Russia’s Permanent Representative to the Organisation for Security and Co-operation in Europe (OSCE) Alexander Lukashevich gives a press conference following the OSCE regular meeting in Vienna on Thursday, January 13. The meeting marks the third stage in a series of talks between Russia and the West on Russia’s proposals for European security. The first stage was the talks between Russia and the US that took place in Geneva on January 10, followed by the Russia-NATO Council meeting in Brussels on January 12.

Why not apply for NATO membership if you’re Russia? Let NATO hang itself on their reply.
Ask “Why do we not have a right to join like Ukraine?”
That ship sailed in 1999 with Yeltsin.
Russia/Yeltsin signed a ‘Partnership for Peace’ with NATO in 1994 and a few other Agreements over the next 5 years.
All a ruse while the USSA sent the CIA/Jackals into the country expecting easy pickings.
Back in the real world, NATO (which is America in drag ) is all about World domination, which would mean that like Germany/EU, Russia would become subservient to their whims.
Unthinkable, becoming a member of a Group of Genocidal Sociopaths. Possibly in a decade, Russia may consider allowing America to join BRICS, SCO, CIS or RF, if the US still exists in its current state..
They applied in 1955 & 2001, but were turned down.
Previous post was probably what they were responding to. More likely this: https://www.youtube.com/watch?v=yd03mKCtHyE
Saker,
would it be possible to get subtitles? I am only a student in the Russian language, and I do not get the full meaning of what he says….
Alexander Lukashevich – большое спасибо за ваше терпение и терпимость…/many thanks for your patience and tolerance/.
Naturally, of course , what more could you expect that the Anglo-Zio journalist comes out with the usual over-recycled garbage of retarded questions on military action and *giving up on diplomacy*!!!.
As usual for Russian/Chinese diplomats – Mr. Lukashevich in particular has a paternal sense of humour with beautiful English in structure and elocution that leaves 95 percent of so-called Anglo diplomats and mafia-politicos where they belong – squabbling and back-stabbing in their proverbial dung heap!!
And regarding those sabre rattling flatulent Polish overtures – yes, like their one remaining rusty, obsolete submarine – inoperable and just about sinking.
Am surprised that the 10ooo*s of qualified Ukrainian technicians now residing in Poland have not been tasked to restore it, in their free time – with Lego Technics..
Bravo – the newly arrived Danish frigate, destined for the Baltics, can keep it afloat while backed up by
4 F-16s …
The eloquence, poise and knowledge exhibited by Russia’s diplomatic team stands in stark contrast with the entirety of what we refer to as ‘the west’.
Whether it is the political class, the “media” or even those in high positions in the corporate and public sector, it is cringeworthy to observe them display their crass ignorance and lack of even basic manners.
I have lived long enough to witness the complete degradation of the western values system. Concepts such as honour, dignity and justice have been replaced with narcissism, materialism and corruption on a grand scale.
It was Hoover who allegedly stated: “Man is handicapped by being faced with a conspiracy so monstrous that he cannot believe it exists”.
I will venture to say that for Russia, they still appear to believe in the European princess when in actuality she has long ago turned into a lying, nagging hag.
Divest any idea of integrating with Europe, forget about trying to placate the west. For Russia, the only way forward is East.

Polish OSCE Chairman-in-Office warns of the highest threat of war in 30 years
“It is clear that the risk of war in the OSCE area is far greater today than at any time in the last 30 years,” Rau said.

Ryabkov: The United States and NATO are not ready to meet Russia halfway on security guarantees
NATO’s position
“NATO’s position on the non-expansion of the alliance is impenetrable, which is alarming. The United States and NATO are ready to talk only on those topics of security guarantees that are convenient for them.
Asked to describe in one sentence the reaction of Western diplomats to Russian security proposals, Ryabkov described it as follows: “Let’s talk, but about what interests us, that is, the West.” “No” is not said, but to speak on terms and topics that are more convenient for the West is not an option for us, because we are interested in the opposite…”
“The conversation has reached a dead end”
“…On the key elements of these texts [guarantees], the United States and its allies actually tell us “no”, and where they tell us ‘yes, let’s discuss further’, we in turn note that for all the importance and seriousness of these particular subjects, they are secondary to the same non-expansion of NATO. To a certain extent, there is a deadlock or a difference in approaches. I see no reason to sit down in the coming days, meet again and start these same discussions,” he said.
