The recent bout of in-fighting within the Kiev junta has been accompanied by warning’s from the IMF that Ukraine must do more to deal with the massive problems of corruption before it receives any more loans. The in-fighting between the various oligarchs and their political puppets within the Rada reflects the failure of crony capitalism to deal with any of the pressing economic, social and political problems facing Ukrainian society.
The deepening political crisis within Ukraine reveals how the promised benefits of turning towards the EU and America have failed to materialise. Many Ukrainians have been taken in by pro-Western propaganda that loans from the EU/IMF and a free trade agreement with the EU would bring major social and economic benefits to an impoverished population.
A cursory look at the the progress of Ukraine’s economy since the ‘Maiden Revolution’, reveals how hollow the promises made to the beleaguered population have been. Since 2014 the Ukrainian people have experienced a 22.2% collapse in real disposable income.
The economic hurricane that has swept over Ukraine since the violent overthrow of the Yanukovich regime has had a devastating impact upon the lives of ordinary Ukrainians. Its crisis ridden economy shrank by 10% during 2015 while inflation has exploded from 0.5% in 2013 to 32.7% in February of this year. This dramatic increase in consumer prices has been compounded by the junta raising prices of electricity by 25% this March with another price increase to come in September.
Meanwhile, unemployment has risen to over 10% as a vicious austerity programme has been initiated under the auspices of the Nobel Peace Prize winning EU and its partner in crime the IMF. The poverty rate in Ukraine has mushroomed to a 24.2% of the population according to the UN Development Programme.
As if this was not bad enough, the EU and IMF are insisting that the Kiev junta go much further in bringing the country towards Western style social democracy by cancelling energy subsidies and proceeding to the whole-scale privatisation of the country’s public assets. A recent IMF report published on 8 March 2016, laments the fact that the privatization of public assets is moving at a such a slow pace. You can just imagine Hedge fund hyenas and other Western financial criminals drooling at the prospect of getting their hands on Ukraine’s portfolio of public assets which are estimated by the IMF to be worth $72 billion.
The IMF bemoans the fact that,’Public assets continue to have a negative fiscal impact’ upon the government’s finances. This is code for the junta to get a move on and let Western asset strippers come in and buy up Ukraine’s public assets at knock down prices. The IMF report bemoans the fact that endemic corruption is leading to some state assets being sold cheaply to Ukrainian oligarchs.
It is against this backdrop of economic collapse and political in-fighting between the various oligarchs and their political puppets in the Rada, that sets the scene for a renewal of hostilities in the Donbass region of Ukraine. The so-called Minsk 2 ceasefire has utterly failed to solve the desperate problems facing the people living in the People’s Republics of Donetsk (DPR) and Lugansk (LPR).
It has not brought political stability to the rest of Ukraine quite the opposite. The Minsk 2 ceasefire agreements are used by the gangster-capitalists ruling in Kiev to continue their misrule over Ukraine by diverting ordinary people’s anger and dissatisfaction towards the so called ‘frozen conflict’ in the south east of the country.
On the one hand you could argue that a renewal of all out war seems unlikely considering Ukraine’s vassal status towards the EU.
The Kiev junta is being exhorted by EU leaders to fully implement the Minsk 2 peace agreement which involves a constitutional amendment giving the DPR and LPR special ”decentralized status” within Ukraine. The old adage he who pays the piper calls the tune comes to mind. After all the EU has loaned 11 billion euros to Ukraine and formed a free trade agreement with Ukraine that effectively gives the EU control over Ukraine’s economy. You would expect the Kiev junta to act like obedient puppets after hearing their masters voice and fully implement the Minsk 2 peace accords and get on with rooting out the corruption that is endemic within Ukrainian society.
However, the Kiev junta is getting a different message from its American sponsor. Last year the U.S. Congress passed the Ukraine Freedom Support Act that increased sanctions against Russia and gave Obama the authority to increase U.S. military aid to the Ukrainian Armed Forces (UAF). There is strong bipartisan support within Congress to greatly increase military aid to the UAF to include so-called ‘lethal aid’ and ‘defensive’ weapons.
