastopol for 17 years. My wife and I are active with 35th Battery, ergo we were in Naxhimov Square on that fateful day in February of 2014 and other days. The Flag of Rossiya floating over The Federal City of Sevastopol and The Autonomous Republik of Krimea is not a success? This begs the question of ‘what is a success in your eyes?’. You don’t live here, you have not a clue of life here. And please don’t come for a visit.

The crux of my earlier comment to you is that Russia-Putin can do 10X better to play the geopolitical game and take on the Empire. Russia has been very slow in non-military dimensions and has been repeatedly fooled (please refer to my comment below in this post for details) by the Empire. Individual lives will be 10x better if the Empire is gone, as nations can create sovereign money and invest in their people. An enlightened citizenry is indispensable for the proper functioning of a nation.
Russia it seems to pay in euros (% of charged amount) to Ukraine. They need to pay only in rubles. Similarly, Russia will benefit a lot and strengthen its currency power by selling in rubles. It won’t have to increase the retirement age for its citizens to 67. The Russian central bank wants Russians to work more but seems to be following orthodox policies when it comes to the monetary & fiscal dimension, disappointing.
Let’s see if Russia will be fooled again this time or get its security guarantees.

I do not fear death, we all die, what I fear is leaving my wife alone. I am all she has so the rest of my life will be spent in preparing for her support when the inevitable happens.
On the other hand, all is not doom and gloom in this household. Our Doktors are amazed that we laugh and joke with each other and with them, a far cry from what they usually see and hear. Our opinion is why not, continue life as normal. Since I arrived in this berg we’ve been through two wars, one still ongoing up north, and a revolution and we’re facing another and very serious war. The global population now comprehends the nuclear threat arising from the tension between US-NATO vs Russia-China, and the 5 biggest Nuclear weapons States has to calm down humanity before they riot against their own incineration.
Not since the Cuba crisis has the threat of global nuclear war been greater.
The only action which has ever succeeded in ending nuclear weapons escalation, was the Hippie movement putting flowers in the gun barrel of US soldiers in 1962, while conducting mass demonstrations in the USA against the US nuclear missiles erected in Italy and Turkey, and the resulting erection of USSR nuclear missiles in Cuba.
Back then Nordic leaders realized that the only way to de-escalate the threat of nuclear war was for smaller Nations to declare that they would never have Nuclear weapons on their territory in times of Peace.
However to use such a declaration on a global scale must condemn any use of Nuclear weapons as a Crime against humanity, and the nuclear weapons free Nations must oversee, investigate and charge any use of such weapons at the international court in the Hage. But that has not happened under the watch of the UN.
The UN has failed since the war in the former Yugoslavia, just like the league of Nations failed to avoid WWII.
If the above joint statement is true, then the most positive aspect is that western leaders are finally taking the warnings from President Putin serious.

The 1962 Cuban missile crisis ? There were no public demonstrations during the crisis, and there no hippies until 1965 at the earliest. The peace movement has had precious few moments of success. I participated in events of the era, and hippies were more of a diversion than a resource. Being a hippie was a way to avoid the issues, a way to avoid the military, but also a way to avoid the serious work of building a strong anti-war movement. By 1972, being a long hair was a way to slink away from the hard work. I’m not tooting my own horn because while I was a sort of hippie and relatively very strong in the anti-war movement, I well remember a long argument with a member of the hard-core would-be working class (although they personally were upper-class in origin) movement called Progressive Labor. I favored pot, “doing your own thing”, I hoped the hippies would morph into the anti-war coalition that never happened,and I shared my fear that PL could turn Stalinist. The hIppie movement was always a mixed blessing.
Last thing to say, and this is important, is that the real hippies, such as the Diggers, had a good idea of what they wanted to do and knew it would take years. The Diggers and similar people were overwhelmed when the Time-Life magazine empire ran articles which sent 200,000 American teenagers and young adults off to San Francisco for the 1967 “Summer Of Love”. The resulting chaos effectively destroyed the core of the hippie movement. and in October, 1967, the original hippies staged a public “Death Of The Hippie” funeral. The funeral meant to draw a line between what they wanted, and the mess that existed, but it didn’t work. If the intelligent heart of a movement, an elite you might say, can be shattered and disillusioned, then the decay of the remainder is only a matter of a few years. For the Empire, it was crucial that the hippies not have a hard-core, and the hippies obliged the Empire because they were, after all, just American kids.

