On October 31, the Syrian Arab Army (SAA) Tiger Forces and the Republican Guard liberated the neighborhoods of Kanamat, Khassarat, Badr and Old Airport from ISIS in Deir Ezzor city. Government troops also advanced al-Hamidiyah, Sheikh Yassin and al-Ardhi.
Earlier, the SAA and its allies liberated liberation of worker 1, worker 2 and Afri neighborhoods. Thus, government forces retook about third of the area, which was controlled by ISIS in the northern part of the city.
On the same day, the Russian attack submarine ‘Veliky Novgorod’ launched 3 Kalibr cruise missiles on terrorist targets near the ISIS-held town of al-Bukamal. The missiles destroyed several fortified command points, where militants and vehicles were deployed, and a large weapons depot.
In Iraq, the army and the Popular Mobilization Units (PMU) have liberated the subdistrict of Ubaydi from ISIS east of the ISIS-held border town of al-Qaim. Now, the army and the PMU will likely focus on further clearing this bank of the Euphrates from ISIS in order to set a foothold for an advance on al-Qaim itself.
Iraiq forces launched an advance on the ISIS-held town of al-Qaim last week. Since then, they had liberated a large area east and south of it and reached the outskirts of the town.
The liberation of al-Bukamal and al-Qaim may be considered as a strategic loss of the US-led coalition. Washington had been seeking for a long time to build a buffer zone controlled by its proxies between Syria and Iraq arguing that in other cases Iran would be able to provide military assistance to the Assad government via a land route.
Meanwhile, the Kurdistan Regional Government (KRG) and the Iraq Federal Government allegedly reached an agreement over the border crossings of Faysh Khabur and Ibrahim al-Khalil. According to the agreement, troops of both the Federal Government and the KRG will be stationed there. So, Baghdad will be able to monitor the traffic between the KRG and Turkey as well as between the KRG and a part of Syria controlled by the US-backed Syrian Democratic Forces (SDF). This development will also have long-standing consequences for the US and its proxies in the region.

Damascus, SANA – A first tourist group headed from Syria to the Armenian capital of Yerevan via Cham Wings Airlines Wednesday morning.
Bassam Parsik, at the Ministry of Tourism, said that the tourist trip came in implementation of the agreement reached between the two friendly countries during the recent visit of the Armenian economic delegation to the Syria several days ago.

‘BEIRUT, Lebanon. Chief negotiator of the so-called “High Negotiations Committee” Mohammed Alloush, also known as the brother of a notorious slain terrorist Zahran Alloush, announced firm rejection of the inter-Syrian conference scheduled for November 18th in the Russian city of Sochi.
He said it was a meeting between the “regime and the regime”, seeing it as an attempt to circumvent the UN-sponsored peace talks in Geneva.
“The opposition reject a conference of Syrian groups, scheduled for November 18th in Sochi”, said Mohammed Alloush, adding that the High Negotiations Committee was surprised to see its name being mentioned on the invitation list.
He then said his group is in the process of issuing a statement in order to determine the general position that rejects the conference.
For its part, the Syrian National Council, another branch of the so-called “ Syrian opposition”, expressed its rejection of participating in the conference of the Syrian groups sponsored by Moscow, also seeing it as an attempt to circumvent the peace talks in Geneva which are sponsored by the United Nations and aimed at reaching a political solution in Syria.
“The Council will not participate in any negotiations with the regime outside the framework of Geneva or without the auspices of the United Nations”, Ahmed Ramadan, the coalition spokesman told Reuters, adding that Russia’s call for a conference of the Syrians in Sochi is an attempt to circumvent Geneva talks and the will of the international community as regards the process of political transition in Syria.”

Russia Debunks UN-OPCW Report Blaming Damascus for Idlib Chemical Attack

“According to the Russian Foreign Ministry, the UN-OPCW report on the chemical weapons’ use in Syria is biased, “unprofessional and amateur.”
“Of course we expected that the mechanism and the OPCW fact-finding mission would ensure a completely unbiased and a highly professional manner of investigation to decidedly and conclusively establish the guilty party. I shall say straight away that these expectations were not met,” the head of the Non-Proliferation and Arms Control Department of the Russian Foreign Affairs Ministry Mikhail Ulyanov said at a briefing.
First investigators refused to visit the site of the alleged chemical attack in Khan Sheikhoun in the Idlib province, the Russian ministry has recalled, adding that the probe had been conducted remotely.
“The investigation … was carried out remotely in New York and the Hague offices, as well as on the territory of one of the countries bordering Syria. This could not help but affect the quality of the investigation, which turned out to be extremely low.”
When experts finally did arrive, they refused to take samples, the Russian ministry official said, noting that Moscow suspects “sabotage” in the work of the experts.
“Actually, this is a scandal: this is an attempt to mislead the international community,” he told reporters.
The report into the chemical attack contains words “supposedly,” “likely,” etc, which mean that the findings of the document can be questioned, according to Moscow.
Moscow Debunks All Three Points in Report Blaming Idlib Chemical Attack on Damascus
The report blamed Damascus for the Idlib chemical attack based on three claims that 1) a bomb with sarin has been dropped by the Syrian military aviation on Khan Sheikhoun; 2) photo and video from the site; 3) analysis of sarin.
According to Russia’s findings, a Syrian warplane was in the area, but it was 5 km away from the site and couldn’t drop the bomb on the site due to the plane’s technical characteristics. Eyewitnesses also didn’t see a jet above Khan Sheikhoun, a Russian Defense Ministry official has said, emphasizing that due to these facts it is incorrect to say that a Syrian Su-22 could have dropped a bomb on the town in Idlib.
“If the plane had flown on the route which was registered by the United States… it could not have attacked Khan Sheikhoun from a simply technical point of view.”
Moscow has been calling on OPCW-UN experts to probe whether the Khan Sheikhoin events had been staged but have received a negative response.
Based on the way the bomb crater looks, the ammunition that hit Khan Sheikhoun exploded on the ground, the Russian Defense Ministry said.
As a Russian chemistry expert has noted, claims of unique characteristics of sarin, which was confirmed to be used in Idlib, are baseless. According to the photos of White Helmet volunteers, they touched the alleged chemical weapon with their bare hands, if it was sarin, they would have died.
The ammunition shown in the OPCW report was self-made from a water-pipe, according to the Russian Defense Ministry.
In conclusion, the Russian diplomat has said that the all findings of the report have been proved to be false by Moscow.”
