Never been a strategic guy to much but my response to US threats of military action against Syrian gov would be:
A notice by Syruan government to UN stating no parties can operate military forces within borders of Syrian nation without diplomatic engagement of legitimate Syrian government and its recognized ally forces and invitation of the legitimate gov of Syria. This should not be a resolution calling for a vote but, a notice that Syria is a sovereign nation dealing with internal issues. The broader concern of spread of terrorism can be conducted outside Syrian borders unless specifically invited in by Syria.
Notice to all that any aircraft operating within what Syria judges as striking range of Syrian/Syrian allied troops, will be evaluated as potential threats and Syria reserves the right to enact any counter measures deemed appropriate without warning and with primary focus to be ensuring the safety of legitimate security forces.
Notice that any strikes against targets deemed as critical infrastructure for the safety and economic well being of the Syrian people will be considered by Syrian government as an act of war against the Syrian people.
If there are still not enough air defense assets to secure all areas where Syrian /Syrian allied troops are operating, I would push to get these put in place asap.
Stop riding the fence on Kurds. They either support a soverign unified Syria or they are enemies of the state and you will openly work with Turkish government for their destruction. Only within the unfied sovereign nation of Syria and Kurdish pledge of support for such will they receive protection from Turkish forces. Otherwise, as long as Turkey maintains diplomatic relations and military coordination with Syrian government, Turkish forces are invited to take action against mutually agreed designated terrorists.
I would work to put a cooperative securty agreement in place with Iraq concerning ISIS and other designated terrorist groups. They will need this to eventually secure the east.
Do not let the next air attack supporting designated terroists go unanswered militarily regardless of attacker. You must defend ground troops or eventually lose their support. They understand to an extent but sometime, one time, you have to show you will go all in to defend them. Do that and you will have their gratitude and loyalty for the long haul.
You will notice the above does not center around Russia. In my opinion it should not. Yes, this is all about much more but it is being fought in Syria. If 2 guys are fighting in my house and destroying it, I would want to set the rules and enforce them to whatever my capabilities are. I would want my guy to win and ensure the one I don’t want to win has a hand tied behind his back wherever possible.
With the upgraded S300 now in Tartus overlapping the S400 in Latakia, Russia is starting to build an impregnable defence zone. It will be interesting to see if more systems are set up as jihad forces are pushed back and the areas under government control are cleared of holdouts.
Perhaps another system in Aleppo at some point before Syria Russia try to take control of eastern areas of Syria?