I was not allowed to stay up late in 1962, however we had TV, and saw on the 8 o’clock news the Cuba crisis unfold with JFK in conversation with Khrushchev.
Maybe you (were high and) forgot that a new trend was brewing in America and Europe in the late 50s.
During the 50s Rich Kids were send to universities with a sentiment toward “Authority” quite different than the Red White and Blue supremacy that their parents believed in. These students started the Anti-war and civil rights movements and later it became fashionable (Hip) to be a Hippie (Progressive), even if you could not afford such an “Easy living” or “Free” lifestyle.

I also would like to comment on the final paragraphs of your post; you write:

My comment: That is indeed part of Article III in the NPT https://www.un.org/disarmament/wmd/nuclear/npt/text/ which Russia has told the US to honor in its recent draft treaty.

I would say that an initial attempt has been made, in the form of the Treaty on the Prohibition of Nuclear Weapons (the TPNW, also called the Ban Treaty), see https://www.un.org/disarmament/wmd/nuclear/tpnw/ 122 states voted in favor of the Treaty; the negotiations were boycotted by the five nuclear weapon states (who presented the Joint Statement written above). The Ban Treaty has been ratified by more than 50 of the signatories and went into effect almost a year ago.
Article 1 of the Ban Treaty lists the Prohibitions:
1. Each State Party undertakes never under any circumstances to:
(a) Develop, test, produce, manufacture, otherwise acquire, possess or stockpile nuclear weapons or other nuclear explosive devices;
(b) Transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control over such weapons or explosive devices directly or indirectly;
(c) Receive the transfer of or control over nuclear weapons or other nuclear explosive devices directly or indirectly;
(d) Use or threaten to use nuclear weapons or other nuclear explosive devices;
(e) Assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a State Party under this Treaty;
(f) Seek or receive any assistance, in any way, from anyone to engage in any activity prohibited to a State Party under this Treaty;
(g) Allow any stationing, installation or deployment of any nuclear weapons or other nuclear explosive devices in its territory or at any place under its jurisdiction or control.
IMO, the primary purpose of the Ban Treaty was to place nuclear weapons in the same category as biological and chemical weapons, and thereby create a moral stigma against their manufacture, possession, or use. The US dislikes this and prefers to maintain the fiction that is is working “in good faith” to eliminate nuclear weapons via the NPT. Of course, all the nuclear weapon states are constantly modernizing their arsenals, and the 52-year-old NPT is described by some as a form of “nuclear apartheid” that allows the nuclear weapon states to maintain their nuclear arsenals.
Nuclear abolition will likely remain a pipe dream as long as the US continues to aggressively seek global dominance. I hold that when it comes to the topic of nuclear weapons, we should always remind our dear Americans at the beginning of the conversation what they have done. So that war crime is not forgotten. – The inspections and enquiries will have unrestricted access to information and facilities, supervised by military personnel of each of the 5 states involved (in order to not leak sensitive defence info).
– Once the inspections and reports are concluded, the body will issue a decision on the mandatory actions so as to assure that no nuclear weapons remain in any of the said states.
– Each nuclear state will proceed with dismantling or destroying their arsenal under UN-AIEA supervision and at their own expenses (if they built these toys, they pay for their disposal).
Similar procedures will be established by the 5 veto members to the “renegade” nuclear powers (Israel, North Korea, India, Pakistan)

