MOSCOW (Sputnik) — During the November 15-16 G20 Summit in Turkey, which happened to be held in the wake of the deadly terror attacks in Paris and global security concerns, Russian President Vladimir Putin made an unexpected announcement that Moscow is planning to restructure Ukraine’s $3 billion-debt, while Russia’s proposals to the West on the creation of a joint anti-terrorist coalition were essential, although generally quite predictable.
At the same time, as it was later explained by Russian Deputy Finance Minister Sergei Storchak, the proposal for the restructuring of the Ukrainian debt is not linked to the possibility of easing Western anti-Russia sanctions.
However, Putin said that if Western partners believe that the time has come to change the relations with Moscow, Russia is ready for this.
G20 Proves Key World Issues Cannot Be Resolved Without Russia
UNEXPECTED OFFER
The most surprising news at the final press conference after the G20 summit became Russia’s considering the possibility to restructure Ukraine’s $3-billion debt, allowing to repay one billion annually in 2016-2018, conditional to the US or European guarantees on the loan.
“Lest we should put Ukraine in a difficult situation, we have made, in my opinion, an unexpected offer to our partners. We have not just agreed to restructure the Ukrainian debt, but we have offered better conditions than required by the International Monetary Fund. We were asked to postpone the payment for the next year, to which I said that we are ready for deeper restructuring, ” Putin said.
Putin said that 2015 Russia is “ready” to receive no repayment from Ukraine, while in 2016-208 a billion is expected to be repaid annually.
According to him, Russia asked for loan guarantees “from either the US government or the European Union, or from one of the reliable international financial institutions.”
The Russian President expressed hope that the issue will be resolved by December.
Putin said that he had discussed the Ukrainian debt with IMF head Christine Lagarde on the G20 sidelines, and the proposal of the Russian side was “received with interest.”
“We have agreed with our partners that in the near future we will the details of our proposals. Indeed, if our partners assure us that the solvency of Ukraine is to increase, it means they do believe in it, and if they do, let them provide guarantees,” Putin said.
Later, Sergei Storchak said that Moscow’s proposal to restructure the debt of Ukraine is not linked to the possibility of easing Western sanctions against Russia.
“There is no connection, I do not see it here,” he told reporters, answering the question whether such a link could exist.

That seems to be a sensible deal!
Right now Russia can expect to get nothing from Ukraine. They can go to court to impose a repyemnt or default but neither option looks good to the court of public opinion and offers no real chance of payment.
Now, the Russians are stepping back a little, giving room. BUT here’s the kicker – now the repayment will be guaranteed by US or European sources (governments). This has three major points to it:
1) If the western governments do not agree to guarantees then they are saying that they know that Ukraine can not repay already.
2) If guarantees are given then Russia gets the money.
3) If guarantees are not given then Russia can proceed to default, but now it is the western governments who become the ‘bad guys’ for having forced Ukraine into default after Russia’s ‘generous’ offer.
This is very crafty state-work!
This looks like a good idea.
The goal is to get the money, not make a point and lose the money.
Like in a real estate negotiation—the goal is to make the deal.
Buyers (and their agents) generally behave like jerks.
But they are the ones with the money.
Sooooooo . . . one has to deal.
The bad thing about having the deal guaranteed by the USA or EU is that . . . they can find a pretext to welsh on the deal and “puinish” Russia.
OTOH, if they do so, it diminishes their fiduciary credibility even more . . .
Maybe the guarantors should be obliged to deposit that much money in an escrow account of some kiind. In a RUSSIAN Bank!!

