It appears that Francois Holland, aka “soft testicle” (nickname given to him by Martine Aubry, First Secretary of the Socialist Party of France), has outdone even Tony Blair as the US’s most docile poodle in Europe. After resisting US pressure for a long time and being fined billions of dollars for doing so, he has suddenly decided to cave in and suspend the delivery of the French Mistrals to Russia. However, not will the US will not return to 9 billion dollars extorted out of Paribas, now the Russian can impose astronomical penalties on France for breach of contract. Double whammy for Hollande!
Now I suspect that this is a measure which will last exactly as long as the upcoming NATO summit and that as soon it is over the “circumstances for delivery” will magically become “right again”. As for Russia – no worries. She will either get the ships or get a huge load of money. A win-win situation for sure
But that is hardly the point.
First, whether Russia really needs these French ships is an extremely controversial issue in Russia, especially in the military. I did not take a poll, but my guess is that most of the military don’t want them and rather spend the money elsewhere. This was a Medvedev purchase which was far from having a unanimity behind it. Personally, I think that the Mistrals are very good ships, very versatile, and that Russia could use on in the Black Sea and one in the Far East. They also come at at time with the Russian shipbuilding industry is over-worked and does not have the capacity to fulfill all the orders of the Russian Navy. Finally, the Mistrals come with an advanced communication and command infrastructure which the Russian would like to get their hands one. But I have always had a weak spot for French weapon systems and nobody asked me my opinion anyway. Besides, there are cheaper way for Russian to get that kind of capabilities or systems.
I think that the real importance of the Mistral contact was to show Russia, France and the rest of the world that the two countries could work together, even on huge contracts, that France is a credibly supplier and that the Russian and French military industrial complexes can cooperate.
Now the French look like total whips and idiots.
That is really unfair. The French deserve a great deal of credit for doing everything just right, sining such a complex agreement is no small task, and for designing a superb ship. Now all this is compromised by Francois “soft testicle” Hollande who clearly has the vision, courage, intelligence and leadership qualities of a blue-green algae.
I bet you the ships will be delivered more or less on time. But a terrible blow has been dealt to one of values the French hold extremely dear: the independence of their country from all other big powers. If the British are more or less resigned to their role as janitor for Uncle Sam, the French will not accept this and I expect the hatred for the current regime to become even more virulent than it is today. I tend to agree with French economist Pierre Jovanovic when he predicts that “King Francois” (another of his nicknames) will never finish his term in office.

Other posters’ comments on this decision by the French government to pull the plug being likely to give Brazil and India cold feet about purchasing military equipment from France seem spot on. Sometimes, it is healthy and helpful to try to define and publish one’s principles before espousing unprincipled pragmatism or muddling through. In the case of the conflict in Ukraine, some of the tentative principles could be as follows:
1. Every sovereign nation is entitled to sovereign decisions (this is the US and NATO stated position or “principle” vis-a-vis Ukraine, which they normally don’t recognize in relation to anyone else but themselves). However, this was never unconditionally true. There are other international principles and rules, including those of the UN Charter. In this particular case, Ukraine’s sovereignty has three radical limitations:
2. The Kiev regime is not sovereign. It is a creature of the US regime change and, as such, it is for political and practical purposes a US protectorate and not an independent nation. The main purpose of this dependency, which Ukraine has become, is to serve as a US and NATO bridgehead against Russia. Such Ukraine has thus been constructed as a tool and threat against Russia’s own national security. In these conditions, to speak of Ukrainian “sovereignty” and respect for it, which means declarative and radical hostility to the security and existence of the Russian Federation, would mean respecting and bowing to US and NATO aggressive plans against Russia.
3. Ukraine’s sovereignty has also been forfeited by the fact of the anti-constitutional and illegal violent putsch from February. Illegitimate regimes cannot and do not enjoy full sovereignty rights of normal states.
4. Respecting Ukraine’s sovereignty in its current form would not only mean agreeing with the continuation of the oligarchic dictatorship by means of the coup within the oligarchic regime itself (Poroshenko was also a minister responsible for economic development under Yanukovich). It would also mean yielding to its Nazi/Banderite ideology and anti-Russian course, which is pursued both within Ukraine–against its Russian, Russian-speaking, and pro-Russian population–and against Russia herself. There is nothing about this anti-Russian neo-Nazi hostility that can and ought to be respected.
5. The decisions made by the Kiev junta and for the Kiev junta by its foreign patrons have extensive repercussions for Russia, which Russia cannot ignore. In fact, no sovereign state can afford to ignore such an imminent and present security threat, which the Nazi, anti-Russian junta poses, and not only poses, but is also actively and deliberately carrying out.
6. The key principle and premise under the whole architecture of the post-World-War-II system of the UN and its Charter has been the agreed-upon rejection of and prevention of any revanchist or revived Nazism. Thus, support for any new Nazism, and the more so aimed against a key state of this international order, is not only a clear threat and violation of its very foundation and principles, it is also a serious threat to peace and security. For such a threat, no “sovereignty” or “inviolability” clause applies.
7. The “choice” of the junta and Banderism as the new state ideology and policy by the Ukrainian people was not a freely obtained choice. It is a result of the planned regime change, and it was made by and in the interest of the same thieving oligarchy, which has ruled and plundered Ukraine for 23 years. This regime change that turned Ukraine into a Banderite, Nazi state empowered a relatively small minority, which, however, besides already having a monopoly on the media, has also usurped a monopoly over the machinery of the state.
8. In this, Russia has only these demands: 1) to respect its own national security, which the US, the EU, and NATO continue to slight, dismiss, violate, and ignore; 2) to restore to the Ukrainian people freedom and means to exercise truly sovereign choices, and above all freedom from new Nazism, which is dragging the country into war, crisis, adventurism, and destruction.