Why has Russia been selling gas and commodities to its enemies? Which stupid energize their opponents? No selling of gas, oil, commodities,… to adversaries. Russia needs to declare that it won’t sell gas to nations that want to harm Russia (including its businesses) or provide military bases to its adversaries. In summary, Russia won’t energize its opponents. This will strengthen Russia’s security even without guarantees from NATO and so the U$A will be in a bind.
Also, Russia needs to price its resources in rubles and do currency swaps with partners. No currency swaps with opponents. Nation would be forced to work with Russia and not be a threat. Ukraine will need to decide if it wants transit fees and cooperate with Russia and get those transit fees paid in rubles only. This will enable Russia to achieve security and monetary sovereignty over the long term. All the negative commentary is very sad to read. The reason other nations aren’t included is that this joint statement emanated from the UNSC, nor is it any sort of treaty as some assume, although it does allude to the NPT and the potential violations of same contemplated by the Outlaw US Empire. China touted its ability to get the part about targeting into the statement, which IMO is very helpful given reality.
IMO, the Statement reflects a reassessment of reality by the three NATO UNSC members which was welcomed by Russia and China. Germany’s Scholz has added to that by saying he seeks a new relationship with Russia starting from a blank slate. What happens to the UNSC member who uses a nuclear weapon, including one with a lower threshold? Will they be dismissed from the UNSC? Will a global boycott of that nation happen? What accountability is the UNSC backing up this statement with? Why are UNSC nations then spending money on nuclear weapons? When was the last time the UN SC held its members accountable?

By including a non-nuclear attack as a possible trigger for Russian nuclear retaliation, the document appears to send a warning signal to the U.S. The new expanded wording reflects Russian concerns about the development of prospective weapons that could give Washington the capability to knock out key military assets and government facilities without resorting to atomic weapons.
The Associated Press has published outright lies which are provable, and which any news reader with a good memory would know are lies.

I have to say I was rather surprised by the publication of the Statement by P5. I was ready to dismiss it thinking that it was an initiative of fUKUS; a ploy to disarm (as in mollify) R-C.
But the statement was initiated by RF and that changes the complexion a bit:

How do we read this development then? I’d say it’s another step by RF in getting fUKUS — whether they mean what they say or not — stating on record that they are against the use of nuclear weapons except for defence ie nuclear weapons are only for deterrence; ie back to the state of affairs during Cold War I which in hindsight looks like a decidedly less dangerous time for the world.

It’s a little late for “preventing” an arms race… it already started alongside a space race and essentially everybody capable is littering our orbit with satellites and space weaponry.
I have nothing more of input as others have said all that needs to be said.
Given that all the major powers have sufficient conventional power to fully obliterate one another, I’m not sure why they are bothering with Nukes in the first place. Nukes are basically a waste of money. And considering most Nukes can be neutered before they get off their launch pads with high-speed missiles, Nukes have become a modern-day Maginot line.
It is the smaller countries, the ones who did not sign the statement, the ones who do not have sufficient conventional power, and thus rely on nuclear weapons as a deterrent, that are creating the problem for the major powers (basically to the Western powers who like to invade small countries having insufficient conventional power.)
Maybe the subject statement is a ruse to lull the smaller countries into casting away their nukes? The major powers would have a better argument if they cast their nukes away first. The major powers would have an even better argument if they quit invading small countries.
Iran provides an interesting defense. It has a large number of hypersonic missiles tipped with conventional warheads aimed at every major town of their number one adversary. They go on to state, “One wrong move, or else!” Exemplary?
I believe it is really the hypersonic missile delivery systems the major powers are really freaked out about.
I find it silly that there’s a joint press release saying that NATO nukes aren’t aimed at each other. Well for obvious reasons they’re aimed at Belarus, China, Iran, North Korea & Russia… it’s asinine to think that USA would aim nukes at say… Germany.

China reported today that they were in a large part responsible for the existence of this joint statement. At least there, in most of the major media, this was front-page news.
So, those that question ‘is it even real? yes, it is real. Use a moment of your time and stress your reading ability and you will see that is a statement from the Kremlin.
Please note it is a Statement. It is a statement of values, i.e., people would look right stupid if they break this. It does other things as well, and the statements of first use from certain hegemonic powers now look a little different.
This is the first time in our world that we have something like this. Zakharova said in her style that this rare demonstration of unity shown by the nuclear powers is very important amid the deteriorating international security situation. “We hope that in the current complicated international security environment, the approval of such a political statement by the leaders of the nuclear powers will help to reduce the level of international tension and curb the arms race.” This is major news in the Russian English press.
Yet this is far from being a sure thing and it looks small, but it binds the ‘lying and deceiving kind’ to something. I did not check the western press, but seems to me nobody did a modicum of homework before joining the ‘Tower of Babble’. Somebody should please check the western press and restore my faith in the Saker commentariat :-). Most of the comments seem very knee-jerk to me.