Obama claims that he does not want to provide such military aid to Ukraine for fear of escalating the situation and provoking Putin into further acts of ‘aggression’. Yet Victoria Nuland Assistant Secretary of State, who helped organise the coup that overthrew Yanukoich in 2013, told Congress in March of this year that the U.S. has already provided $266 million in military aid which includes non-lethal aid such as 30 armoured Humvees. Nuland said that the U.S. Army has plans to increase the training and equipping of the Ukrainian army over the next year. It is worth bearing in mind that in February 2015 Lieutenant General Ben Hodges revealed that a battalion of U.S. troops was in Poland training the UAF in how to operate against Russian artillery fire and electronic warfare.
Poroshenko has made it clear that he has no intention of implementing the Minsk 2 peace accords. He recently declared that,” Returning of Donbass under Ukrainian control is crucially important. No compromises will be accepted.” He has stated unequivocally that the breakaway republics of Donetsk and Lugansk will be returned to Kiev’s control by the end of 2016.
The ultra-nationalist groups that make up the fight club otherwise known as the Ukrainian parliament may well be divided and bicker incessantly amongst themselves over the spoils of state. One wonders where have all the billions in aid from the EU-IMF-U.S. disappeared? However, there is one issue that they all can unite upon and that is the desire to crush the DPR and LPR and return the whole of the Donbass to Kiev’s control.
The gangster capitalists, who pull the strings in the Rada, are keenly aware that the Ukrainian public is getting very impatient with the grim reality facing them on a daily basis. The collapse in living standards, with much worse to come as the global economy enters a downturn, is creating the conditions for an explosion of public anger and an uprising against the gangster capitalists looting the country.
The Kiev junta face a dilemma. Toe the line from their EU-IMF masters and face a suspension of the cash flow or go to war to stave off revolution from below. The threat from an angry, impoverished populace combined with its ultra-nationalist agenda is leading the junta in the direction of all out war against the breakaway republics in the Donbass region.
Analysis of the daily monitoring reports from the Organisation for Security and Cooperation (OSCE) in Europe suggest that not only is the Minsk 2 ceasefire in tatters but also that the Kiev junta is mobilising its forces for a possible offensive against the DPR and LPR.
The OSCE Special Monitoring Mission in Ukraine gathers information from its 600 observers throughout out Eastern Ukraine and the DPR/LPR. They produce daily reports on the military situation. It is quite clear from analysis of these daily reports in late March and April that there has been an intensification in the fighting between the rebel militias and the UAF.
The majority of the so-called ”ceasefire violations” relate to intensified fighting in and around the border between the Donetsk People’s Republic and Ukraine. On 24 March OSCE observers reported over a hundred explosions near Donetsk airport while on 31 March they recorded 445 explosions in Yasynvata in the DPR. As each days passes the reports note intense firefights involving small arms, heavy machine guns and artillery ranging from mortars and automatic grenade launchers to MLRS rockets.
The intensified fighting is leading to a steady stream of civilians fleeing the combat zone. On 29 March monitors observed over 600 civilian cars fleeing the DPR across the border to Russia and Ukraine while 450 people crossed by foot.
More ominously, the OSCE monitors report a growth in the number of minefields created by the UAF. On the 30 March the daily report stated that its monitors, ”continue to observe the marking of mined areas” all around the DPR and LPR.
The UAF seems to be an army on the move as the daily reports make numerous comments to the movement of heavy weaponry that is,”In violation of withdrawal lines”. On 31 March it was noted that 18 towed howitzers (152 mm) were observed being towed around outside their storage sites while on the 7 April it was noted that 3 anti-tank guns, 6 self-propelled howitzers together with 5 120 mm mortars were in violation of withdrawal lines.
The clincher that the UAF is preparing for some kind of offensive are the numerous examples of UAF heavy weaponry that is missing from designated permanent storage sites.
Recent reports note that large numbers of tanks and heavy artillery pieces are missing from their permanent storage sites. On 6 April it was noted that 62 tanks (32 T-72 and 30 T-64) and 9 anti-tank guns (D-444 85 mm) were missing from their storage sites. If the UAF was in compliance with the ceasefire regulations then why is such a large quantity of heavy weaponry missing from its designated storage sites?
This movement of heavy weaponry suggests that the Kiev junta may well be gearing up for a major offensive this spring in a desperate last throw of the dice to crush the breakaway republics and shore up crumbling public support.
The old maxim that when all else fails take them to war seems to be uppermost in the minds of the Kiev junta.

