STATEMENT BY THE FOREIGN MINISTRY OF RUSSIA
August 11, 2016
Russia has now taken action to dismantle the Ukrainian Defence Ministry Chief Intelligence Directorate’s network of agents in Crimea and have detained Ukrainian and Russian citizens who aided in the preparation of these terrorist attacks. The detained individuals include Yevgeny Panov and Andrey Zakhtey. All of them have admitted their involvement and are giving a confession.
We have repeatedly brought to our partners’ attention that the current authorities in Kiev have no real interest in searching for a peaceful solution to the problems in Ukraine, are not ready to compromise, and intend to resolve issues that arise through the use of force, including terrorism now.
The attempts to enter Crimea unlawfully, the recent attempt on the life of Head of the Lugansk People’s Republic Igor Plotnitsky, the constant firing along the line of contact in Donbass, and the actions of radical nationalists and so-called ‘activists’ from around Ukraine that go beyond the bounds of any lawful framework are a vivid illustration of the state of affairs in Ukraine today. The numerous provocations, efforts to portray Moscow as the enemy, and the deliberate cultivation of anti-Russian sentiments are an attempt by the Ukrainian government to distract the public from the country’s own troubles and the problems affecting the majority of people in Ukraine. We see a deliberate effort to divert public attention from the actions and responsibility of those in power and their inability to carry out long overdue reforms and conduct an honest investigation into the murders of journalists and human rights activists and the crimes committed in 2014 during the Maidan protests, in Odessa, Mariupol, and other cities.
Ukraine’s government makes loud declarations in a bid to deny what is evident and pass responsibility for its own actions to others, even the UN Security Council – anything to avoid taking meaningful steps to normalise the situation.
We call on our partners, whose efforts play a large part in keeping the current regime in Kiev in power, to show common sense and finally get their Ukrainian wards to end their constant provocations and fulfil their obligations in accordance with Minsk Agreements on a political settlement in Ukraine.
Mr Poroshenko constantly touts the “unconditional support from the USA, NATO, and the European Union” in his “fight to return annexed Crimea”. The West’s willingness to play along with this rhetoric undoubtedly played a role in the Ukrainian leadership’s criminal decision to attempt an armed provocation in Russian Crimea. If the commander in chief of Ukraine’s armed forces was involved in these decisions, he will have driven the final nail in the coffin of the peace process. If these decisions were taken without his knowing, then it is even worse. Kiev’s inaction in the face of growing militaristic rhetoric and violent acts planned and executed by so-called volunteer battalions and other extremists is cause for grave concern.
We hope that Western capitals will draw the appropriate conclusions.
Attempts to destabilise the situation in Russian Crimea are doomed to fail. Russia unconditionally guarantees Crimea’s stability and security.
Kiev and its foreign backers should know that any harm to Russia or the deaths of Russian personnel will not go unanswered.
As President Vladimir Putin noted on August 10, given the current situation and until we see real positive steps from Kiev, like renouncing terror and provocations, it makes little sense to hold Normandy format meetings, like the Beijing meeting in early September requested by Mr Poroshenko recently.
Once again, we call on our partners to use their influence with Kiev to dissuade the government from taking any dangerous steps that could have grave consequences. Playing with fire is dangerous.
The Ukrainian terror attempt in Crimea is a world event and anything can happen. I can’t stress enough how big this thing is. I posted on a European site and was blocked! That has never happened before.
My report comes partly from Sputnik and TASS and also from social media. The details keep changing and social media does not always get everything right, but it was there I first heard of the Ukrainian terror attempt, the restrictions at the Kerch bridge and more.
Several were reported dead and injured about a week ago. Offically, they talk of two dead. Seven terrorists were in custody and now we hear three or four. Ten border guards and soldiers were shot at from Ukraine and are in hospital. The terrorist leader has confessed and the others are also talking.
Vladimir Vladimirovich says no this time and Poroshenko is in panic. He does what he always does in such situations, he calls Western leaders. He wants OSCE to go to Crimea and the border. His forces were put on full alert in Donbass and on the Crimean border. At the same time he talked and talked about peace.
The UN Security Council met to discuss the situation on Poroshenkos request and the French Foreign minister called Lavrov. The EU wants more proof and the US is even worse. Ukraine says this is Russias maskirovka.
What makes this thing big is that Vladimir Putin says no. Finally. I hope Russia eliminates terrorist camps in Ukraine. Why give the US a monopoly on interfering in other countries?