Why mentioned the new German Chancellor today the urgent wish to travel to Moscow for a restart(sic!) of the relations between Germany and Russia still in January – while at the same time neither the German embassy in Moscow nor the Russian embassy in Berlin had any information on this … summit?
Does not sound good for me – to many contradicting and even surprising events / messages in a very short time.

While the intention is admirable, the reality is actions determine outcomes.
Importantly, US-NATO objectives translate to eventual situations of war. These objectives include plans to forcefully integrate Crimea (that voted overwhelmingly to rejoin Russia) into the US-NATO bloc, moves to further develop Taiwan as an offensive platform against China (Taiwan being integrated into US military-missile architecture), planned ‘regime change’ in (and/or partition of) Russia, China, Iran, the DPRK, Belarus, etc…..
Despite efforts by all parties involved to prevent direct kinetic stages of conflict (that would in some cases translate to world war scenarios), uncompromising US-NATO-allied objectives logically translate to eventual situations of war. As such, while the prevention of war remains a priority for Russia and China, it would be prudent for the military commands of two nations to quietly prepare for unwanted but increasingly probable situations of war.
Note: As the US-NATO bloc is pursuing nuclear primacy (efforts to overcome mutually assured destruction through close proximity fast-first strike potential with multi-layered multi-phase missile interception capabilities), it would be respectfully advisable for Russia and China to develop integrated operational plans for certain scenarios and similarly quietly seek the attainment of nuclear primacy (to be adequately prepared for all situations including worst-case scenarios).
A nuclear warfare event, if it were to in time occur, would likely be the product of reaction rather than calculation.
In this context, it is worth noting the globally expanding wars of the US-NATO-allied bloc have progressed to forms of warfare against Russia, China, Iran, the DPRK, Belarus, etc…. An intensifying hybrid warfare domain is moving towards direct kinetic stages of conflict in various regions. All involved parties are preparing for such potential (arguably probable) situations. Importantly, US-NATO-allied bloc objectives translate to eventual situations of direct military conflict. As escalation is a feature of war and missile warfare will be a key component of any military conflict (with minimal time from detection to response and radar data unable to determine if incoming missiles are conventional or nuclear requiring worst-case assumptions), the potential for a resultant nuclear warfare event should be self-evident.
Recognising the implications of the globally expanding wars of the US-NATO-allied bloc, I would respectfully suggest a world war has been active and gradually developing for some time [a concept supported by statements such as in Reference 1], recognition of this being obscured by the sequential format and forms of warfare involved (global military expansionism under the guise of anti-terrorism operations, successive ‘regime change’ operations/engineered colour revolutions, economic warfare [‘sanctions’], commercial and political isolation operations, etc.).
It would be prudent to monitor developments closely. If direct kinetic stages of conflict between the US-NATO-allied bloc and Russia and/or China occurs (with other regional conflicts developing concurrently), this event is increasingly likely to subsequently occur (not immediately but in response to a significant escalation as is a feature of war). Although I hope I am wrong, I am comfortable and confident I am not. While prevention of war remains a priority, I respectfully suggest the attainment of nuclear primacy by China and Russia should be a priority.
Note: If a nuclear warfare event were in time to occur, it does not translate to human extinction. It would however eclipse previous world wars. Those prepared for such scenarios will be better placed than those unprepared.

