Congress, even on the Republican side, seem to be doing whatever they can to ensure that the relationship between Americans and Russians remains cold.
It ought not to be so difficult! So many of the changes President Putin is proposing in this historical first State of the Nation address can be linked to the United States’ own Constitution, but re-examined in light of Russia’s own unique historical path and the reality of its own size and diversity. No, it is not unrelated to the speech, although I have no doubt it was done with President Putins’ input. Medvedev noted the changes the President wishes to implement and felt he should have freedom to work them through and put in place.
I know V.V. has on occasion in the past threaten to sack the lot of them if they didn’t work better. And he has again had to complain about the lack of speed and dedication to putting necessary changes into place. Maybe he just did a “I’ll let you resign. But if you dont i’ll sack you”.
Who knows? :-) But it did follow on from the speech.

Yes, am here waiting to see Saker’s comments. I remember – it’s on the channel of InessaS if you want to go find it – where she ran a composite of televised episodes of Vladimir V’vich reading the riot act to various ministers. It was a long time ago. But one time, he asked for the TV camera to be turned off when addressing the Duma, but it got left on, and he really let them have it. He said either he wasn’t doing his job or they weren’t doing theres, and from where he sat, that it wasn’t him. I think he said “do I have to fire you all to get you to work?” . There was another one years later when he complained about the Presidential decrees from the previous year and hardly any had been done, so he said they were to give up their summer holiday in August to work.
This time he also directly made a comment about the lack of orders being implemented.
I remember too how, after the Kursk incident, on discovering how much the Admirals and other senior brass was keeping from him, he sacked them all.
I think he’s just sick of them dragging their heels, not bothering to try, to work hard, to concentrate. There have been several other TV’s videos of this.
He has a lot he wants to accomplish before 2024, when he steps aside. So I suspect he finally decided his loyalty wasn’t being repaid, and he had to get better people in in order to get things done.
Also, seeing Medvedevs’ face when they announced it together, he was a long way from happy. He looked like a man being sacked in front of a lot of people. I dont have any doubt even though I of course have no proof.
I gather the new guy for PM is good. He implemented a tax structure using computers that even the UK press has said is streets ahead of the rest of the world and that other countries are going to be copying.
so I suspect this is a “cleaning of the swamp” and a good thing.

Putin is doing two things:
He is preparing the way for his successor, ensuring that his successor is not a Western stooge who will return Russia to the Yeltsin years, when the country was plundered by Western banks, corporations and domestic oligarchs.
Secondly, he is introducing a new prime Minister, Mikhail Mishustin, holder of a Phd in economics and a highly successful bureaucrat, and one who even earned praise in the West. Wise move. Yes, Medvedev was Putin’s ally. However, he is apparently not too popular in Russia. His removal was necessary both for political and psychological reasons. No doubt a big shock for Russian liberals, who are now left with nothing really to criticize. Mikhail Mishustin will now have four years to prove himself, right until 2024, when Putin retires. No doubt he will make a success of his new post.
The Western media, of course, has twisted all the facts to suite their anti-Putin agenda. Proposed Constitutional reforms have been interpreted as Putin’s bid for life long “dictatorship”, as he is proposing the reduction of Presidential powers and an increase in Parliamentary power. According to the Western media, this “means” that Putin after retirement in 2024 will either end up either as Prime Minister, or else will get some other Government function and thus being able to control both the future President and Government. The Western media even found fit to quote “opposition political leader” Navalny, the former blogger, accused of fraud.
There is no question that all of this has been planned in advance, taking both Russian liberals and Western governments by surprise. Both had other plans in mind, and ones that now cannot be implemented, as Putin outplayed both.
Putin is basically trying to prevent any future president from undoing the work he has done. Weaken the presidency so he can still be a major influence from parliament once he leaves the presidency?
My big question is why do these changes not include taking control of the central bank away from the international banking cartel and make it public? That would be the largest blow to the “unilateralist” world order you could do but he never seems to do it.

Given the current intricate and interwoven nature of world finances, I’m not sure how easy it would be to do that. Finances on global markets are almost just one big market now. How do you withdraw from the system that underpins it – from the local bank to the BIS??
It might just not be possible, or possible but only under a certain set of circumstances which Russia has not yet achieved. Maybe it’s still a “work in progress”. I dont think, as many I have seen claim, that it is any sort of proof that Russia is in thrall to the Bankers and owned by them, nor that it is “secretly owned by Israel and Putin is a Jew” .
Maybe there are other moves that support the International Bankers which can be made so that the Bankers just collapse, like game of “sticks” where if you take the wrong one from the bottom of the tower out, the entire tower collapses. Maybe Russia is working toward something like that.
I am not sure, but it may have something to do with Putin’s suggestion that dual passport holders should not be allowed to hold any high office in the country. That would eliminate a good chunk of the oligarchs and other high apparatchiks from ever becoming not only President, but from even keeping their current positions.
My understanding of this may be flawed, but that’s what I read elsewhere.
The overall impression is that Vladimir Putin is preparing the way for his successor, when he retires in 2024. This means he want’s to ensure that no Western puppet ends up in the Office of President and that Russia does not relapse back to the days of Boris Yeltsin, when it was looted by foreign banks, corporations and domestic oligarchs to the sum of 100 billion dollars annually. Since Putin will be in power for another four years, he has plenty of time to succeed in his endeavors.