Additional security measures to prevent Ukrainian saboteurs from penetrating into Russian territory should be taken not only in Crimea, but also in Russia’s Voronezh, Kursk, and Belgorod regions. This was stated to PolitNavigator by Sergey Gavrilov, a State Duma deputy from the Communist Party of the Russian Federation. The deputy said:

Earlier, President Vladimir Putin announced a strengthening of security measures in Crimea in connection with the attempt by Ukrainian sabotage groups to breach the border. Putin stressed: “We will take additional security measures…I want to say that there will be serious additional measures, and not only.”

What a great statement. Its truly an awesome “first step”. Now follow through with “step two”. Form, or encourage the forming,of a “government in exile”. And allow them to form a military force to free their country. The NAF would make a perfect base building block for that force. A few hours ago, a meeting of the UN Security Council, urgently convened in connection to Ukraine’s saboteur attacks on the territory of Russian Crimea, came to a close. The session was convened on Ukraine’s initiative, which is something of a strange incident. Usually, the injured side is the one to initiate such a meeting. In this case, the offended party is Russia, two of whose officers were killed at the hands of Ukrainian terrorists. Either Ukrainian diplomats turned out to be more agile than the Russians, or the convening of the UN Security Council session was merely a debriefing session. In my opinion, the second version appears to be more relevant. It is of even greater importance that the session was a closed one, which gives rise to even more anxiety.
As Russia’s permanent UN representative, Vitaly Churkin, stated, the meeting was useful for Russia insofar as it offered the opportunity to convey to other countries comprehensive information on the incident in Crimea. At the same time, the diplomat did not limit himself to merely informing his foreign colleagues about the Crimean incident, but also brought forth the Russian point of view on events in Donbass. Churkin advised the Ukrainian government to cease the conflict in Donbass and “stop shelling civilians.”
Currently known information on the UN Security Council meeting is quite limited. Nevertheless, some conclusions can be drawn and some previously made predications can be reinforced.
1. Today in an interview for a Russian publication, I expressed the opinion that there will be no war with Ukraine at this stage. I posited that the words of Churkin quite clearly confirm this view. Despite all the negative perceptions of the Ukrainian leadership as now even being “terrorist,” Russia is still ready (or compelled) to negotiate with it. Many hot heads in Russia will be disappointed with such restraint on the part of Russian diplomacy. But I believe that this is the only reasonable behavior to have in such an uncertain situation. The plans of the terrorist attacks’ organizers included a lavish display of the Ukrainian side’s intentions with shooting from Ukrainian territory and the shelling of Russian soldiers. There would have been no need for deliberate demonstrativeness, as the terrorist attack itself would have been arranged quietly and then, the organizers of the attack (obviously not Ukrainians, but useful tools in foreign hands) hoped for an emotional reaction from Russia.
Society has indeed expressed its frustration and replied with calls to punish Ukraine up to the point of sending in Russian troops. However, Russia’s political and military leadership has turned out to be more restrained and does not wish to act in a way predictable for the opponent, or play according to their rules. There is the danger of a direct military clash between Russia and Ukraine, but it is minimal. Otherwise, there would have already been such a war. That a war of this sort hasn’t been started yet is exclusively the merit of Russia, despite Ukraine’s efforts.
2. Vitaly Churkin’s words linked the incident in Crimea to the situation in Donbass while simultaneously appealing to Russia’s European partners’ opinions. Russia, as a victim of Ukrainian terrorism, is hoping for understanding on the part of its Western partners from the Normandy Quartet, who are supposed to put pressure on the Kiev regime. However, the recent statement by the French Foreign Ministry urging the conflicting parties to come to a peaceful agreement leaves little chance that the West will cooperate. The US State Department has supported all of Ukraine’s actions without “noticing” their terrorist character.
We can only guess what specific actions the Russian side will subsequently take against Ukraine if Kiev violates the ceasefire in Donbass. Judging by Vladimir Putin’s statements, Russia could abandon the Normandy Format. Without a doubt, the negotiation process over Donbass would continue in some kind of new form, either without Ukraine’s participation, or with strict control over its actions in Crimea. Admittedly, it is difficult to speak of an specifics on this question.
3. Despite the patience of President Putin and Russian diplomacy, a war with Ukraine seems to be only a matter of time away. Ukraine itself is deliberately provoking Russia to take this step. On August 11th, the holding of military exercises in Southern Ukraine and marine corps’ exercises were announced and Poroshenko gave the order to put troops in a state of high alert and move them up to the border of Russian Crimea. This is a game of muscle-flexing and a provocation against Russia. According to Chekhov’s famous play, if a gun hangs on the wall in the first act, then it will necessarily be shot in the last. ”

