Vladimir Putin had a telephone conversation with Federal Chancellor of the Federal Republic of Germany Angela Merkel.
The two leaders had a detailed discussion on a number of topical international matters.
While exchanging opinions on ways of resolving the intra-Ukrainian crisis, the Russian President and the German Chancellor voiced concern in connection with the escalation of tensions in southeastern Ukraine. Vladimir Putin drew attention to the provocative actions of Kiev which is now deliberately aggravating the situation along the line of contact. The parties noted the need for the Kiev authorities to implement earlier agreements without fail, in particular those aimed at the launch of direct dialogue with Donetsk and Lugansk and at legally formalising the special status of Donbass.
They urged the parties to the conflict to display restraint and to invigorate the negotiating process in order to fully implement the 2015 Minsk Package of Measures as the only legal foundation for a peace settlement. They reaffirmed their commitment to further close coordination of Russian and German efforts, including within the Normandy Format, between political advisers and foreign ministers.
Mr Putin and Ms Merkel continued to exchange opinions on the subject of Syria and noted the high priority of tasks to improve the humanitarian situation in Syria. The Russian party underscored the unacceptability of politicising issues as regards the provision of foreign assistance to the people of Syria, the restoration of the socioeconomic infrastructure and the return of refugees.
While discussing the situation in Libya, both leaders praised the establishment of interim national institutions of state authority in the country. They voiced readiness to help normalise the domestic situation and to facilitate Libya’s peaceful development. They agreed to continue coordinating their efforts in this direction.
The two leaders touched upon the situation in the Balkans and noted the importance of further well-coordinated steps to ensure stability and inter-ethnic accord, including with due consideration for the decisions of the Steering Committee of the Council to fulfil the 1995 General Framework Agreement for Peace in Bosnia and Herzegovina, or the Dayton Agreement.
In connection with the interest displayed by the Federal Chancellor, the situation regarding Alexei Navalny was touched upon.
At Vladimir Putin’s initiative, certain matters regarding the activities of foreign media outlets and NGOs in both countries were reviewed.
It was agreed to maintain close working contacts through various channels.

Secondly, “opposite” and “subset” are two different things. The Reuters spin is clearly a cherry-picked subset of the Russian read-out.
“All parties should deescalate” is spun as “Germany demands Russia deescalate”.
Only the Navalny element is retained in full. Because of course!

She is almost irrelevant. If Russia wants to exert real influence, it should work directly with elites and the population. I don’t claim to know all about how power functions and how it comes into existence, but had good teachers like the late Hans Jürgen Krysmanski. This left / right nonsense is also very well dispelled by C.A.Bond (Nemesis) building on Bertrand de Jouvenel and others.
This brings me to this figure called Merkel. She is a function and you are right, therefore nominally relevant. (She could be more, but you have to have courage like Putin to be more than a cardboard cut-out.) All core points of power have different sources, which feed decision makers concepts, frame of references, options etc. The U.S. elite understands this very well, that is why it is permeating every pore of culture with its ideas (ideology) and agents. Innumerable foundations, fonds, talking shops, grants, personal contacts are permeating the bones of German society. The “Media” and educational complex is the worst of them. I’ve run through their brain washing from school to university and know intimately how this works. I didn’t even touch secret services with its (semi official) terror groups – just to name one “Gladio”, which was active in the Cold War.

Looking at the range of topics being discussed by the 2 leaders, I wonder how much of this is being done only out of diplomatic courtesy by the Russian side. Apart from the Balkans, where Germany can exert real influence, mostly via some EU-tools, there is not much to talk about. In Ukraine it has very limited influence and in Syria and Libya it is not even a player. Even after 1990 Germany has never become a full-fledged geopolitical actor. Its sovereignty is limited and its armed forces have degenerated into a complete joke. The contrast to a reinvigorated Russia is striking.
I also don’t think that Russia should expect much of an economic partnership in the future as Germany is rapidly declining in almost everything. The last 10 years have been disastrous for Germany’s longterm prospects. Among the biggest failures are the exit from nuclear and fossil-fuel energy, the sabotage of the car industry and other industries, the uncontrolled and ongoing immigration of millions of people and the underwriting of the debt of other Eurozone countries. The country is now basically in a complete inertia mode, feeding on its past accomplishments. Once this capital is used up, it’s game over.
Does anyone know what is going on in the inner politics of Germany? It may be that Merkel is having to look like she is “talking tough” to Putin or that someone in her publicity entourage is making the translation look that way.

Whether ‘forderte’ means ‘asked’, ‘ordered’, ‘called for’ (the Google and Yandex translation) or ‘demanded’, I’ll leave for a German-speaking person to judge.

‘Calling for’ a reduction of the increases is rather different from demanding a reduction in troops. Sounds more like “Please could you back off a bit to cool things down”.
This is a strange use of the word “einfordern.” Normally that means “to call in,” as to call in a debt.
In the context I would expect to see “auffordern,” to demand/challenge a person to do something.
Also, when you demand that someone do something (auffordern), that person is the direct object, not the action—jemanden auffordern, etwas zu tun. It means “to ask/also invite” (jdn zum Tanzen auffordern).
It is not as strong an imperitive as “demand.” But auffordern is not the word used.
I did a search for the quote and that is the wording I found–with einfordern—but it seems to me like an unusual usage.
I checked in my unabridged German-English dictionary and the definition there for “einfordern” is short:

I wonder whether in the context it means to “call back” troops.

Russia’s POV is that Bosnia should finally be let to govern herself without an international “supervision“ (read: colonial regime).
The Departing Hegemon has left the region of the former Yugoslavia to be governed and exploited by ze Germans. Let me say that I despise Merkel. That being said I have always felt that Putin and Merkel seem to have an unusual understanding with each other. I think that perhaps they have genuine respect for each other. Different points of view for sure but in this case perhaps a breakthrough can be made in this direction of diplomacy.
Surely they do share common background that “outsiders” cannot understand.

So he does have insight into Merkel’s homeland and probably into a lot of her views and assumptions, regardless of her current political positions. Furthermore, Putin can speak German with merkel, and that makes a huge difference. So, I don’t have any theories as to what Merkel is up to. But it may well be possible that she can signal in German to Putin some shadings of meaning or intention.
It is important to bear in mind that in a superheated political atmosphere such as the current one, basically all leaders are under a lot of pressure from “domestic” political actors or others. Think Kennedy (trying to communicate with Castro, Khrushchev, in the teeth of the CIA and the Pentagon chiefs), Khrushchev himself (trying to deescalate the cold war and nuclear danger), de Gaulle (trying to bring Algerian war to an end), and surely many others that more knowledgeable heads here can enumerate . . .
It may be crucial that Putin is fluent in German.