Is the deal the FIRST step? The big 5 (P-5) agree on a nuclear MONOPOLY (restricted to them only). they don’t use them and they wouldn’t allow other people to use them either. It is in its own interest to prohibit its use. When the big 5 is at an impasse, the next thing to do is define its zones of influence. The US is BLOCKING its gains while it’s still ahead (although it’s showing signs of aging). Mike Pompeo’s definition was short and clear: – “We lie, we cheat, we steal”.
Biden wept and agreed to everything Putin ordered him in the last phone call. This statement is the result. The US nuclear arsenal is very old and outdated. Meanwhile, the Russian Federation has spent more than 20 years upgrading its missile technologies to the point where it is now no longer possible for the West to catch up. Is this not a clear sign the USSA is now greatly weakened? It can no longer dominate. The USSA is the only country to inflict a nuclear holocaust upon a civilian population, without remorse. The USSA is the only country, since 1945, to invade others and murder untold millions, without remorse; 500k Iraqi children was ‘worth it’. To complete your comment, it comes to my mind a film produced by Howard Hughes near or at the sites where these tests were carried on, some or many of the actors got sick because of the radiation and died soon or some time efter the film.
Anyone who trusts any document signed by the United States Military Empire is a fool. There are no exceptions.

I expect the following to occur first, before I would consider the signature on document to have any value…
[1] A complete end of any efforts, discussion or funding of NATO expansion Eastward towards Russia. This needs to be verifiable.
[2] A removal of all American nuclear weapons out of Europe. This needs to be verifiable.
[3] Movement of all United States nuclear armed delivery systems out of Europe, and the Mediterranean Sea. This needs to be verifiable.
For China, I would add…
[4] The end of construction of all nuclear servicing, storage and launch facilities in Australia, Korea, and Japan by the United States Military Empire. This needs to be verifiable.
All in all, I find this a positive POTENTIAL result of the brave and important message “telegraphed” to the White House by President Putin. However, it is not the time to rejoice. I strongly suspect that this is just the start of what the United States considers to be a wide-open “field of useless discussion” and media posturing. I expect more great words, and more great promises but absolutely zero hard verifiable and tangible changes.

It must be remembered that Trump’s biggest sin against the Deep State was talking with Putin, in order to possibly organize a detente. Trump also was unable to bring the troops home from Afghanistan (“bounties on US soldiers”, ox-walking the withdrawal).
Biden, however, has stuck his thumb in the eye of the Deep State with forcing the Afghanistan withdrawal, thereby denying billions in off-the-books cash flow to the CIA. It is vaguely possible that Biden is actually acting in the interests of America, and could negotiate a peace with Russia.
However, to accomplish this, Biden must position against the Senate, and the Deep State, in order to create a situation where a treaty is inevitable (instead of immediately revoked, see Sen. Cotton et al. vs. the JPOAC). This is where the actual, big fight lies. And both Putin and putatively Biden would understand this.
So this is definitely a first move by Russia, and possibly a supporting move by team Biden, to position the narrative. This gives potential for hope.
As a related note, today Argentine newspapers informed that a release of classified documents from the UK (published by The Guadian) confirmed the load of nuclear weapons on UK ships on the South Atlantic war of 1982. Ths deployment of such weapons is strictly forbiden by the Tlatelolco Treaty of nuclear proliferation, even for the 5 official powers since the Souht Atlantic was intended as a non-nuclear zone
It is clear that using nuclear weapons against Argentina had the sole purpose of reversing a potential conventional war defeat, since this country did not have such weapons to severely hurt the UK. Thus, how seriously could be taken such a commitment of powers?
I can imagine that the statement that non of our weapons is targetted that other nuclear powers as not being worth the paper it is written on. Surely the database of target sets uploads to a missile in less than a second a few minutes or less before it is launched. the whole declaration is just PR as operationally it must be meaningless (because the US signed it).

You are right, many ominous signs are swirling round the info-sphere. All of these manoeuvres are worthless because it would beyond naive to expect the US to abide by Russian treaty when all it was doing under Drumpf was getting rid of all possible nuclear and other missile treaties. This was convened by Russia in order to create some form of a baseline from which further negotiations can proceed.
Unfortunately, this will be read as another sign of Russia’s weakness and the endorsement of the declaration by the Western powers just another poker chip to be used in making demands. I don’t think it is the US any more. The EU Reich has been increasingly acting as a nominally independent political body with its agendas, anti-Russian strategies and moves.
Some days ago, I bet that Russia would not do anything to hurt its partnyors even if they – as they are – ignored its plea for security guarantees. I gave a deadline of 30th January.