The two Republics cannot be defeated by the junta, Russia must help them both with equipment and soldiers. There are with the ukros NATO soldiers and mercenaries, ISIS and Turkish, …it is another Syria. Could this be one of the reasons President Putin strategically withdrew from Syria? And how much does the present Russian administration believe in the possibility of the removal of sanctions? And finally, do they need their removal?
According to the answers to these questions, this time they may decide go to Kiev.
Obama and Biden have no morals whatsoever if they condone, let alone encourage, such savagery. And for what? To humiliate Russia and Putin? Ukraine is no gain, it is no prize. It is a huge liability for whomever controls it and the savages that inhabit it.

There is a link to an article talking about the defense minister of Ukraine Stepan Poltorak’s announcement of upcoming personnel cuts and re-certification of the ministry’s officials.
What sort of army would start a war if their ministry is paralyzed by personnel cuts, re-certification, polygraph testing and other similar important activities?
You have to understand Ukrainians, they categorically don’t want to fight any kind of war. Their superiors are being paid by NATO, according to the last year confession of Saakashvili. If they refuse draft, they are being jailed. They have punitive battalions behind the regular troops, ready to shoot anyone who tries to escape. Americans are sending to Donbass more and more so called internationals, or mercenaries from every corner of the world, but mostly Turkish and ISIS terrorists.
So, what the Ministry of Defense does in this critical moment, when NATO concentrates troops and heavy weaponry in Donbass? They went out and factually declared that everyone is fired under claims of reforms. The Ministry of Defense is completely paralyzed, with the exception of their twitter account, of course.
If you ever studied the history of the Great Patriotic War, you know about sabotages of German troops on the occupied territories. It was when people who were captured by Germans and forced to work, were doing something completely opposite. Germans even called them “stupid” for not “understanding” and doing wrong things.
Another issues, about weaponry “missing” from their storage sites. In Ukraine “missing from the storage sites” can mean literally anything, from “it never got there in the first place” to “I found it and that’s why it’s in my barn.”

The real question many including myself are wondering about: Why is there no new Maidan?
If I wondered in 2008 how these smiling friendly (many of them are really good people) Ukrainians manage to pay there bills, now I really have no explanation at all anymore – it is a mystery.
What you state about Ukrainians increasingly resisting NATO orders and the defense ministery being paralyzed – interesting. Let’s hope it is true.

The irony is (as was mentioned here before), this Georgian “Ukrainian” war criminal who hates Russia so much and sees in everybody around him a potential “separatist” – which language is he using all the time … :