“In this case, rather, there is no certainty that this is possible. But everything is in our power. We must continue to persistently strive for the right movement, the necessary evolution on the Western side. We’re going to do that. I repeat, the dialogue does not stop: it goes on at different levels and along different lines,” Ryabkov said.
————————————————
Ryabkov walked a fine line between the need to continue the negotiations, and the uselessness of it, given NATO’s entrenchment in their anti-Russia mindset. Blinken is a neo-liberal, a quick look at his papers on Russia, one of them co-authored with Robert Kagan, speaks volumes about his Russophobic views. What can Russia get from an entity that states, ” the only way to negotiate with Russia and China is with a gun to their heads.”?

Lone Wolf
> Robert Kagan
Cookie Monster Nuland’s husband.
… it’s a small small cohort
This was a foregone conclusion, which the Russians full well knew. The question is, what action comes next and when?
“Ryabkov walked a fine line between the need to continue the negotiations”
Do you believe that by issuing a public notice of intent on the 17/12/21 The Russian Federation’s purpose was that “negotiation” should take place since apparent you believe that the Russian Federation and its representatives had a need to continue “the negotiations”?
None of those empty suits at OSCE have read ‘Futility’ (Wilfred Owen) or Major General Smedley Darlington Butler.
For an organisation like that, this should be mandatory reading.
If Russia has 1-10 options/measures,, each one becoming more extreme, then how far will they go down the list before America sees the light?
SehSha/nato have no intention of following any of the notultimatum and never did. They are just buying time as I predicted with now wanting more talks next week. In the mean time our adversaries have not provided a single written document on any of the notultimatum points, neither agreeing nor disagreeing to any of them in writing with signature as requested by Mother. None of this bodes well, Nato/sehsha are simply trying to run out the clock whilst at the same time imposing ever more sanctions against Russia including against VVP himself (not that I think VVP will cry himself to sleep over them).
I still think we are a gnat’s eyelash from full on war, and if/when it starts I would aver that pretty much all of nato’s much vaunted ‘anti missile systems’ will be not much more than a scorch mark on the pavement. Of course if the war ‘doesn’t’ start, the first one of those dual purpose missile batteries that lights off it’s target acquisition systems will be obliterated right down to the outhouse. Actually it will give new meaning to ‘the shit hit the fan’ but the result will be a snowballing cascade of missile systems lighting off and retaliatory missiles hitting them and missiles coming our way. And all because sehsha, like a spoiled child, can not stand to hear the word ‘no’.
The sad thing, sad after a fashion, is for the first time since the early ’40’s Mainland sehsha will hear shooting in ‘anger’ and for the first time since 1864-65 destruction they can’t comprehend. More’s the pity for that and the innocents involved but they will reap what they have sown, in spades this time.

Anyone who believes that Russia is destroying the U.S. through hybrid warfare just needs to listen to Russian officials to see why this is impossible. Russians are too formal. Spending all your time talking to agreement incapable U.S. officials is a waste of time. Do what Reagan did and talk over their heads directly to the U.S. public in a language they can understand. ‘Security guarantees’ sounds like whining.
Say … ‘We are not going to invade Ukraine unless the U.S. uses NATO membership as an excuse to install missile bases next to our country. You already have too many missile bases, we will not accept any more.’.
1. Russia is more powerful than Ukraine. Don’t deny U.S. accusations, affirm their sovereignty.
2. In plain language tell the U.S. public, not the crazies, what your red line is.
It’s fine to have your agreement but leaving it as it is allows the nutty Neocons to like about it.
this is a big problem for Russia, they have a misplaced sense of noblesse obligé which the west simply does not deserve. I would just spill it all out there with the evidence. As you say, let the people decide. They know that the US are enabling the Ukraines to keep prodding the bear, so tell everyone, show the evidence, 50% of the entire Ukraine military moved up to the contact line which then elicited a Russian response – this is now called Russian aggression? It’s laughable. It’s a poor joke and westerners believe what the propaganda orgs known as the ‘free press’ say on these matters.. There is a decency about Russian diplomats and a politeness which I feel is really very very misplaced when dealing with the unhinged Russophobes who have been spouting bile all week long.