Here is an explanation that makes sense … Constitutional Changes … This was a big surprise – a new government will be instituted according to the constitutional changes.
The Russian president addressed Russian lawmakers, ministers and other high-ranking officials on Wednesday, with this year’s address focusing mostly on domestic politics including social policy and the economy.
Russian Prime Minister Dmitry Medvedev has announced that the country’s government will be resigning.
Speaking to President Vladimir Putin in a television address, Medvedev said that the president’s Wednesday speech to the Federal Assembly outlined a number of “fundamental changes” to Russia’s constitution.
“These changes, when they are adopted, and in all likelihood this would be done following discussions, as was said, will make significant changes not only to a number of articles of the Constitution, but also to the balance of power as a whole,” Medvedev said.
The changes outlined by the president will apply to “the executive branch, the legislative branch, and the judicial branch,” the prime minister continued.
“In this context, it’s obvious that we, as the government of the Russian Federation, should provide the president of our country with the opportunity to make all the decisions necessary for this. And in these circumstances, I believe that it’s correct that, in accordance with Article 117 of the Constitution, the Russian government in its current composition should resign,” Medvedev said.
Putin thanked Medvedev for his work, and urged the prime minister and the cabinet to remain at their posts until a new government could be formed.
Following the formation of the new government, Medvedev is expected to take up the new position of deputy chairman of Russia’s Security Council, a consultative body which advises the president on national security affairs. Medvedev agreed to take up the new role.

No, Putin will do one more term
He won’t even if they change the constitution again to allow it. It would do a lot of damage to his reputation and the reputation of Russia if he stayed.
No he will most likely pick a replacement, resign up to a year before the elections leaving his desired successor as interim president to give the country a chance to get to know the guy, or if not resign outright, move to the background while pushing the new guy to the forefront.
Putin doesn’t want Russias future to hinge on him being in power, he wants to get the ball rolling without him and I think today marks the beginning of that.
I thought he would start doing more radical things as soon as the election was over, I have no idea why he waited this long to swing the broom, but I guess he had his reasons. It’s his last term so I expect him to do bigger and bolder steps from here.
I dont think so. I think he will stay the term – that’s his way, and he plans a long way ahead. I’d say he’s planned up to 2024.
However in addition, I dont think he wants the job anymore. I suspect he always liked being PM more – it’s a more “hands on” role, and he works directly with the people of Russia rather than doing long term negotiations with overseas people.
I’d imagine he wants to move the role of President to be more of “the” chief diplomat, who is good as is Lavrov at International negotiations, and the PM to have the freedom to initiate and put into place improvements for Russia herself. I suspect he’d rather finish his working life in that sort of role. Also, I suspect he doesn’t want to risk a “plant” President in a position to do much to restrict the effect of decisions on the people as happened in the past.
Look for who will be the new PM – many have been expressing dissatisfaction with Medvedev for some time. Also check on some of the new, younger regional Governors Putin has been putting into place. I suspect he is looking among them for the new President.

The name of the Russian President is Vladimir, not Vladislav. Vlad is a short form of the latter.
The correct way to address or refer to the President of the Russian Federation is as President Putin or Vladimir Vladimirovich.

If the Constitutional changes are pushed through, then Russia’s government becomes like Croatia where the real power is in the PM, not the President. So Putin would not run for President again. He’d become PM. Then he doesn’t have to worry about terms and can stay on as long as he wants so long as his party maintains a majority in the Duma.

Excellent. Putin is starting to drain his swamp. He is doing it very elegantly. He is playing a “can-you-guess-under-which-cup-the-ball-is” with the West.

