      People speak of “triggering Art 5″…but in reality according to text Art 5 is not a simple matter. Members are obliged to do nothing but think about doing something… Germany, for example, might decide to send coffins and diapers to 404, and nothing else – and that would satisfy the treaty. Or simply deliberate and decide to do nothing. Talk of Art 5 as a sort of (suicide) gun that either fires of remains peaceful is a rhetorical device to make people believe Art 5 says something it does not. Dean Acheson says quite a bit about this matter, as he was a foundational actor in getting the treaty…withal, he says he took Art 5 as far as he could, but he wanted the suicide gun, and did not get it. That said, the buncha finks known as European Leaders, under the control of darkforce, will do as they are told…if they can. I don’t imagine Turkey will do anything under Art 5…well, maybe send a polite note on nice stationary. It’s perhaps interesting to remember the situation in Europe circa 1949…and who had atom bombs then, and who did not…as well as all the money… Times have changed…

        If NATO could use a nuclear provocation against Russia, then it would’ve done so by now. NATO knows it can’t as NATO countries have no means to defend themselves from retaliation. This dirty bomb threat by ukrops is just butthurt talking, a bluff designed to scare Russia and prevent it from going forward since ukrops and NATO know they will lose.

          Article 5 is just meant to defence a conventional invasion, if will never be trigger to attack Russia itself.

        Who gives a damn if Article 5 is what institutes a nuclear war with Russia or not; if this doesn’t do it the US will keep trying and find a way to legitimize a nuclear response. Nobody knows exactly how it will happen but anyone with common sense knows that is what they are itching for and eventually they will get it.

      Carol, I think that the USA is orchestrating this whole dirty bomb thing, and if Ukraine sets off a dirty bomb it will be because the USA told Ukraine to do it not because Ukraine is trying to draw NATO into the war. Ukraine has no agency. (As one commentator said: Zelensky won’t even do a line of coke without consulting with the US first.)

      ukraine is not a NATO member, so article 5 doesn’t apply here. Also, before article 5 is even applied, a decision has to be made whether a collective response would even work, or make the situation worse. I think that is NATO article 21. Personally, I think either one of the following two things will happen:

      1. Nothing (most likely)

      2. Ukrops use a dirty bomb, but are going to be on their own. Yes, the west will huff and puff and scream
      about how Russia launched a nuclear attack, and threaten some worldwide UN embargo on Russia, but no one will believe it, and ukraine will be finished off by Russia very quickly after that. Falsely accusing Russia here and having it stick will fail badly here.

      As I said before: No one in the west will risk their existence for ukraine. It is all about fearmongering, optics, manipulation, and bluffing.

      My comment.
      First: Ukraine is not a NATO member, and cannot be a NATO member as long as it is in a state of war.
      Thus NATO article 5 cannot be triggered by war affecting only Russia and Ukraine.
      If a NATO nation becomes directly involved in the war, then the NATO nation becomes an aggressor.
      NATO article 5 is only applicable for own defense, not for NATO war of aggression.
      However, detonating a dirty nuclear bomb, affecting NATO nations with a deadly radiation plume is an aggression which could trigger article 5, if NATO is able to prove that Russia did it, and if NATO are willing to start WWIII.

      Second: The Chernobyl Nuclear Power Plant (NPP) is already a dirty bomb, but it is incased in concrete, in order to keep to radiation from inside the plant to a minimum. But since the nuclear melt down of the plant in 1986, the area around the plant is still emitting low background radiation.
      However, after the Russian SMO began, Ukraine has bombarded the Chernobyl NPP with artillery, in order to puncture the concrete casing of the plant, trying to raise the radiations level from the plant.
      But Russia quickly moved in to secure the area, and stopped the Ukrainian bombardment of the plant.
      So for now the radiation shield of the Chernobyl NPP is still intact.

      Moreover, Ukraine has also bombarded the Zaporozhe NPP, and Russia once again moved in to emergency shut down the plant, and removed the nuclear fuel to safety.
      So now Ukraine is bombarding the dam of the Dnipro Hydroelectric Power Plant (HPP), thus threatening to flood the downstream area of Zaporozhe city, the city of Nikopol, and the Zaporozhe NPP.
      We saw back in 2011 what effect the flooding of the Fukushima NPP had in Japan.
      At the moment the Dnipro Dame is used as the only escape route for civilians fleeing from Ukraine into the Russian annexed regions of former Eastern Ukraine.

      All of the above is already documented to the UN, by Russia, so if a nuclear catastrophe happens in Ukraine, all Nations will know who did it.