There is no new Maidan (yet) because if someone started one, this time around they would be brutally and lethally suppressed. Last time around they gathered momentum because the protesters were willing and able to use more violence than the government. When the government is brutal and ruthless, the “Maidan” doesn’t start until pretty much everyone is maximum upset with it and the armed forces themselves have pretty much had enough and so don’t really defend the regime.
At the rate the Kiev regime is going, we could get there yet, but things have to be really bad.
Even at the worst of times, it helps if nobody really believes in whatever outside threat the government has been conjuring to distract attention. Terrible governments can last a long time if the outside threat to their country is real and credible; e.g. North Korea, which IMO is held together largely by the very real threat of US and South Korean attack. This is perhaps one reason Putin has been very careful about not leaning on the Ukies too hard. When things go from total crap to beyond absolute total crap, when the army can’t be paid any more and the starvation starts, there will be no credible story blaming Russia for it or pointing to Russian attack, so (a) The regime will have a hard time holding itself together on that basis and (b) If Russia needs to step in and rescue the place they will be able to position themselves as the saviours, like “You got into the European and anti-Russian schtick and look what it did to you, but blood is thicker than water and you are still our brothers, so we will get you back out of it”.
It amazes me to see and read comments of Putin coming to the rescue of Ukraine. It clearly demonstrates that some posters only accept what they wish to see, rather than what the reality is.
And that people is Putin has stated categoricly now many times, he has no intention of “rescuing” the Ukraine in any fashion, shape size or form, EVER.
The situation they are, was created by THEMSELVES, and needs to be resolved, BY THEMSELVES, rooting out the corruption and reforming their economy.
Russia is not in a position to economicly take over the financial disaster that the Ukrainians themselves have constructed.
What is it, with the above, that some posters simply cannot understand ? Or, are such posters clandestine tools of the Western Governments working to convince people it’s all Russia’s fault, when clearly the fault is all Ukrainian Corruption.
All a matter of what one means by “rescue”. Is he going to invade in order to save them from themselves? Certainly not. Is he going to take over in the event of a power vacuum and impose a “Marshall Plan” of some sort? Almost certainly not. But at some point the current regime is going to fragment.
If popular discontent propels a new government to power which repudiates the oligarchs and the fascists, Putin would be a fool not to extend a friendly hand to the new formation, try to help them with reconstruction, lend them money as an alternative to international financial markets if they default on their European/IMF debts and so on. Overall, both make sure the new government has reason to be friendly rather than hostile to Russia, and help it survive since forces backed by the Nuland types will be making every effort to take over again. And my point was, it will be much easier to help out and get closer to some future not-ideologically-hostile Ukrainian government if he doesn’t do hostile things now which the average Ukrainian will hold a grudge over forever. And he seems in point of fact to have been very careful about this. I’m assuming he is precisely looking to a future in which the zealots have lost power, Ukraine has economically collapsed, and he doesn’t want a hostile failed state on his border.
Or, OK, maybe you’re right and he’s a fool. But I don’t think so.
Obviously no one wants a hostile failed state at their borders, but we should be careful as to what we can and should do: (a) as Eddy correctly pointed out, we are not in the position to rebuild Ukrainian economy; (b) any help to Ukraine is going to be tough to sell domestically, since after years of economic support via gas discounts and then credit, what have we gotten in return? Hate and rabid Russophobia. Russians are painfully aware of that.
Not that our Ukrainian policy was brilliant: it was heavy-handed and naive. Still, there was real financial support. And when you loan $3b from your national wealth fund to support a state that then turns hostile and defaults, well you would think twice about doing that again. I hope.
If and when they actually go for it, doesn’t seem like it’ll be a huge surprise to the defenders.
The possibility that NATO-GCC will attempt an escalation on ALL fronts of the Global Hybrid War against Russia before the Russian Parliamentary Elections in September is a distinct one.
That will almost certainly include the Donbass Front. We can also add Nagorno-Karabach, Syria and maybe some provocations around Crimea.
Russia has stabilized the situation after the Imperial onslaught against her between 2013/15 and has even made significant gains on several fronts, while the NATO-GCC Empire only manage to carry out “spoiling attacks” such as those in Donbass and Nagorno-Karabach.
The months leading to the Russian and US elections will be crucial. We are in for more turbulence.

Don’t bet your house upon your wishes. You speak as if this so-called collapse is imminent. That it will come in the very near future. Though many of us wish and hope for these sort of occurrances, it will not occur tomorrow or in 2016. Or in a year or two. The US/NATO evil doers still have lots of bullets to use.

It is informal Foreign US policy that that Ukraine never stop genocidally fighting it’s own Russian Ukrainians.
For instance Russia Insider news has a documentary on Putin done by the Kremlin to show ans I began watching. After the first section no other sections were there, all five I believe, had been removed from You Tube. Factual news is not US allowed. There is to be no competition to US unending propaganda or your life is over as you knew it. No matter who you are. US complete control is more vital than life itself. I think the junta is quite content the way it goes now in the East. They get to let the nazis have fun murdering people in Donbass as much as they want to. And it keeps them happy and away from them. They make the US happy by antagonizing Russia. Without the fear of Russia responding. They also get to keep the sanctions on Russia by doing nothing to implement Minsk 2,while blaming Russia for it. And the more “frozen war” they have going on,they get to rally the fascist nationalists to them.Since all the junta elite actually wants is more money for themselves. They are satisfied with the status qua.Unless they, or some of their stooges go overboard with their attacks. And enrage the NAF too much, so they respond themselves. They could keep this little war going for a long time. The Armenian-Azerbaijan fighting,off and on,has gone for many years now.So the precedent is set for Ukraine to follow. Kill a few citizens and militia whenever they like. And claim they are just protecting themselves from the “big bad” Russians. The US and EU will accept that lie,so they have no worries on that front. Its only the economy that is a problem for them. But as long as they serve the West as the “anti-Russia” they will continue to limp along. So unless the Ukrainian people decide enough is enough,or the NAF decides enough is enough. The Kiev Junta is not after war. The reason they are going to war is two-fold:
a) To please their NATO masters.
b) To appease their own Nazi supporters and also keep them occupied.
Obviously, a) is far more important then b).
The Kiev Junta’s main aim/hope as well as that of most Maidanites, was that they would become the Israel of Eastern Europe. Lavishly funded and supported by the West in order to keep Russia in check. West obviously does not have the money to make an Israel out of the Ukraine. It’s usefulness is only short-term.
In my view, NATO seems at a loss of how to handle Ukraine going forward. On the one hand, they would like to keep Ukraine as a battering ram against Russia. On the other, they don’t want to incur the massive costs that go along with it. So, their short-term tactic (they obviously do not have a long-term strategy vis-a-vis Ukraine) is to try and maintain control of Ukraine in the cheapest way possible and hope that it will not collapse on them. If it does collapse, then they may choose to shift their attention on encouraging separatist groups in the West and also withdraw all financial lifelines, leaving the costs for Russia to bear.
To your “on the one hand . . . on the other hand” I would add that, on the third hand, NATO et al. have of late years proved absolutely incapable of reining in their vulture capitalists even when important strategic interests would be served by doing so. Every time they get control of a country and theoretically would want to build it up some so as to use it against its neighbours, pacify the locals to get a workable regime and so on, powerful interests insist on sucking it dry through privatization, wall-to-wall corruption and so forth. So with Ukraine, while military strategists may want a Ukraine that is capable of being a thorn in Russia’s side, the vultures want to make money by turning it into Greece, rendering it down for whatever of value might still be left in the country, and they are getting what they want.