There is no sovereignty and no respect for the crimes of the Nazi junta–whether in the case of the Odessa massacre, the terror attack on the Malaysian MH 17 flight or in the case of massive killing of civilians and forcible suppression of ethnic Russian identity and the use of Russian language in education.

Tying Ukraine to NATO or even Ukraine’s membership in NATO, with or even without the anti-Russian Nazism of the Ukrainian oligarchs, means in practice NATO expansionism–expansionism of a military alliance the main purpose of which is and remains anti-Russian. Making Ukraine part of this anti-Russian military structure would drastically increase the chances of a great war and confrontation. Neither the US nor NATO can demand that Russia respect as “sovereign” ( to rule as “supreme”) or allow such hostility on its borders (and 400 miles from Moscow). The fact is that this US and NATO course, including the forceful regime change in Kiev, has been deeply confrontational.
11. To sum up, neither the world nor the Ukrainian nation nor Europe nor Russia can afford and safely live with anti-Russian fascism and Banderite revanchism being in power in Kiev.

MOSCOW (Reuters) – The forces responsible for Russia’s strategic nuclear arsenal will conduct major exercises this month involving more than 4,000 soldiers, the Defence Ministry said on Wednesday, in the latest sign of rising tension with NATO over the Ukraine crisis.
In an announcement a day before the start of a NATO summit in Wales, RIA news agency quoted the ministry as saying the exercises would take place in Altai in south-central Russia and would also include around 400 technical units and extensive use of air power.
The agency quoted Dmitry Andreyev, a major in the strategic rocket forces, as saying troops would practice countering irregular units and high-precision weapons, and “conducting combat missions in conditions of active radio-electronic jamming and intensive enemy actions in areas of troop deployment.”
He said enemy forces would be represented in the exercises by spetsnaz (special forces) units.
Supersonic MiG-31 fighter-interceptors and Su-24MR reconnaissance aircraft would take part, Andreyev said, saying the scale of air power involved was unprecedented for exercises of this kind.
Both Russia and NATO have stepped up military manoeuvres since the outbreak of conflict in Ukraine between government forces and pro-Russian separatists in the east of the former Soviet republic.
A Kremlin security adviser said on Tuesday that Russia would update its military doctrine this year in the light of the Ukraine crisis and the sharp deterioration in relations with NATO.

The main difference between the Verba and Russian MANPADS of the last generation is the heat-seeking multispectral optical heating-seeking head (GOS), through which the missile can distinguish the captured target from passive heat traps. Verba can take out drones and cruise missiles.
The Verba rocket can see its target in three spectra, so it is able to distinguish the target even in the case when so-called laser projectors attempt to blind the GOS MANPADS with their rays. The modern heat seeker can detect and engage targets with low thermal radiation, such as drones and cruise missiles. Not even helicopters with specially mounted devices that reduce the temperature of the engine exhaust are safe from the Verba.
However, the Russian Verba with its 9m336 rocket can take the enemy head-on, with a frontal attack. In such a scenario, the multispectral optical heat-seeker does not recognize the heat emitted by the engine of the aircraft, but the heat that builds up on the wings and fuselage from air resistance.
“In addition to its new heat-seeking head, the Russian Verba distinguishes itself from the Igla with its superior performance characteristics, in particular in the range and altitude at which it can hit its target,” the representative of the Russian Defence Ministry told RIR.
the latest Verba rocket is able to hit a target at a distance of 6.5 km and at an altitude of 4.5 km. Its predecessor, the Igla, could reach its target at almost the same distance, but only at a height of 3.5 km
Something else that made me go hmmmm is, India wants to buy S400, S300 and buk systems.. Since S400 is being sold to china that would not be a problem but I thought India was going to buy the Israeli or US systems since they already have a few Israeli systems used with those radars that can track from where shells are fired from over the horizon in mountainous areas.

Andrew, that is interesting, I did not know about the ammunition situation.
I had been wondering why it was that the Ukrainian forces were having problems with the viability of ammo and had been using munitions well outside of their use-by date yet the rebels seemed to have no such issues.
I put that down to cross border aid, but having the sole viable manufactory would do a lot of explaining. I will look into that myself.

With regard to Mistral. Mark Urban, one of the BBC’s senior correspondents was commenting on Twitter about the Mistral ships. He referred to them being sold to NATO without even knowing that the hulls had been built in Russia.
If I, an ordinary bloke, knows that and Urban, a specialist does not know that then it is no surprise that so much of mass media reporting is untrue and useless.
If senior guys are talking and writing about things they know nothing of, even though it is their professional duty to have that knowledge then what is happening within the lower ranks?

Many of us at this blog have been suspecting, that the whole point of cooking up the Ukraine conflict has been to drive a wedge between Russia and Western Europe, which would otherwise have entered into ever closer partnership.
At a recent conference in Brussels, George Soros confirms our suspicion at minute 5:30. He calls Russia an existential threat for Europe. That’s certainly what he likes it to be! Others at this blog probably know more than me about the infamous role his Open Society foundation played in many CEEP countries.
