President Trump and President Putin today, meeting on the margins of the APEC conference in Danang, Vietnam, confirmed their determination to defeat ISIS in Syria. They expressed their satisfaction with successful US-Russia enhanced de-confliction efforts between US and Russian military professionals that have dramatically accelerated ISIS’s losses on the battlefield in recent months. The Presidents agreed to maintain open military channels of communication between military professionals to help ensure the safety of both US and Russian forces and de-confliction of partnered forces engaged in the fight against ISIS. They confirmed these efforts will be continued until the final defeat of ISIS is achieved.
The Presidents agreed that there is no military solution to the conflict in Syria. They confirmed that the ultimate political solution to the conflict must be forged through the Geneva process pursuant to UNSCR 2254. They also took note of President Assad’s recent commitment to the Geneva process and constitutional reform and elections as called for under UNSCR 2254. The two Presidents affirmed that these steps must include full implementation of UNSCR 2254, including constitutional reform and free and fair elections under UN supervision, held to the highest international standards of transparency, with all Syrians, including members of the diaspora, eligible to participate. The Presidents affirmed their commitment to Syria’s sovereignty, unity, independence, territorial integrity, and non-sectarian character, as defined in UNSCR 2254, and urged all Syrian parties to participate actively in the Geneva political process and to support efforts to ensure its success.
Finally President Trump and President Putin confirmed the importance of de-escalation areas as an interim step to reduce violence in Syria, enforce ceasefire agreements, facilitate unhindered humanitarian access, and set the conditions for the ultimate political solution to the conflict. They reviewed progress on the ceasefire in southwest Syria that was finalized the last time the two Presidents met in Hamburg, Germany on July 7, 2017. The two presidents, today, welcomed the Memorandum of Principles concluded in Amman, Jordan, on November 8, 2017, between the Hashemite Kingdom of Jordan, the Russian Federation, and the United States of America. This Memorandum reinforces the success of the ceasefire initiative, to include the reduction, and ultimate elimination of foreign forces and foreign fighters from the area to ensure a more sustainable peace. Monitoring this ceasefire arrangement will continue to take place through the Amman Monitoring Center, with participation by expert teams from the Hashemite Kingdom of Jordan, the Russian Federation, and the United States.
The two Presidents discussed the ongoing need to reduce human suffering in Syria and called on all UN member states to increase their contributions to address these humanitarian needs over the coming months.

The joint written statement, by Tillerson and Lavrov, is wonderful news for Syria, especially the clause:

Will the US Deep State accept and live by the joint statement?
There is no accord regardless of the statement hammered together by Lavrov and Tillerson. Their task is to present what they are told to present, at least in the case of Tillerson, but US has a proven track record of not abiding by any agreement it makes.
From the looks of it Lavrov and Tillerson had worked mightily to have a meeting between VVP and DT at the Viet Nam deal and US at the last minute pulled the plug, sighting ‘scheduling difficulties’, read DT’s handlers will never again let him meet with VVP.
US just two days ago was supposedly filmed evacuating ‘high ranking IGIL commanders of European extraction’ from the latest city to fall to SAA and Russia and this is far from the first time they have done this. Most lebanese christians will actively work with hezbollah to fight against Israel and KSA.

Where’s the analysis of what’s is going on here?
This de-escalation zone is ultimately the most sensitive zone.
The fighting began here, arms and proxies were supplied from here and the civilian base for decades of insurgency is large here. Assad’s army could not get close to victory in this zone. Russia managed a brilliant solution with US agreement in late June and July to manage the outcome by turning off the war’s big spigots.
Now, the Iranians are building a permanent base north of this zone, south of Damascus. It will serve as added strength for the capital city and as a depot for Iranian supply to Lebanon. A coming war for the Golan will have to deal with the Southwest Zone. It badly complicates Syrian Army positions.
Over the next six months this will constitute a frozen conflict zone. Quite ironic that it will be not unlike Donbass, but in opposite camp and influence.
While all eyes are on Kurds meandering through oil fields in the East and US “bases” in the East, the real cancer to Syrian sovereignty is here in Zone 4.

What needs to be understood about the zones is that they are held by moderate rebels and flown over only by Russians, and encircled by forces of the three signatories of Astana, depending where the zone is and who are the responsible signatories. The Southwest Zone is Russian responsibility, probably with close US-Jordanian involvement.The center for command of it is in Jordan. Probably some Russian Colonels are there as staff with Jordanian and US military at similar ranks.
This fourth zone, in the Southwest, has a buffer that “secures” the Jordan and Israel borders from the de-escalation zone.
The concept of the de-escalation is a diplomatic-humanitarian strategy which defuses fighting in favor of “pacification” through political negotiation. However, enforcement of no use of arms by the rebels is, according to Russian Military, “liquidation of resistors”.
Syria will evolve a government structure which will accommodate local control. There simply is no way around the fact that millions of Syrians resist the Syrian Arab Republic government of Assad. Avoiding a perpetual insurgency is what Russia has been heading off before the US and Israel can convince the population to suffer more years of warfare.
The four zones line up North to South along the heavily populated Western sphere of Syria.
Thus most of what is Syria’s society is within or right next to these four zones. The great natural resources of gas, water and oil are in the East. The fresh water supply that Syria must have for the future is in the purloined Golan Heights, occupied by the Israelis and now stocked with al Nusra and AQ proxies.
The threat to Syrian stability is in the Southwest. The threat to Israeli hegemony is right north of the Southwest Zone. That threat is the Syrian Army, Iranian proxies, Russian military bases.
Zone 4 is critical if a wider war is to be avoided.