Western MSM is owned by six corporations that report to the CIA. These six propaganda centers will never allow Russia to “talk over their heads directly to the U.S. public in a language they can understand.” This means that the US is doomed, because the mechanisms of life-saving repair are totally destroyed by the fattened zionist parasite joined with the MIC.
The owners – Vanguard, SityStreet, BlackRock, et al. – don’t have a single altruistic cell in their collective body. They will continue ravage and loot until the whole edifice collapse.
Christian – you write “2. In plain language tell the U.S. public, not the crazies, what your red line is.” but don’t you understand how difficult it is to do just that? to get access to the Western media outlets? Don’t you see the magic hand behind all of them, so that they are completely in sync? the European media and the US are completely on the same page. No one without permit “from above” can use their bullhorn.
@Christian J. Chuba
“Do what Reagan did and talk over their heads directly to the U.S. public in a language they can understand.”
I think there’s a big problem with this approach. The message would never actually get through to the American/Western public. Would CNN, CBS, NBC, NPR or PBS truthfully broadcast it? Or Facebook or Twitter? Or the BBC or CBC? Very doubtful. And if by some slender chance they did air it, it would be convoluted to the point that it doesn’t convey any of the points the Russians are actually making.
Of course, we here on alternative media would get a true account, but the audience here is such a miniscule slice of the intended audience as to be little more than a rounding error.
What a seemingly nice jovial guy, despite the fact he sat in a room full of zombies at the OSCE meeting..
I could’ve been a diplomat but for my volatile short temper under provocation (lol). Dragging the Polish FM over the table and kicking his teeth down his throat. Yes I’d regret my actions 10 minutes later, but when he came around and sh*t them out, I’d be the first there to shake hands and ask him if we could start over.
The US has really stuffed Europe in doing away with any potential dissenting individual National/State voice for the Collective (Bolshevik,) sing from the same hymn sheet, plus The Federal Reserve and Goldman Sachs’s financial wizardry with a common easy manageable fiat currency and the threat of consequences for going off script.

‘”….Evelyn Farkas, who served as deputy assistant secretary of defense for Russia, Ukraine, and Eurasia from 2012-15, published an op-ed in Defense One on Tuesday in which she claimed that an imminent Russian invasion of Ukraine is “more likely than not.” The former Obama administration official insisted that diplomatic talks between Moscow and Washington, taking place this week, are likely to fail, and that the US should already be getting ready for war with Russia.
In an echo of the words former President George W. Bush, used to describe the nations invading Iraq in 2003, she called for the US to marshal “an international coalition of the willing” to deter Russian President Vladimir Putin “and, if necessary, prepare for war.”
If Russia prevails again,” she warned, “we will remain stuck in a crisis not just over Ukraine but about the future of the global order far beyond that country’s borders. Left unrestrained, Putin will move swiftly, grab some land, consolidate his gains, and set his sights on the next satellite state in his long game to restore all the pre-1991 borders: the sphere of geographical influence he deems was unjustly stripped from Great Russia.”
oh dear . I wait an analysis of OSCE and other meetings by Saker….Martynov etc. If any …a huge any ….sense can be made out of the determinist hysterical delusional ideologies presented to Russia.
He clearly expressed the frustration of not being able to speak with individual countries.
I think he should have gone further and call it as it is: vassals.
Time for Russia to incrementally increase the pressure dial. I know many on this forum expect conflict but thats something I feel Putin will try to avoid unless there is simply no other choice.
Right on cue the AZ empire’s minions are blaming Russia:
https://nationalpost.com/news/world/trudeau-warns-of-more-russia-sanctions-amid-moscow-military-build-up-near-ukraine
If/when more sanctions are imposed it will be interesting to see if the ambassadors of each individual NATO country are expelled. That will be the telltale sign “kinetic” war is truly imminent.
So, what happens now?
There are reports that Putin is being briefed on Russia’s military options posted on RT. I hope that we will out soon.
-VVP does not need to be briefed about the outcome of the negotiations. very possible outcome including some very impossible ones have been “wargamed” beforehand.
Lavrov said today that the Russian officials will brief Putin, and then Putin will decide on the next steps after the US submits its written response.
That’s all, folks! The talks are over, the talks failed, and there will be no more talks. Ryabkov has it right and I believe Putin will agree with him.
