Russia’s UN Ambassador Vasily Nebenzya Comments on Salisbury Case in the UNSC:
Remarks and reply by Ambassador Vassily Nebenzya, Permanent Representative of the Russian Federation to the United Nations, at the UN Security Council meeting regarding the March 13, 2018 letter from the United Kingdom of Great Britain and Northern Ireland, New York, April 5, 2018
Mr Chairman,
On March 14, the Security Council had an open meeting on the letter from the British Prime Minister Theresa May. It contains monstrous and absolutely unsubstantiated accusations against Russia over the use of chemical weapons on the territory of Great Britain.
Representatives of the United Kingdom promised to regularly brief the Council on the progress of the investigation. However, none have occurred. And so let us brief you in detail.
Today marks one month since Russian citizens Sergey Skripal and his daughter Yulia were found unconscious in the British town of Salisbury.
If chemical weapons were in fact used, this is a threat to non-proliferation and deserves consideration in the Security Council, particularly as we have what to say to our British colleagues and questions to ask.
So, what do we know about the crime and the victims?
Sergey Skripal, convicted in 2006 for espionage for Great Britain, had lived in that country since 2010 after being pardoned and retained his Russian citizenship. He was regularly visited by his daughter Yulia, a Russian national. According to the theory spun in the British media, Russia never forgave him for his treason and decided to take him out, even though he clearly presented no threat to Russia.
This gives rise to a number of questions. First of all, if we are to be entirely cynical about it, why should we wait eight years and decide to do this two weeks before the Russian presidential election and just several weeks before the FIFA World Cup in Russia? Why was he let out of the country at all?
Why take him out in such a strange, high-profile manner that poses danger to the perpetrators and bystanders?
Anyone familiar with detective stories (for example, the Midsomer Murders series, well into its 20th year) knows there are hundreds of relatively simple ways to cunningly dispatch a person. However, the assassins of Sergey Skripal and his daughter chose an extremely toxic chemical, that is, the most risky and dangerous method. And they did not even finish the job, as the victims, by all appearances, are alive and Yulia, thank God, is rapidly recovering.
This case involves a lot of murky questions. And the deeper you go, the more there are.

A Month in Sergei Skripal’s Health: From Critical Condition to Rapid Improvement

According to March 7 by Met police, the Skripals were being treated for suspected exposure to an unknown substance and both remained in a critical condition in intensive care.
On March 13, the Met police referred to reports of Mr. Skripal remaining in a critical condition in hospital “after being exposed to a nerve agent in a targeted attack.”
March 17 and the Skripals still remained in critical condition in hospital, while British scientists determined this to be the result of a military grade nerve agent, as stated by the Met police.
On March 29, the British National Health Service (NHS) issued a statement saying that Julia Skripal was recovering.
On April 5, UK’s Met police issued a statement on behalf of Yulia Skripal who said she “woke up over a week ago now” and is glad her strength is “growing daily.” No mention, however, was made of the health condition of her father Sergei, who was still believed to be in critical condition in the hospital.
Finally on April 6, Christine Blanshard, Medical Director at Salisbury District Hospital, said in a statement that Sergei Skripal “is responding well to treatment, improving rapidly and is no longer in a critical condition.”
This ties in with what Yulia Skripal said in the phone call about her father being OK. Now that their health has improved, it will be difficult for the brits to murder them. Russia needs to get these people out of the uk before the media hysterics subside to prevent the brits, or whoever, making another attempt on their lives. This assuming the Skripals want to leave the uk.