Ukraine launches an armed incursion into Crimea (Russian sovereign territory) an open act of war, and Russia shows ‘restraint’ It is a pity Russia didn’t act like it did in South Ossetia when Sakashvili launched his attack in 2008. I note that the Georgians learnt their lesson on that occasion and have been quiet since.
Likewise the Ukrainians ceased their offensive operations after the NAF gave them a good kicking at Ilvoaisk and Debaltsevo. Poroshenko simply used the Minsk talking shop to save his ramshackle army form complete destruction.

I understand your logic, but every time when somebody invokes Hitler in comparison to Putin’s Russia, provokes a high degree of rage , this is still a taboo.
In fairness, it can in fact be said that Putin’s Russia, Nazi Germany, and Erdogan’s Turkey are similar in the sense that the majority population firmly stands behind their political leadership in times of increasing international tensions and warmongering. No taboo at all — it would make much more sense to speak of a taboo stifling any discussions about the US serving as the very role model for Nazi Germany with regard to both domestic and international politics.
But of the three examples mentioned, Putin’s Russia hasn’t bombed, invaded, or subverted any other country. The Russian government isn’t promoting chauvinism and war-fever among the people. Simple as that.
I think you want a serious answer. After approximately 10 minutes of thinking, here, I give you the serious answer.
Hitler was accused of killing civilians and war prisoners, while Putin (and Russia as a country too) treats the war prisoners and civilians well. HOWEVER, Hitler was never accused of ordering illegal murders as far as I know, while Putin was accused of being responsible for death of a certain pro-“Western,” anti-Russian liberal, about whose death I, personally, greatly rejoiced, as soon as I learned about it, and I don’t regret having these emotions.
Hitler was a dictator, but he wasn’t an epitome of evil as his detractors would like to portray him. He would not illegally assassinate someone.

I’d like to state, I guess for the record, that Russians think of themselves as “White people” and therefore as part of “the West”. Yes, some of the Russian citizens are either mixed, or Tatar, Caucasian (from Caucasus/Kavkaz), Jewish, etc, but those Russians who are neither mixed or one of these minorities think of themselves as European/Western/White etc. That’s why, if I’m honest, if some American politician decides do start a war with Israel or with a Muslim country, in my personal opinion, most Russians would say to temselves “well, it’s not like these people deserve to live in the first place”.
Let me say sort of “between us” that if I was a Chinese politician or even non-politician, I would maybe trust Russian government but I would not trust the Russian people (russian non-politicians), because they think of themselves as not-Asian and their attitude towards China would in my personal view always be forced compromises and not deals.
I am not convinced that Russia (except MAYBE it’s government) is not a part of the “Western civilization”. Maybe I will change my opinion in the future if some fact will change it.