Now the only question is whether the US will proceed with a Ukraine attack on Donbass. An article I read this morning says the winter in Ukraine has been mild and the ground has not hardened enough for tanks. However, another military expert pointed out that the Russians are trained for those conditions. Not sure whether the Ukraine military has had the same training (back when it was part of the Soviet Union.)
In any event, the CIA and the neocons and Zelensky probably can’t wait for summer to start the war. Given the large number of NATO military exercises scheduled for Ukraine in 2022, I’m concerned that the West has plotted a much larger war.
Joint Efforts 2022 multinational exercise. Duration: up to 45 days, February-December 2022.
Ukrainian-American exercises Rapid Trident-2022. Period: up to 45 days, March – December 2022.
Ukrainian-British exercise Kozak Mays-2022. Duration: up to 45 days, March – December 2022.
Multinational exercise Light Avalanche-2022. Duration: up to 45 days, February-December 2022.
Ukrainian-Polish exercises Silver Saber-2022. Duration: up to 90 days: 1st stage – up to 30 days, February – April, 2nd stage – up to 30 days May – July, 3rd stage – up to 30 days August – December
Sea Breeze 2022 Ukrainian-American exercise. Duration: up to 45 days, March – December 2022.
Ukrainian-Romanian exercises Riverine-2022. Duration: up to 45 days, March – December 2022.
Maple Arch multinational exercise 2022. Duration: up to 45 days, March – December 2022.
Viking 2022 multinational exercise. Duration: up to 45 days, February-December 2022.
Consider what happens if Ukraine launches its offensive on Donbass under cover of one or more of these exercises (note how many start in February.) This could give NATO an excuse to invoke Article 5 of the NATO Charter if any of its forces in Ukraine get caught up in the war. This would bring the US in. While I previously did not think there was any chance NATO or the US would directly involve itself in the war, I begin to wonder about that assessment.
What’s Russia’s options? I am former military in the USA but I don’t suppose to know Russia’s intent. However there are several different possibilities.
Syrian airspace is declared a no fly zone. Easily done. Just turn on the Russian defense systems all ready there. USA given 48 hours to remove itself from Syria, then all bets off. Israel has no more uncontested flights into Syria.
Move the strike army to the border with Ukraine and announce the ukrop nazis have 48 hours to move to the Dnieper river. Watch the Ukraine army dissolve and run.
Close Russia airspace to western traffic.
Allow Ukraine to begin to syphon (steal) gas from Europe and announce the closing of the pipeline due to Ukraine theft. Who needs enemies with friends like this. Allow Europe to freeze and watch the European population reaction.
The possibilities are endless and I have no idea where this goes, but something says it’s going.
I think that all your options are definitely possible.
I suspect that the Kremlin will announce an initial and limited number of measures
and that then they will *gradually* increase the pain dial to maximize its effect.
But Putin loves to surprise us all, so let’s wait to see what he comes up with.
Cheers
Saker & Ravin6:

I’m sorry to intrude on this conversation. I live in Brazil, a city just south of the capital, Brasilia. When newly elected President Bolsonaro threatened to invade Venezuela, Venezuelans simply turned on the radars of the S-300 systems and, we ran out of cell phones, TV and radar for about four hours, in some regions it was over. This happened almost four years ago, I don’t know if it’s relevant to you, it was a milestone for me!
Saker – what is your opinion
Do you think that this week was just going through the motions on the Russian side.
Seems to have brought out the worst in the Americans and NATO.
Germany and France silent
Relevant to Syria, Russia just announced that it’s bombers in Syria can target “all of the Mediterranean.” That’s not a coincidence.
Russia says long-range Tu-22MZ bombers in Syria can reach targets across all Mediterranean
https://tass.com/defense/1387919
“”The landing and operation of Tu-22MZ aircraft at the Khmeimim air base is a landmark event,” he said. “Firstly, the crews of long-range air force have practiced using a new airfield and signaled the presence of the long-range air force in the Mediterranean region.”
The crews also practiced engagement with the Navy in locating maritime installations and “confirmed Tu-22MZ have range capabilities for targets across the entire Mediterranean Sea,” Kobylash said.”