The newest sanctions against Russia, and Trump’s threats to follow suite against the People’s Republic of China, indicates that the US and the West in general, but the US/UK specifically, are using sanctions as a kind of pseudo-foreign policy and pseudo-diplomacy to prop up what is clearly becoming their pseudo-democracy. With regard to the new sanctions being placed on Russian businessmen, companies, and political figures, Russia must return the favor and get rid of all US corporations and businesses, and open up opportunities for both domestic and foreign entrepreneurs who seek to invest in Russia and its people, and not take the profits to the West, then hit us with sanctions after sanctions once they have robbed us blind. Embassy Press Officer’s comment on British visa refusal for Victoria Skripal
Question: What is your response to the decision by the UK authorities to deny visa to Viktoria Skripal?
Answer: This decision is regrettable and worrying. According to a “government source” quoted by the BBC, the visa was denied because “it appears the Russian state is trying to use Viktoria as a pawn”. This clearly means that the decision has been taken out of purely political considerations. The Home Office reference to a violation of immigration rules doesn’t hold water. The normal way to correct any violation would be for the British Embassy to advise Ms Skripal on the necessary formalities so as to help her comply with the rules rather than deny the visa altogether.
As a result of this decision, we are witnessing a situation where Sergei and Yulia Skripal, both reported as recovering, remain hidden from the public, media and consular officials, while the only relative who could reasonably expect to see them is kept out of the UK. The stubborn refusal to cooperate, to provide transparency and to answer the numerous questions means Britain has something to hide.

Ambassador Haley, says Russia is not America’s friend. She obviously knows absolutely nothing about Russian/US history.
I read a book awhile back in which the noted author, Mark Twain, had this to say about Russia: “America owes much to Russia, is indebted to her in many ways, chiefly for her UNWAVERING FRIENDSHIP (my emphasis) in seasons of our greatest need…..that she (America)…will be grateful to Russia…that she will ever forfeit it by any premeditated, unjust act or unfair course….”
The Website cites the reasons for sanctions against Russia, none of which stand up to scrutiny, for anyone who does their homework. I would like to remind you that both Victoria Nuland and Pres. Obama himself implicitly admitted they staged a coup in Ukraine. The charges about Russian and Syria’s actions are also disproven. What is the purpose of this? We slandered Saddam for his ‘Mushroom Clouds’ when we knew there were none. And look at Iraq now. And these actions are now repeated against Russia. But Russia is not Iraq! Therefore it is essential to maintain a cooperative, not adversarial attitude towards Russia.
When I heard about the Novichok attack, I immediately knew it was bogus. The Skripals would have died immediately if it were such a powerful poison. Plus, it later came out that according to the New York Times, in 1999, the lab where chemical weapons were developed was shut down and custody of it passed to the USA. So who was last in possession of this chemical, that is so powerful but didn’t kill the 3 people exposed to it?
We know now that Boris Johnson is lying. And the State Department has ‘solidarity’ without having seen any evidence. Guilty and sentenced with no proof, no due process. So not only are US actions against Russia unfounded, they are malicious. But setting aside the moral aspect, let’s remember that when attacked, Russia has always won, and its attacker always lost—–badly!
Speaking as a US citizen, I can only say that the policies that official Washington is pursuing are not only harmful to Russia the country that defended us during the Civil War from Europeans who wanted the US divided, who fought on our side in WWI and who faced 20 times more Nazi might than our soldiers did (11 divisions in Western Europe where we fought, vs 220 in Eastern Europe), but extraordinarily risky and possibly catastrophic. The Doomsday Clock is as a close to midnight as it’s ever been.
To any objective observer, our policies are seen as that of a bully, and Haley and Nauert’s statements are undiplomatic. I am sure I am not the only American who feels this way.

With all due respect, this is per my understanding a mistaken conclusion. In the comment section below Sushi’s blog post ”A curious incident, Part VII”, the following question was asked:

And this is not too big a mystery, actually. The Anglo plotters unnecessarily stuck to the nonsensical CW narrative — a hoax — when they could have easily killed the Skripals by deadly violence —.a false-flag — and then blamed Russia, but with the significant benefit of being spared the ludicrous ”Novichok” and hospitalization parts of the stunt. No lethal poison has been used in this atrocious fiasco.
The question is rather if the Skripals themselves are complicit and/or coerced.