The incursion was a serious event and was handled quietly on this island and in this berg. On the other hand there are no armed forces standing on the street corners, FSB are not rounding up suspected traitors off the streets and tanks are not sitting in Naxhimova Square. To the best of my knowledge there are no restrictions of movement anywhere south of the incident location. We will know for sure when we go to Battery in late morning.
War is coming in Novorossiya, of this there is no doubt and ‘official’ hostilities can start at any time. This is very serious and will be a world crisis on the level of the assassination of Archduke Ferdinand 102 years ago. My gut feeling is when the open fighting, and it’s pretty open at this time, starts up north that is when the several groups sitting on this island will activate and we may then have some serious events, the import of which will be drowned out by the noise from up north, both physical and diplomatically.
In the event of serious events either here or in Novorossiya I will report little if anything during the event or shortly after, this for Operational Security, OpSec, reasons. We are in no way connected in any manner with any military or security apparatus but we are both observant and the last think either of us wants is to inadvertently provide the other side with any information they can use.
Now for a little dose of reality. A military unit on a train supposedly somewhere in Krasnodar Krai is not necessarily ‘reinforcements heading for the Krimu Border’ and should not be breathlessly reported as such. Not everything with tracks and with or without a small or large turret on top is a tank. A group of ten military vehicles wandering up a road in Krimea is not a division headed north to the border. Six fuel trucks descending on a fuel depot in Simferopol is not a sign of immanent hostilities. Be calm and don’t go off reading every ‘expurt’ commentary, either political or military, and taking said commentary as gospel truth.
Not being privy to the goings on in Russian Security Council meetings I have no idea how Mr. Putin will handle this event either publicly or privately. However, Mr. Putin has shown admirable restraint during this whole mess over the last almost three years and actually much longer and he may let diplomacy play out before there is any overt reaction to the two dead and eleven wounded Russian servicemen. From the looks of things, though, I doubt there will be a ‘minsk 3’ nor will Merkel, Golland or Kerry be particularly successful when they come fluttering in to Moskau this time.
In summation, sadly yes, war is coming. For those advocating an instant and violent response to this attempted attack in to Krimu, you know not that which you want and you have not seen War up close and personal. Some of us have. Will we fight if we have to? Yes. Will we like it? No. But we will fight if needs be.

MOSCOW, August 12. /TASS/. A Russian senator has said that Internet was turned off in the north of Crimea for security reasons.
“(Internet was turned off) for security reasons. Such measures are necessary first of all for security reasons, and people understand that,” member of the Federation Council’s Committee on Defense and Security Olga Kovitidi told Dozdh TV channel on Friday.
Several media reported earlier that Internet was disrupted in part of north Crimea.

We have just returned from 35th Battery Museum on the far southwest side of town.
Road conditions are normal, very crowded but simply a typical High Summer day, intensely hot, very few Militsiya or GAIshniki to be seen.
No unusual security was noticed and this includes both at Battery and at the Desantnik Lager abutting Museum grounds and fronting on the T2704 near Kozacha Street. No increased military movements seen anywhere in the long route from our little house on northside to Battery.
The one small, 4 Ural, convoy we did see was on the P27, what could be called the Inkerman Bypass, and the infantry in the trucks, while armed (which is normal), were not in full combat gear and were smiling and friendly and waving to the pretty women, my lovely bride included and of course she smiled and waved back to them.
There does not appear to be any undercurrent of worry or trepidation in any of the four facilities we visited in our little journey. Battery Museum had the usual two guards, this is 24/7, one at the front gate and one at the side gate about 200 m away. Desantnik Lager had the usual guards at the front gates, also armed as usual but not in full gear with vests.
Two other facilities we visited say all is normal and they, too, had simply the usual armed guards.
On the other hand the situation in Novorossiya is deteriorating daily. At this time, and for the last eight weeks, the bombardments are as intense if not more so than the worst before the late summer 2014 cauldron battles near the Russian Borders and before the Debaltsyevo Cauldron Battle in early 2015. Civilians are dying every day as infrastructure and living areas are flattened yet again. I do not know what the result will be but I do know that for the last three weeks, and this is common knowledge, NAF has been selectively firing back after staying utterly silent for six months and just taking it.
When that war starts again, and it’s not if but when and soon, then all bets are off. I doubt there will be much trouble here but the sanctions imposed on Russia after the victory of NAF will be draconian. That will make life a bit unpleasant for many of us to say the least.
Mr. Putin has clearly stated there there is no reason for another ‘Normandy Four’ meeting in the near future because of the actions of Ukraine both in Krimu and Donbas. I do not know what his reaction will be when hostilities ‘officially’ commence but from past experience he will be resourceful and thorough. Time will tell us as events unfold.