How many Syrians do you know to say that millions resist the Syrian Arab Republic government of Al-Assad. (removed for language,MOD) Syrians mostly revere their president for whom they overwhelmingly voted, you are buying into the imperial narrative, I know coz I am half Syrian.
Clearly, there area several millions of Syrian citizens who are anti-Assad. Turkmen, Kurds, sectors of Sunnis and other tribal groups easily total a few million. Not an enormous minority of people, but millions nonetheless. The Kurds are 9% of total population.
The population in the Southwest alone, where historic rage against his father and him, and up in Homs totals well over a million citizens who have risen up against him.
The reason for the strategy of de-escalation zones was the war would have gone on for more years if Syria had to “conquer” all these regions to submission. The Russians convinced Assad that this strategy was best. Combined with 2500 Reconciliation Agreements with various groups and settlements, the Russians have defused much of the violent opposition among the anti-Assad people.
It was a civil war exploited into a terror war, into a geopolitical war. Russia’s strategies have won on all those fronts. The US-Israeli game is lost. Syria has won. But now, we will have a long insurgency war and concurrently, a Syria+Iran vs Israel+US+SA struggle.
I’m not certain that Russia will get involved in that struggle. Russia will assist in the counter-insurgency war against what the US is setting up because that is a threat to the Russian base security and the Syrian sovereignty.
Reweaving the fabric of Syrian society is the goal of what the Russians are working in local agreements, in Astana negotiations and in Geneva-UN negotiations. It will be one of the greatest achievements in world history if Syria can be made whole again.

“Explaining the S-400 deal
The most eye-catching deal agreed in Moscow – for the sale by Russia of S-400 anti aircraft missiles to Saudi Arabia – has in my opinion also been completely misunderstood.
The context for this deal is the ongoing discussions between the Iranians and the Russians for the sale by the Russians to the Iranians of advanced fighter aircraft for the Iranian air force.
The Russians are believed to have offered the Iranians fourth generation fighters such as the MiG-29 and SU-27. The Iranians are said to be holding out – and will probably eventually get – more advanced fourth generation plus fighters such as the SU-30 and SU-35.
It is standard practice for Russian diplomacy in such situations to seek to balance arms sales to one country with arms sales to its rivals. In that way the Russians – for whom maintaining stability is always a priority – ensure that a balance of power is maintained, whilst avoiding excessive commitments to one side or another in a regional quarrel which might close off routes for cooperation in future.
In the case of the mooted Russian fighter aircraft sale to Iran, the weakest arm of the Iranian military is its air force, which depends on a mix of fighter aircraft delivered in the 1970s to the Shah’s air force by the US, supplemented by some 1980s era MiG-21 copies supplied by China and some ex-Soviet formerly Iraqi aircraft evacuated to Iran by Saddam Hussein during the Gulf War of 1990-1991.
Iran urgently needs modern aircraft to upgrade this otherwise obsolescent air force with its strange hodgepodge of aircraft, and realistically Russia is the only Great Power which can provide them (delivery of Chinese aircraft to Iran such as the J-10 has also from time to time been mooted. However it would also require Russian agreement since all current Chinese fighter aircraft use Russian or Russian derived engines).
Iranian acquisition of large numbers of advanced Russian fighters would however radically change the balance of power in the Gulf and in the Middle East.
Accordingly the Russians are offering Saudi Arabia S-400 anti aircraft missiles, which because of their defensive nature do not directly threaten Iran, but which do provide the Saudis with protection from the advanced fighters Russia is preparing to sell to Iran.
That way the Russians are able to keep all sides contented if not exactly happy; balancing their sale of advanced fighters to Iran with an equivalent sale of advanced anti aircraft missiles to Iran’s regional rival Saudi Arabia, thereby preserving Russia’s relations with both the Iranians and the Saudis and the balance of military power in the Gulf and in the Middle East.
It is not a coincidence that shortly after King Salman’s visit to Russia President Putin visited Iran where he had meetings both with President Rouhani and Iran’s Supreme Leader Ayatollah Khamenei.
Undoubtedly the question of Russian military aircraft sales to Iran would have been touched on during this visit, with the Iranians doubtless holding out for advanced SU-30 and SU-35 fighters and seeking a production and licensing agreement, and with Putin explaining the rationale for the recent Russian agreement to sell S-400 anti aircraft missiles to Saudi Arabia.”

Russia and the US should pull their troops out of Syria following the joint statement adopted by the two countries’ presidents Vladimir Putin and Donald Trump, which says that there is no military solution to the Syrian conflict, Turkish President Recep Tayyip Erdogan said before departing for Russia on Monday.
“It is hard for me to understand such statements. If a military solution cannot help find a way out of the crisis, then those who think so should pull their troops out of Syria,” the Turkish leader said, as cited by the Haberturk TV channel.
“Following a BBC report that Iran is allegedly building a military base in Syria, Israel’s Defense Minister Avigdor Lieberman threatened to destroy this base and said that Israel “will not allow the Shi‘ite axis to establish Syria as its forefront base,” the London-based Saudi newspaper Asharq Al-Awsat reported.
The statement was made on November 12. The BBC report quoted intelligence sources and showed some satellite photos which allegedly confirm the claims. The base is allegedly located outside El-Kiswah, 14 km south of Damascus, 50km from the Syrian contact line with Israel.
Asharq Al-Awsat also quoted Tel Aviv sources which said that “Israel believes that the Iranians have no intention to leave Syria or withdraw their loyal militias from the country.” Furthermore, Israeli believes Iran could strengthen its permanent military presence in Syria.
On Monday, Israel’s Prime Minister Benjamin Netanyahu said Tel Aviv has informed Moscow and Washington that Israeli forces will continue to take action in Syria according to its interests despite any ceasefire.”