Russian Prosecutor General has accused Britain of violating international law by classifying Sergei Skripal’s, as well as Alexander Litvinenko and Boris Berezovsky cases.
“The anti-Russian campaign… around former officer Skripal and his daughter was unfolded by the UK authorities under a scenario similar to that already used in unfounded accusations against Russia over the alleged attempted murder of Boris Berezovsky in London in 2003 and the circumstances of the death of Alexander Litvinenko in the United Kingdom in November 2006,” Karapetyan told a briefing.
The official noted that in all three cases the demands to introduce sanctions against Russia had followed groundless claims of Russia’s involvement.
On Berezovsky Case
Berezovsky was granted an asylum even though the UK Interior Ministry didn’t find any evidence that there was an assassination attempt on the former Russian businessman, the official noted.
Russia hasn’t received any documents, concerning the death of tycoon Berezovsky and its cause, Karapetyan noted, adding that Russia submitted 39 requests to the UK for the period from 2006 to 2011 on Berezovsky.
Berezovsky was most interested in killing former Russian intelligence officer Alexander Litvinenko in November 2006, advisor to Russian Prosecutor General Nikolai Atmonyev said Monday.
“I have every reason to assert that Berezovsky was interested in eliminating Litvinenko at that time,” Atmonyev told a briefing.
On UK’s Cooperation With Russia on High-Profile Issues
At the same time, for the last 15 years, London has declined 60 Russian requests for extradition of people accused of committing crimes, with 55 of them being granted refugee status or asylum in the UK, the prosecutor general said.
“Within the last 15 years, Russia submitted 83 extradition requests… to the relevant UK bodies. Out of them 72 persons are accused of committing or have already been sentenced for embezzlement of some 500 billion rubles [over $8.5 billion]… As of today, 60 out of 83 requests have been declined. I would like to point out that in 55 cases the requests were declined as the persons were granted a status of a refugee or a victim of a politically motivated persecution,” Karapetyan said.
The official added that the largest number of denials had been issued in the period between 2010 and 2016, when incumbent UK Prime Minister Theresa May was country’s home secretary.
The official pointed out that London’s actions, regarding the Skripal case, forced Russia to disclose data about UK’s unwillingness to cooperate on previous high-profile cases.
“In the case of the attempt on the lives of Skripals, Britain simply forced us to do this [disclose data on the cases of late Russian oligarch Boris Berezovsky and former Russian intelligence officer Alexander Litvinenko], we would not have done so. We were forced to do this to show the level of cooperation, the attitude toward cooperation and the refusal to engage in cooperation,” Karapetyan said.
According to Karapetyan, Russia will make public the correspondence of UK Prime Minister Theresa May during her tenure as the UK Home Secretary.
“Today, we will provide you with copies of separate documents from relevant criminal cases, including correspondence with the UK Home Secretary, including directly with Mrs. May during her tenure as the Home Secretary of that country,” Karapetyan noted.

Polonium-210 that killed Litvinenko was in UK before arrival of Russians accused of murder – Moscow
Polonium-210 was in London before the Russian citizens accused of poisoning Aleksandr Litvinenko arrived there, and evidence pointed to his patron Boris Berezovsky, Moscow has said, citing a German probe.
Russian prosecutors said this was proven by the UK’s own data, which it shared with Berlin.
One of the cases was the poisoning of Aleksandr Litvinenko, a former Russian intelligence officer and close associate of fugitive Russian tycoon Boris Berezovsky. The standing narrative in the case in Britain is that Litvinenko was poisoned with Polonium-210, a rare radioactive substance, by two Russian citizens, Dmitry Kovtun and Andrey Lugovoy. Neither stood trial for the crime, but British officials insist that there was no other credible explanation for Litvinenko’s killing.
Kovtun arrived in London before meeting Lugovoy and Litvinenko through Hamburg, which involved German authorities in the investigation of the case. Russian prosecutors on Monday showed a document issued in November 2006 by the Hamburg city prosecutor’s office, which contradict the narrative favored by London.
“According to the conclusions of our German colleagues based on all evidence collected by the Hamburg prosecutors, including that received from Great Britain, including the tracking of trails of radiation left by Polonium-210, the Polonium was in London before Lugovoy and Kovtun arrived there on November 1, 2016,” said Nikolay Atmoniev, an aide to the Russian prosecutor general.
He added that, according to data received by the German prosecutors from the British side, “the highest level of radioactive contamination was found at the London office of Boris Berezovsky and in the body of Italian citizen Mario Scaramella.”
Scaramella, a lawyer and nuclear expert, met Litvinenko on the day of the poisoning and was exposed to Polonium-210. Media reports conflicted about how serious the exposure was, ranging from just small traces being found to Scaramella miraculously surviving a lethal dose.
Litvinenko was a confidant of Berezovsky, who among other things provided evidence to British authorities that helped the fugitive Russian businessman to receive political asylum in the UK. The status shielded Berezovsky from criminal prosecution in Russia, where he was accused of large-scale embezzlement.
According to Russian prosecutors, the two men had a falling out by 2006 and Litvinenko posed a threat to Berezovsky, because he could expose the fraudulent nature of the case for the tycoon’s political asylum, as well as the role played by British intelligence services in protecting Berezovsky from Russian justice. Litvinenko was a paid employee of MI6, according to the British media. Russian prosecutors believe that Berezovsky may have had Litvinenko killed to protect his status in the UK.