The richest of all Europe’s Presidents, Petro Poroshenko, has refused to return the Chernobyl veterans’ benefits and pensions. The President put his veto on a bill, which was recently adopted by the Verkhovna Rada. Information regarding this appeared on the Parliament’s official website.
According to Petro Poroshenko, the costs of this kind to Chernobyl victims are too exorbitant and will unbalance the country’s budget.
It is reported that Poroshenko sent the law back to Parliament for revision. In addition to this act, the President was supposed to return to Parliament a list of changes that he would like to see in a new legislative act.
Recall that the law vetoed by the President intended to return Chernobyl veterans priority rights for the free provision of sanatorium vouchers or compensation for the cost of independent sanatorium treatment. In addition, the act was returning benefits to the relatives of the Chernobyl veterans of the 1st category accident, regardless of the cause of death from the Chernobyl disaster. Thus, in particular, minor children and/or spouses of the deceased Chernobyl veterans of the accident of the 1st category, regardless of causation of death from the Chernobyl disaster, have had privileges enjoyed by the deceased, as well as a one-time lump-sum compensation for the loss of a breadwinner, and future monthly compensation.
In his proposals to the law, Poroshenko noted that the proposed document does not align with the uniform policy of the state in reforming the system of privileges, compensations, and guarantees to separate categories of citizens by ensuring their demands, taking into account the average monthly income of a family.
“Statutory changes will result in additional expenses from the state budget of Ukraine (according to the forecast calculations of the Ministry of Finance of Ukraine, the implementation of the law will require annually an additional expenditure from the state budget of Ukraine to the amount of 1.5 billion hryvnias) and, in the absence of the appropriate definition of sources of budget revenues, budget constraints, and significant downward pressure on the economy of the state, the state budget of Ukraine would become unbalanced,” stated the proposals cited by “112-Ukraine”.
As a reminder, on March 23rd, Chernobyl veterens blockaded Grushevsky Street in front of the Cabinet.
They demanded that the Cabinet of Ministers return their social payments, benefits, and pensions, which they must pay by law. The protesters said that now they receive up to $2500, and that is their “pension”, and that by law they should be 6-10 times the minimum wage depending on the “Chernobyl” degree. The protesters also demanded the return of children’s benefits that were also cancelled recently.
Judging by the reasoning of Petro Poroshenko, they feel they should be obliged to go to these kinds of rallies more than once, but there is no guarantee that they will be heard.

Deputies of the Verkhovna Rada have began collecting signatures for the impeachment of President Petro Poroshenko. The creator of the document, according to RIA Novosti, is the leader of the parliamentary faction of the Radical party Oleg Lyashko and his party.
Previously, Lyashko announced his intention to initiate the procedure in connection with the information about Poroshenko’s involvement in offshore schemes.
In early April, the International Consortium of Investigative Journalists (ICIJ) published documents about offshore accounts resulting from leaks from the Panama legal company Mossack Fonseca. As well as their children, they have never worked, but have millions on accounts and real estate in Ukraine and abroad.
