Joint Statement of the Participants in the Moscow Format Consultations on Afghanistan, Moscow, 20 October 2021
- On 20th October, 2021, the third meeting of the Moscow Format Consultations on Afghanistan was held with the participation of special representatives or senior officials from Russia, China, Pakistan, Iran, India, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, as well as a high-level delegation of the interim Afghan government.
- The sides reiterated their respect to the sovereignty, independence and territorial integrity of Afghanistan, and reaffirmed their commitment to Afghanistan as a peaceful, indivisible, independent, economically developing State, free of terrorism and drug-related crime and respecting the basic norms in the human rights area.
- It was stated that further practical engagement with Afghanistan needed to take into account the new reality, that is the Taliban coming to power in the country, irrespective of the official recognition of the new Afghan government by the international community.
- Participating countries call on the current Afghan leadership to take further steps to improve governance and to form a truly inclusive government that adequately reflects the interests of all major ethno-political forces in the country. This will be a fundamental prerequisite for the completion of the national reconciliation process in Afghanistan.
- Participating countries call on the current Afghan leadership to practice moderate and sound internal and external policies, adopt friendly policies towards neighbors of Afghanistan, achieve the shared goals of durable peace, security, safety, and long-term prosperity, and respect the rights of ethnic groups, women and children.
- Being concerned about the activities of proscribed terrorist organizations in Afghanistan, the sides reaffirmed their willingness to continue to promote security in Afghanistan to contribute to regional stability.
- The participating countries were pleased to note the reaffirmation by the interim Afghan government of its previous commitments to prevent use of the Afghan territory against its neighbours, other States in the region and the rest of the world.
- Expressing deep concern over the deteriorating economic and humanitarian situation in Afghanistan, the sides expressed confidence in the need for the international community to mobilize consolidated efforts to provide urgent humanitarian and economic assistance to the Afghan people in the post-conflict reconstruction of the country.
- In this context, the sides have proposed to launch a collective initiative to convene a broad-based international donor conference under the auspices of the United Nations as soon as possible, certainly with the understanding that the core burden of post-conflict economic and financial reconstruction and development of Afghanistan must be shouldered by troop-based actors which were in the country for the past 20 years.
Take a look at number 9. Does it seem to you that there is a case being formed for war reparations?
Yes, yes it does. That said, there’s a much bigger case for reparations for Iraq war #2.
Reparations would be a non-starter. US and NATO nations would never pay a nickel for their war crimes.
Investment and market access would get the economic surge the country needs.
Besides, Afghanistan housed terrorists, thus brought a war upon itself. It is not like Syria and Libya which were attacked by NATO coalitions.
That is a message to the US.
We don’t appreciate your military or political expertise but you are more than welcome to participate with your money.
Yes, America and its war criminal allies should be compelled to pay war reparations for their wars against Iraq, Afghanistan, Libya, Syria, etc.
While the USA and its allies will of course refuse to pay reparations, their assets, property, and corporations around the world can and should be seized and nationalized.
ALL of America’s wealth and property around the world are legitimate targets for expropriation.
After all, America has no problems stealing the gold or assets of nations like Venezuela and Iran based on trumped up pretexts.
It’s long overdue to give America a taste of its own medicine.

That means a weak government, just a playball of factions, which are dominated by foreign interests.

It means, don’t be heavy handed and piss off the other ethnic groups provoking them to participate in civil war. The Pashtuns are 45% of the population and the new govt is almost all Taliban Pashtun and has only one Tajik (40% of of the population) in a high ranking position. It means, don’t butcher the Shia.
Now Lebanon is a case an point about you are talking about where there is literally a sectarian quota in the Constitution which has paralyzed their govt, along with U.S., Saudi, and Israeli interference. So maybe there is something just a little to the left of Taliban domination that does not give you Lebanon.
Yes minority rule the rest. No participation. Winner take all. Guess what’s next? Chaos. It has started with ISIS-K already fingering it. And they’re close to Haqqani network. When everyone has an AK and its the Deobandi’s vs Wahabbi’s, it’s gonna get real ugly real soon.
BTW Deobandi form of Islam, that the Talibs practice come from India. From a town called Deoband in India.