When I heard Alexander Lukashevich mention that the OSCE had 57 members I looked for a list of member states. I did not know that Canada and the United States were European countries. I thought that they were North American ones. Likewise, I did not know that Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkey, Turkmenistan, Uzbekistan were European countries, I thought they were Asian (mostly central) ones.
You are not keeping abreast of geographical dynamics.
The waves of the North Atlantic have been lapping the Crimea since 2014
I grew up in a single family neighborhood in the Manor Section of Larchmont, NY. Many streets ended at a waterway (a creek) that let out to a Mill Pond and that out to the Long Island Sound.
The streets were all marked Dead End.
Apparently, Russia doesn’t have Dead Ends and are unfamiliar with the fact that you can’t go forward from the end of the pavement. A barricade fence and the inevitable drop to the creek prevents farther passage.
The creek nestled in a swamp environment, so, even by foot, passage was treacherous. When the water was high, a row boat or canoe made the creek useful.
I sense the Russians are sitting in their SUVs, idling engines running the heaters, while they wait for the decision to get out and walk the narrow paths through the swamp or to get a canoe or boat to row and at high tide, try to get out to clear calm water of the Mill Pond.
Yet, what awaits at the Mill Pond? Or even, passage to Long Island Sound?
Ducks, crabs, eels, seagulls and ‘Long Island white fish’ (used condoms, we called them white fish).
The neighborhood the Russians have driven into is a dead end. The muskrats abound in the swamp. Be careful of the metal traps set for them.
@Yet, what awaits at the Mill Pond?
Lumber is my first guess, real estate would be my second.
And a dang no fishing sign Bama.
Ryabkov has stated in an interview with the Chinese channel that placing Russian military in Cuba or Venezuela its a possibility..
I’m thinking that Russia may want to consider a different tact with respect to NATO encroachment on its western border and the installation of U.S.-NATO surface-to-surface missile platforms on the soil of its alliance members in Eastern Europe (e.g., Poland, Romania, etc.).
The basis of this suggestion is the people of Donbass are threatened by NATO missiles, not just Russia.
Case in point, we are all aware of what is a no-fly zone. The U.S.-NATO imposed this airspace prohibition in Iraq (1991 – 2003), in Bosnia and Herzegovina (1993–1995) and in Libya (2011).
During the Libyan Civil War, the UNSC passed Resolution 1973, which called for an implementation of a no-fly restriction over all of Libya. NATO took the lead role and supported the rebel groups by dropping bombs and launching cruise missiles directed at Libyan government facilities and assets.
The basis behind the coop that removed Libyan ruler Muammar Gaddafi was that military force was needed in order to combat crimes against humanity, that is, to protect the civilian population of Libya.
I don’t see the Donbass situation any different than Libya.
Kiev repeatedly attacks and murders Donbass civilians who are mostly of Russian ethnicity. Kiev has abandoned the MINSK 2 Accord and positioned the UAF with NATO’s support to invade Donbass and seize control. How is NATO not considered a conspirator of crimes against humanity?
Let us ruminate about an extension of the no-fly zone strategy and include surface-to-surface missile platforms, which are capable of launching missiles towards Donbass.
The no-fly zone over Iraq was not approved by the UNSC.
See: https://en.wikipedia.org/wiki/No-fly_zone#Legal_status
Therefore why can’t Russia implement a no-fly zone over eastern Ukraine to prevent the deaths of innocent civilians of Donbass?
The Russian Foreign ministry can make the claim those missiles are targeted at the civilian population of Donbass since NATO supports Kiev. NATO will respond that’s false and Russia can answer with “Prove it, Mr. Stoltenberg, prove those missiles are not targeting Donbass.”
Shift the focus of discussion towards Donbass and not only Russia. Perhaps that will get the attention of the UNSC.
My instinct tells me that the northwest pacific is quietly heating up as a consequence of the tensions in Eastern Europe.
Something tells me that Russia has plans to degrade the USAF/USNavy relative potency in the pacific, or arctic, or both, as an asymmetrical response to American aggression in Europe.
Pear harbor was sound strategic thinking, it just didn’t weaken the pacific fleet enough. Russia has long range aviation and far more capable submarines than Japan had, and could potentially indict far greater damage, if necessary.
If I was Putin, I would be looking at the pacific and arctic as the next Crimea, not anywhere on the European border. Not as valuable, more suffering to get it, more risk.