      Currently, Russia is doing all it can to protect the world from nuclear disaster, and thus it will be impossible for NATO to get directly involved in the war in Ukraine, without becoming the aggressor.
      That is why NATO is left with conducting war by Proxy forces, clandestine Terror and insane war propaganda.

    The title for this video is incorrect. This is how the Kremlin website describes it:

    “Meeting with heads of security agencies and special services of the CIS countries:

    This was not Russia’s Security Council but a much wider audience, making Putin’s address of greater weight.

Furthermore, the content of Putin’s message must be read as being in addition to the message he gave yesterday during his meeting with the newly formed Coordinating Council under the Government to meet the needs of the Armed Forces of the Russian Federation, something that Saker readers ought to be made aware of.

      What these meetings signify to me is the anticipated increase in hybrid war aggression against Russia, CIS, CSTO, and SCO nations by the Outlaw US Empire including the use of the Empire’s Terrorist Foreign Legion as Putin stated.     It is interesting to contrast the CIS, which includes many “Stans”, but not Turkey, with recent efforts by Turkey to convene many of these same countries to unify under a common Turkic alphabet.

    From what I read, Russia and China are not too happy about the Turkish effort, which looks to them a bit like bloc building.

    I see Turkish/Russian relations a little like the slippage point between tectonic plates. Good to keep an eye there as an indicator of larger movements.

    Good afternoon.
    I am happy to welcome you to Moscow for a regular meeting of the Council of Heads of the CIS Security and Intelligence Agencies.
    First of all, I would like to say that over the past years the Council has become a highly popular venue for discussing a broad range of professional issues, coordinating strategic decisions on protecting our states and the Commonwealth of Independent States as a whole from internal and external threats.
    Our joint efforts are especially important now. The potential for conflict remains very high both in the world as a whole and at the regional level. We see the rise of new risks and challenges to our collective security.
    This is caused above all by a dramatic aggravation in global geopolitical confrontation. The world is changing and becoming multipolar before our very eyes. However, some members of the international community are doing everything in their power to preserve their faltering hegemony and to this end, they are using various political, military, economic, information and other methods and means, from destroying the legal framework of strategic stability to adopting unilateral sanctions against those who reject their policy.
    They do not even stop short of openly subversive actions. I am referring to the explosions on the Nord Stream gas pipelines. This actually amounts to the destruction of the common European energy infrastructure. This is being done, although, to put it mildly, these methods are doing colossal damage to the European economy and are seriously impairing the quality of life for millions of people. And besides, they are keeping silent about who has done this and who stands to gain from it.
    Some countries have long been using the tactics of blackmail, pressure and intimidation throughout the CIS space. In particular, attempts continue to be made to implement ‘colour revolution’ scenarios, methods involving nationalism and extremism are employed, and armed conflicts, which directly threaten the security of all CIS members, are being stoked.
    We can see the goals of those who are doing this in Ukraine, which has been made an instrument of US foreign policy. The country has actually lost its sovereignty and is being directly governed by the United States, which is using it as a battering ram against Russia, Belarus, which is a member of our Union State, and the CSTO and the CIS in general.
    At the same time, we can see the United States’ real attitude to its client states. Ukraine was almost immediately turned into a testing site for military biological experiments and is being flooded with weapons, including heavy weaponry, without any heed to the Kiev regime’s statements about its desire to obtain nuclear weapons. The Kiev authorities have declared this desire publicly, but everyone keeps silent. We also know about their plans to use a so-called “dirty bomb” as a provocation.
    As for threats in the CIS space, I would like to say that the level of threat coming from ISIL, Al Qaeda and other terrorist organisations has not decreased. They are trying to infiltrate CIS countries and are creating undercover cells, while the concentration of terrorist groups in Afghanistan, especially on the borders of Central Asian states, certainly carries the potential risk of invasion in the region.
    It is obvious that the CIS as a whole and its individual states have never faced such comprehensive threats before. It is therefore our common task to protect our nations from them as much as possible, to strengthen stability and peace in the CIS space and to continue to promote mutually beneficial integration processes, which have provided an example of truly partner relations over the past decades.
    We must make use of all the forces and means available to us to fulfil these tasks. Of course, we must also make the fullest possible use of our experience and contacts, which, as we have seen more than once, are noticeably increasing the potential and efficiency of each of our agencies.
    One of the priority tasks is to jointly counter any attempts to interfere in the internal affairs of the CIS countries. We know what this is. To resist it, we must more actively reveal and curb the work of foreign secret services, aimed at destabilising the situation in each individual CIS member-state.
    It is also important to continue our coordinated systemic struggle against terrorism. Recently, there has been positive dynamics in this respect. Thus, terrorist crimes, including acts of terror have gone down in practically all CIS states.
    It is necessary to continue developing counterterrorism cooperation. In particular, we must continue to exchange information on persons taking part in or suspected of terrorist and extremist activities. We must focus on revealing and blocking terrorist infiltration channels under the cover of migration flows, including the spread of foreign mercenaries with combat experience, which poses a serious threat to us.
    The black market in arms operating in Ukraine is creating serious challenges. Cross-border criminal groups are actively involved in smuggling these arms to other regions. These are not just small arms. There is a persistent risk of criminals getting hold of more powerful weapons, including portable air defence systems and precision weapons.
    Furthermore, the act of terror on the Crimean Bridge and sabotage attempts at the Kursk Nuclear Power Plant – after all, such attacks have already been carried out around it – and many other incidents show the need to take enhanced security measures at critical transport and energy facilities. These facilities and crowded places must be protected as reliably as possible in the first place.
    Some tasks remain as urgent as before. This applies to countering cybercrime and drug trafficking, eliminating cross-border criminal groups and, of course, developing cooperation in protecting state frontiers.
    I am confident that the current meeting will help us implement our common mission on enhancing the security of our countries and the CIS in general. It will certainly improve the joint activity of our secret services aimed at neutralising common threats.

