(ii) There are real differences between what Germany and France want, and what the US wants. Even yesterday, German Foreign minister said (though not in strong terms) that he wants Kiev to stop the bombardment. (This becomes even more significant if the news that Slavyansk is about to fall is true.) Also, the head of French Central Bank made a strong statement against the US Dollar yesterday. Also, note that President Putin would not have told the media that France is being “blackmailed” about the Mistral deal without the blessing of the French. Similarly, Italian ambassador to Russia said two days back that they are looking to relaunch the G8 format. (Which is significant because nobody can think that Crimea would be “returned back” to Ukraine.)
I think you’ve come up with a succinct set of reasons why Putin/Russia must re/evaluate every single option and, like in a 6th Dimensional chess game, think at least fifteen steps ahead.
Like you said, Russia doesn’t face a dysfunctional Ukrainian set of Brownshirts, it has this whole ‘world community [every country with a white majority]’ against it. Typically “decision makers” will send the fuller analysis plus “executive” summary to their chosen “expert” for a kind of audit, but primarily as a way to spread responsibility and maximise deniability opportunities.
It may be that one of these “experts” leaked the “executive” review, extending deniability to RAND which they made use of, but still placing the information in a public domain.
The contents of the “executive” summary, if that is what it is, are not news to people of experience, since it is fairly standard strategy in combatting “counter-insurgencies”.
Perhaps it is more productive to ask the why questions instead of being mesmerised by the contents?

though this being an obvious fake does not rule out its contents were not actually written and this was put out to discredit a real leak. For example, look at the western media using footage of the incendiary bombing of Fallujah to show an obvious fake to discredit the actual footage of this type of weapon used in Ukraine.
Regarding the Rand Memo, why not parse it with a simple question – does it fit with UK/US/NATO and allies known operating doctrine?
To me, it certainly fits with what is known from places like Iraq, Croatia/Bosnia/Serbia, Guatemala, Palestine, Syria in recent times as well as in the past in Germany post WWII, South Africa in the Boer War, and back into the mists of history with Acadiana.