Medvedev was the arch atlanticist and now he is boxed in to not much more than a figurehead of an ‘adviser’. On hindsight, and everyone who is a regular here knows what I think of the Madam Kanzler, she is apparently more trusted than I thought or I can bring myself to do. That being said, I have no doubts that the Madame Kanzler was told exactly what was going to happen and when during her sudden and unplanned visit to Moskau in the recent few days, and I would not be at all surprised to see a defacto alliance between Russia and Germany albeit not officially announced. We will see who stands on the podium with President Putin at this year’s Victory Day Parade, the 75th Anniversary of the victory over the invaders, and before anyone says a word, the German Army that invaded Russia on 22 June 1941 had troops from every country in what is today ‘Europe’, many tens of thousands of them.
Time will tell, but the world has shaken yet again at the feet of Vladimir Vladmir’vich Putin. His speech last year when he announced all the new weapons amongst many other interesting facts was a shock to The West, and now this year he has all but flat declared the dollar is going to fade away with time as the world fiat currency, the Constitution problems will be addressed, I’m sure much to the annoyance of our ‘friends’ in EU and Foggy Bottom, a wholesale revamp of the Government from this day and from what I’ve seen the beginnings, the public beginnings albeit already happening in ‘private’, of some kind of reigning in of the rampant corruption endemic in Russia. Yes, I’d bet there’s some nervous over the shoulder glances happening here and there from St. Petersburg to Kamchatka, and I have no doubts the FSB and other agencies have voluminous files on the corrupt ones.
It’s going to be a rather interesting few days coming.

What form or shape this is going to take place is not clear to me, but I have no doubt that the idea behind

And these two leaders, speaking fluently each other language, can do it like no one else can!
Just imagine A. Merkel addressing people of the world in Russian and V.V. Putin addressing people of the world in German. Like smoking and exchanging world piece pipe. I fully agree with your assessment. The efficiency shown by Vladimir Putin was indeed impressive. In just 24 hours he gives his speech, makes proposals, the current Government led my Medvedev resigns, Putin proposes Mishustin as replacement, and Russian MP’s accept the proposal, all accomplished in record time. There is no question that all of this was well planned, the aim to being for an efficient transition of power to be achieved between Medvedev and Mishustin, so that no political machinations could be applied by the West through Russian liberals. No doubt both are in shock by what they saw.
Even though Medvedev was Putins ally, he had to go. He was not popular in Russia, for a number of reasons. The election of Mishustin was virtual perfection, as a highly educated and efficient bureaucrat was placed in power. Russia will now benefit even more.
Putin always says sensible things, to the point, and truthful unlike most of those in the West.

It’s really quite bizarre how the media is spinning this. They’re acting as if the whole government resigned in protest of Putin’s “power grab.” But this kind of thing often happens in parliamentary systems, doesn’t it?

I found three issues in Putin’s speech interesting:
1) Succession
2) Making decision of the Russian Supreme Court above any external judiciaries such as the European Court of Human Rights (the ECHR)
3) Oligarchs in strategic industries/services
Regarding the third point, please take a look at this part of the speech:
“Second, I suggest formalizing at the constitutional level the obligatory requirements for those who hold positions of critical significance for national security and sovereignty. More precisely, the heads of the constituent entities, members of the Federation Council, State Duma deputies, the prime minister and his/her deputies, federal ministers, heads of federal agencies and judges should have no foreign citizenship or residence permit or any other document that allows them to live permanently in a foreign state.”
“Second, I suggest formalizing at the constitutional level the obligatory requirements for those who hold positions of critical significance for national security and sovereignty.”
Meaning is no longer will the looting of Russian treasure and resources be allowed, and those doing this will now have to reside in Russia and with no official foreign entanglements. It will take a ‘shoot a few for the encouragement of the rest’ action to drive the point home, but this is mainly aimed at the ‘atlanticists’, read traitors.

President Putin as a younger man saw how the USSR was ruled by a gerontocracy, and not in a good way. I’m quite sure that he doesn’t want the Russian Federation to go down that road, He has appointed quite a few young Governors and he will pick and guide suitable people to rise up in the ranks. I’m sure that he will not seek an additional term as President, though he may stay on as Prime Minister for a few years, to guide the next President and to find his own replacement.
Mikhail Mishustin is confirmed as new Prime Minister. It looks like he is a technical type guy that will absolutely ride herd on the program Mr Putin wants to see implemented.

Hmmm….if USA refuses and ignores requests for extending replacing such treaties and agreements…..eg USA blackmailing EU to trigger JCPOA dispute procedures….what next….contingency procedures have presumably been drawn up…..is Russia hunkering down…feels it needs to show the world it is truly in charge of itself whether upcoming world crisis or not…..is especially showing eg to PACE since rejoining we are a revised ” uptodate ” government country and EU would be much safer recognising these events honestly…facing up to them….and as Macron recently hinted Europe is not really threatened by Russia only by its own phobia …and EU should drop sanctions imposed by idiots and really really start talking to Russia. After listening entire speech again, yes, I agree, Putin will leave Presidential position in 2024.
But NO WAY that he will leave definitely. Yes, he will use Nazarbayev strategy and stay as a sort of supervisor for several years. As a President of some National Security Council or something like that.
He has to do that. He needs certain period of supervising, he cannot just leave completely.
Of course, under condition that he is alive and well till 2030 for example.