Dogs are fine although we came within hours of losing my blue girl Sophia. She was expectant, she has come up empty on the previous four attempts. She lost the pups and the resultant infection almost did her in. Two months later and she is completely recovered and is snoring at my feet as I type, her half sister Yekatarina curled up to her. They are inseparable.

It is more likely that the Russians will let the situation fizzle out, although some punctual painful retribution cannot be ruled out.

Launching an attack through isthmus would not be reasonable from a military point of view. Our troops would simply block it on a narrow section. This is an option of 300 Spartans. I believe that the Russian General Staff plans to conduct an amphibious operation,” the military expert said.
Tymchuk went on saying that over the two years Ukraine has significantly grown in terms of military power. Combat aircraft pilots and Coast Guard Forces obtained serious training and reinforcement.
According to him, Russian militants are actively deploying military equipment to Novoazovskiy area in Mariupol direction. However, the Russian mercenaries are not trained professionals.
“They spoil military equipment, and it has to be replaced. All the equipment comes from Russia to resupply the units. The deployment of additional troops from Russia is not recorded in Ukraine,” Tymchuk said.

As of the morning of August 10, the situation at the administrative border with the annexed Crimea is dynamic and has undergone significant changes according to the Press Secretary of the State Border Service of Ukraine Oleg Slobodyan.
“The Supervisory agencies of the occupants have fully restored the crossing operations at the entry and exit checkpoint “Chongar”, “Kalanchak” and “Chaplynka”. As of 8:00 a.m. at the entry and exit checkpoint “Chongar” there were about 70 cars to travel from the mainland Ukraine and 40 cars to leave the peninsula. 40 cars were awaiting registration at the entry and exit checkpoint “Chaplynka” as well 10 vehicles in “Kalanchak,” writes Slobodyan.
He informed that due to the occupants’ actions most people following from Crimea were not able to cross the administrative border for over 24 hours.
“Many of them felt sick and their health condition worsened. Ukrainian border guards have provided the necessary medical care to each of them on arrival at the checkpoints. People, especially the elderly, felt under par, some of them fainted. At least 7 such cases were recorded,” said Slobodyan.
Reportedly, the Russian Armed Forces’ activity close to the administrative border is still high. The guards repeatedly observed the Mi-8 helicopters and the movement of military equipment near the Russian position.
Earlier the Deputy Minister on the Affairs of the Temporarily Occupied Territories Georgiy Tuka said that the traffic was restricted on the Crimean border due to the Russian military drills.
The morning of August 7, the occupying Russian authorities without any explanation completely stopped traffic on the Crimean border. The gunfire was heard not far from the “Chongar” checkpoint and the Russian aircrafts spotted.
August 8, the occupation authorities of the Crimea again blocked the entry and exit checkpoint “Kalanchak” at the administrative border with Ukraine. In “Chongar” the traffic moves in both directions, but very slowly. In “Chaplinka” Russian law enforcement officers allow only those who follow towards the peninsula.
August 9, Russians restored the checkpoints operation, but at “Kalanchak” and “Chaplynka” checkpoints people and vehicles could cross the border only in the direction of Crimea.”