    There is also this matter of using depleated uranium munitions which amount to being “dirty mini-bombs.” Depleated uranium munitions are often used in taking out armored vehilcles such as tanks while leaving radioactive material on the ground. Considering who has flagrantly used depleated uranium munitions in the recent past, and who is supporting the Ukraine with weapons, it would not surprise me if Ukraine Forces and mercenary units are already splattering these dirty mini-bombs all around the countryside. The matter deserves more investigation. If such proves to be true, “nukes” then are already being used.

    Yesterday, 25th, over at the Military Summary Channel, Dima tried to have me believe that Russia’s whole frontline was collapsing, with endless possibilities of ‘what if’s’/bridgeheads for Ukraine, they were even pushing Wagner back in Artemivsk. I wondered if I was in some kind of dream, where everything I’d read/learned these past several weeks was wishful thinking, maybe the western press/troll’s vitriolic diarrhoea wasn’t all humbug.

    What a difference 24 hrs makes, after 27 minutes of fantasy-horror yesterday, today’s short 15 minutes was a 180-degree turnaround of Dima’s hallucinations. Russia was shelling them like peas and capturing ground on the counter offence across every frontline.

    Maybe his Ukrainian wife is proof checking his work.

      The maps he uses are open sourced, I’m sure he’s as perplexed as many with the back and forth, not so much the lack of, if such exists, progress, but what happens to the civilians, when the front line moves…… blood letting. Even crossing a make shift bridge to escape a potential flood has cost civilian lives. He’s no more emotional or invested than Gonzalo….human, not perfect.

    This conclusion is similar to the official Russian line on the dirty bomb. The implication being it is a Psyop exercise — an extreme form of pysop, it has to be said — meant to isolate Russia by turning world opinion against it.

    I don’t think it is meant to draw Nato into direct confrontation with Russia. The rants of the unhinged warmongering Stoltenberg and Euro Nato politicians notwithstanding, Nato will not be drawn into a direct, open confrontation with Russia for the simple reason that Nato is not in a position to fight Russia in Europe. It will lose a conventional war in Europe. Nato military and intelligence know it; the Russians know it. That is the main reason the member governments of Nato (a purely military organisation) resorted to sanctions rather than threats of military action should RF attack the Ukraine. Ever noticed that ever since Afghanistan, Nato has been quick to use military force on weaker countries but is hesitant when it comes to stronger ones? There won’t be a repeat of Yugoslavia or Kosovo.

      @Vlad, the real question is does the rulers of the collective west do, and if so do they care? Everything they do suggest otherwise.

    All this kerfuffle would end tomorrow if only Russia would allow America to build several military bases in 3 or 4 regions within its 11-time zones. Of course, America would provide guarantees that the weapons/missiles they store at these bases would have a limited flight duration not exceeding 350km, similar to the agreement on weapon shipments they have with Ukraine.

    I think Putin should be reasonable here, maybe throw in, say 10% of the annual net revenues from Russia’s oil and gas revenues as a sweetener, much like Cyrus the Great received in tribute from its satrapies under the Achaemenid Empire.

    I’m not promising Putin that the above figures are final, may need a little rounding, tweaking here and there, but I’m willing to submit such a proposal in good faith to the Directors and Shareholders of the US Federal Reserve Bank at their next meeting.