I have been observing the full-spectrum clash between the Western world and what the Saker calls the “Russian civilizational realm,” through the lens of history, and this ‘clash’ extends back for over a thousand years, possibly more depending on how one views history.
I would like to give a few examples, not necessarily in chronological order. Forgive me for trying to simplify things.
The Schism. This is the breaking up of the original Universal καθολικός Roman Christianity (Constantinople:Rome, Ca(f)tholic:Orthodox universal) and the creation of a ‘new’ Rome in the ‘old’ Rome. Before the Schism, it was all basically the same East and West. The NEW Christianity Latin:Roman:West was established in opposition to the ORIGINAL Eastern Christianity.
The Smoot: Time of Troubles. Last true Russian Tsar(s) replaced with Western Germanic Romanovs. I believe the Romanovs did become more ‘Russian’ over time.
The Reforms of Nikon: It’s hard to say what the old Orthodox Russian church really was before the reforms. The Old Believers are adamant, though.
Monastic Destruction: Seizure and destruction of the monasteries in Russia was devastating to the population especially in the areas where the monasteries were essential. In many areas the monasteries were essential for providing anything that we might associate with civilization, such as food and medical care especially in times of crisis or famine.
Revolution/Bolsheviks: Another Western-backed usurpation, complete with decapitation of the ruling dynasty.
Post ‘Berlin Wall’: Western-backed raping of Russia with complicity by many many bad Russians.
This is just a tiny sample.
A fascinating tiny sample, perhaps it’s time you also wrote a book.

If it is from Amazon. Does it have DRM protection? If that is the case you will not be abel to read it in Calibre. And you will not be abel to convert it to some other format in Calibre.
If that is the case you need a DRM remover. And that is still not an easy thing to do. But search the net and you will find the tool. I could tell witch tool but I’m not sure I can do it in here.

Beware of “analysts”: How to assess Russian operations in Syria

“On the ‘slow pace’ of operations in Syria”
Note from J. Arnoldski: This article might at first glance appear to be confusing, irrelevant, or too abstract for Western readers, so a brief explanation and setting of its context is in order. Domogadsky has two goals in this piece: (1) warning readers of those “Hurrah-patriots” and “one-hit wonder analysts” from the time of the climax of the Russian Spring who subsequently claimed that “the Kremlin ditched Novorossiya” and who are starting to do the same with Syria; and (2) asserting that Russian operations in Syria can indeed be called a success so far.
In regards to the first point, Domogadsky attempts to explain the phenomenon of so-called “analysts” who, at the height of the Donbass uprising and civil war, positioned themselves as if they were at the forefront of Kremlin policy-making. When their adventurous and ambitious “forecasts” of the turn of events in Ukraine proved to be unfounded or ridiculous, they quickly blamed the Kremlin for being inconsistent when it was in fact their own delusions which confused the situation the entire time. Domogadsky claims that “disappointment” with the Russian leadership’s decisions during this period of heightened geopolitical conflict is not even the fault of these adventurous “analysts” who operate on the basis of self-interest or delusion, but in fact the fault of entirely competent analysts who have failed to take a longer-term perspective before declaring forecasts whose failure to actualize is supposedly the work of a “treacherous Kremlin”, and whose “misfires” are picked up by the former group in arousing the “Kremlin ditched everything” slogan. This is a crucial controversy which is relevant within the framework of information war.
As regards the second point, Domogadsky claims that Russian-Syrian joint operations have been a tremendous success when put into their proper context. Those “patriots” discussed above are wrong to assume that any Russian military operation will be swift, merciless, and accomplished with a stroke of brute force. Instead, Domogadsky proposes that the long-term, strategic and cautious approach of the Russian leadership should be taken as a barometer. Moreover, Domogadsky’s brief drawing of a comparison between Syria and Chechnya, and his claim that Russia is seeking a “Chechen solution” for Syria, is entirely novel and original.
While these points might be self-evident or obvious to some, they are important points of controversy among participants in the information war, and Domogadsky’s work is both a rebuttal and proposal aimed at those seeking to combat Western propaganda and work out cohesive, realistic analyses of geopolitical developments and the actions of the Russian leadership within the limited space that it has to operate in a multi-front war.

Just bought the e-book and going through it, checking how much of the essentials I remember reading. The paper edition would be my preferred choice, but not so easy for my part of the world…
Anyway, I hope you will eventually find the time for academic work. People like you are not easy to come by in that realm and it and all that is linked to it, would use it.
