A very useful book by Edward Herman and David Peterson (Monthly Review Press 2010) “The Politics of Genocide” covers so many of massacres designated or not as “genocides” depending on many factors besides numbers and places. As Noam Chomsky accurately explained about Western definitions “If they did it, it is a genocide, if we did, it never is”!. The book differentiates many examples with fascinating information not usually included in accounts in the MSM.

Article VII
With regard to the extradition of the perpetrators, genocide and other acts listed in Article III are not considered as political crimes.
In such cases, the contracting parties undertake to extradite in accordance with their legislation and applicable treaties.

Each Party to this Convention may request the appropriate organ of the United Nations to take, in accordance with the provisions of the Charter of the United Nations, all measures it deems necessary to prevent and suppress acts of genocide or one of the other acts listed in Article III.
Article IX
Disputes between contracting parties concerning the interpretation, application or implementation of this Convention, including disputes concerning the responsibility of one State or another for the commission of genocide or one of the other acts enumerated in Article III, shall be referred to the International Court of Justice at the request of any of the parties to the dispute.
Article X
This Convention, of which the Chinese, English, French, Russian and Spanish texts are equally authentic, is dated 9 December 1948.

Article XII

The General Assembly decides what action to take in respect of such a claim, if it considers that any action is necessary.
Article XVII
The Secretary-General of the United Nations shall notify all Members of the United Nations and non-Member States provided for in Article XI:

b) all declarations received in accordance with Article XII;
(c) the date of entry into force of this Convention in accordance with Article XIII;

People need to see the images of the attacks occurring around the Donbass contact line including from the Sea of Azov. Perhaps Russia can fly a helicopter or a boat from Yeysk and capture images from Mariupol and post them for the world to see the barbaric attacks on Donbass?

Russian “hesitation” about entering Ukraine is not properly understood. It is not about Ukraine at all.