If Putin were to respond to how things are right now, or when he gets his written rejection of Russian proposals, he could first turn up the pain dial a notch or two without causing a full on war to break out… to kind of prod the west into taking the proposals seriously and seek to sue for peace on those terms. Those options could be:
– shut down it’s airspace to aircraft from nato countries
– stop/throttle energy exports to nato countries
– resume pressure on idlib mercs/jihadists in Syria
– declare no-fly-zone over Syria and demand all uninvited forces to leave within X timeframe
– disclosure of intelligence which causes intra-nato rifts to become inflamed (eg between Greece/Turkey, France/Turkey, France/USA, etc.)
– disclosure of intel which exposes the underhanded activities of regime change ops in Ukraine, Georgia, Chechnya, Kazakhstan, Syria, etc. Destroy their narratives on those issues with facts.
– disclosure of intel that causes citizens of USA to mistrust their government, such as JFK assassination, 911, Epstein and all the pedo craziness, US gov involvement in drug trade, human trafficking, and torture, etc.
…..There are of course many more but these are all serious headaches for the empire that most likely won’t cause a full scale war, if done carefully.
What worry’s me the most is the prospect of what comes after did that doesn’t work. What options Russia has when it now sees a fight is inevitable and they must strike fast and hard.
In this scenario, Russia could more or less wipe USA out in the pacific and arctic in pretty short order with missile strikes, bombers, and submarines. China could take Taiwan and the SCS and Singapore with relative ease and America would be on the back foot. It would be faced with:
– strategic nuclear strike and end the world
– go to conventional war with China and Russia at once
– let Taiwan go to China and go to war with Russia, and hope China doesn’t back them
– accept the defeat abroad in exchange for the safety of the American homeland; accept multipolarity and move on with life
In any case, the idea for Russia to respond asymmetrically, and in such a way as to weaken America’s dominance against another state, such as China or Iran, would force the USA to respond on two* fronts… This is what USA fears as it is well aware that it is spread too thin, on too many fronts.
As an American all of these prospects are concerning, to say the least. It is stupifying to see the ‘diplomacy’ on display with my country right now. Just stop poking the damn bear. Why is that so hard?
– shut down it’s airspace to aircraft from nato countries
Yes an obvious one – but probably only after more sanctions
– stop/throttle energy exports to nato countries
Russia has said it will not do this – not quite sure why – I think they value their reputation as honouring contracts, however new contracts would not begin
– resume pressure on idlib mercs/jihadists in Syria
Definitely
– declare no-fly-zone over Syria and demand all uninvited forces to leave within X timeframe
Definitely
– disclosure of intelligence which causes intra-nato rifts to become inflamed (eg between Greece/Turkey, France/Turkey, France/USA, etc.)
Hm!! possible but it could backfire
– disclosure of intel which exposes the underhanded activities of regime change ops in Ukraine, Georgia, Chechnya, Kazakhstan, Syria, etc. Destroy their narratives on those issues with facts.
They should try but with the media as it is it may not have much effect
– disclosure of intel that causes citizens of USA to mistrust their government, such as JFK assassination, 911, Epstein and all the pedo craziness, US gov involvement in drug trade, human trafficking, and torture, etc.
Yes this is possible- sort of already happening I think
Como “General de Poltrona “, divagando aqui:
1- Nada de ferir a população local que já estarão nos limites da sobrevivência em pleno inverno;
2- Laboratórios Biológicos bombardeados ao chão;
3- Tanques de combustível e paióis de munição bombardeados até o chão;
4- Pontes que suportem veículos acima de 45 toneladas em eixos de ataque, no leito;
5- antenas de radar via satélite (as esféricas), as côncavas com diâmetro acima de 2,5m e as antenas comuns acima de 50 metros, passe a régua.
Creio que seria um bom alerta! 😉

As “Armchair General”, rambling here:
1- No harm to the local population who will already be within the limits of survival in the middle of winter;
2- Biological Laboratories bombarded to the ground;
3- Fuel tanks and ammunition paiols bombed to the ground;
4- Bridges that support vehicles above 45 tons on attack axles, in the bed;
5- satellite radar antennas (spherical), concave antennas with diameter above 2.5m and common antennas above 50 meters, pass the ruler. I think it would be a good warning!