On Skripal’s Pets
London’s actions with Skripal’s pets are outrageous, this is a consequence of the UK authorities’ hysteria, Russian Prosecutor General’s Office spokesman Alexander Kurennoy said Monday.
“It seems to me that it is already hysteria on the part of the British authorities and law enforcement agencies, I can’t explain this by any other reasonable thing,” Kurennoy said when asked why “machinations” were organized with the Skripals’ pets.
“I think animal rights activists will play on this topic and this will be right, because the situation is outrageous,” he said.
On Thursday, the Russian embassy in the UK, which had learned that Skripal had pets from his niece Viktoria, officially asked the UK Foreign Office to provide information on the condition of his two cats and two guinea pigs.
A UK government spokesperson said Friday that since Skripal’s house had been sealed as part of the investigation into his poisoning in the UK, two guinea pigs had sadly died, one cat was found distressed and euthanized.

Britain harbored 55 Russian criminals who stole at least $8.4bn – prosecutor
Britain has routinely given asylum to criminals, who got extremely rich in Russia and fled with their ill-gotten money, Moscow said. PM Theresa May was personally responsible for shielding many of them from Russian justice.
Russia’s Prosecutor General’s office on Monday accused London of harboring dozens of wealthy criminals. Over a period of 15 years, Moscow asked Britain to extradite 83 people for prosecution in Russia, Saak Karapetyan, a senior prosecutor responsible for Russia’s legal cooperation with law enforcement in other nations, told journalists. Of those requests, 72 targeted people accused of financial crimes that have proven damages totaling around 500 billion rubles ($8.4 billion at the current exchange rate).
The actual damage caused by those individuals is likely to be much higher, the official said. The stated sum is what the Russian prosecution has evidence to confirm. “It’s just the tip of the iceberg,” Karapetyan said.
London has so far denied requests for 60 people from the extradition list, the prosecutor said. Of those, 55 were shielded by the British government by giving them refugee status or political asylum. When denying extradition, London claimed those individuals’ rights may be violated in Russia. Karapetyan said that apparently there was a well-established mechanism in London that allowed rich Russian criminals to park their capital in London by claiming to be victims of political persecution.
“It turned out, one only had to declare himself or herself an enemy of the ‘Putin regime’ to be granted refugee status,” the prosecutor revealed.
Britain’s incumbent Prime Minister Theresa May is responsible for most of the rejections, as a result of her service as Home Secretary between 2010 and 2016, Karapetyan added.
London recently announced that it will investigate all Russian assets parked in London worth over £50,000 ($70,565), demanding that the owners explain how they came to possess them. Russia believes that the British authorities may be preparing to confiscate the stolen money, which has proper owners in Russia. “This is aimed to benefit only Britain,” Karapetyan said.
The situation was referred to by the office to illustrate the poor state of legal cooperation between Russia and Britain. It disclosed some documents, which Russian prosecutors believe prove London’s foul play in some high-profile cases. In particular, fugitive tycoon Boris Berezovsky, they said, received political asylum in Britain under a false pretext. Prosecutors say he had a motive to kill Aleksandr Litvinenko, who was his confidant and witness to the asylum fraud. Berezovsky’s death, which happened after he announced his intention to return to Russia, is also deemed highly suspicious.
“As soon as Mr Berezovsky decided, according to media reports and his own statements, to return to Russia, [he was found dead]. Who benefited from Berezovsky’s not going to Russia, not disclosing the secrets he knew is obvious, I believe – the British authorities,” Karapetyan stated.
