Yeah, it was Senator Rand Paul. He basically shredded all Fauci’s arguments. There is a paper trail showing that the US (under Fauci) financed GoF research, doing it over in Wuhan instead of the USA where it was against regulations.
Unfortunately he has little political clout in the Senate. His views are frequently at odds with other Republicans (his own party).
Victoria Nuland (!) also confirmed that the US is working with Ukraine to prevent “biological research” materials falling into the hands of the Russians. This video is available on Twitter – I am not sure whether this was said in House or Senate.
She confirms there are labs there, that the US are aware of and working with the Ukraine’s on stopping falling into the hand of the Russia, then goes onto blaming any biological attacks that may happen on Russia, (responding to a loaded question), while attempting not to laugh apparently….. This woman is a disgrace and a criminal.

Well, to be accurate there were pathogens on the premises, which is not exactly the same thing.
But if you are going to study a disease then you need to look at the pathogens that cause that disease, correct?
There isn’t a smoking gun in that presentation.
Everything that he mentions can be explained by simply inverting the cause/effect e.g. there was an increase in polio in Ukraine, so the ever-helpful Americans greatly increased their collection of polio pathogens to study if this was some new, deadlier strain. All very innocent.
Every uptick in activity can be explained that way i.e. the increased investigation into a disease pathogen was the *result* of an uptick of that disease inside an increasingly-dysfunctional country, not the *cause* of that disease prevalence.
American largess at work, as it were, not American perfidy.
Even the destruction of stocks has an explanation: this is now a war zone. The labs could suffer damage, and thus a containment breach. Better to be safe than sorry, so shutter the operation and sterilize the samples.
Look, don’t get me wrong. I don’t doubt that these bio-labs were up to no good. Big time.
But the evidence presented so far is a bit thin and underwhelming. Certainly not enough to make western media stand up and take notice.

That increase in incidence could be – could be – the result of a combination of a more virulent pathogen AND a genetic predisposition within this population that makes them more vulnerable than other populations.

I fully understand the importance of studying pathogens that could be used by one’s enemies as bio-weapons, but I do not understand the need for such a large number of labs in Ukraine of all places. My guess is that the US seized on the opportunity to use a completely dependent nation as a safe place to carry out such illegal research in secret. Well, now the whole world will know about it, excluding, of course, Western nations where the story will either be suppressed or dismissed as untrue.
The agreement with Georgia (former USSR state) that was leaked was interesting to put it mildly. It gave diplomatic immunity to the foreigners working at the facility and the facility was given the sames “rights” as a foreign embassy. The locals have no rights to go in there or monitor anything.

The Russian defense ministry repeatedly drew attention to the Pentagon biowarfare programs in the post-Soviet areas.
In Ukraine, the US formed a network including more than 30 labs that can be classified as research and epidemiological-monitoring ones.
The funder of their work is the US Department of Defense, the section for the reduction of military threats Hydra. Several companies associated with the Defense Department participate, such as Black&Veatch.
The work proceeds in three main directions. First, it is monitoring of the biological situation, according to Pentagon, primarily in areas where military contingents of the NATO states might be stationed. Second, collection and transportation to the US of strains of dangerous microorganisms. Third, research of potential biowarfare agents, which are specific for the region, where they occur in nature, and which can infect humans.
For example, from 2021, the Pentagon has been working on diagnostic, observation, and prevention of zoonotic diseases in the Ukrainian military, with the funding of $11.8 million.
In 2020-21, the German Defense Department conducted in Ukraine studies of Crimean hemorrhage fever, leptospirosis, meningitis, hantavirus, as a part of the Ukrainian-German project for the security on the outside borders of the EU.
Under the pretext of testing the means of treatment and prevention of the coronavirus infection, several thousand samples of serum of patients, primarily Slavs, were transported from Ukraine to the Walter Reed Army Institute in the US.
The activity of the biolabs that we observe from 2014 on as well as the US program of the so-called reforms of the Ukrainian healthcare led to a sharp uncontrollable increase in occurrence of dangerous and economically devastating infections.
In Ukraine, we observe a sharp rise in instances of rubella, diphtheria, tuberculosis. The instances of measles increased more than 100-fold. WHO declared Ukraine a country with high risk of polio epidemic.
We believe that in 2007 a strain of African swine plague with increased contagiousness was constructed in a biolab in Georgia run by the Pentagon.
Its spread significantly affected the economy of several countries, including Ukraine and Poland, effectively stopped their pork exports.
Our Department of the Troop Protection constantly monitors the epidemiological situation in Ukraine. Today, we observe these biological programs being closed in the emergency fashion.
The documents we have analyzed confirm that the Ukrainian Health Ministry on February 24 ordered a complete destruction of biological agents in the Ukrainian labs.
The analysis of instructions to the biolab officials shows that samples must be destroyed irreversibly. Apparently, samples necessary for continuation of the biowarfare program have already been taken out of Ukraine.
The documentation of the sample destruction shows that studies were conducted with bacteria causing plague, anthrax, and brucellosis in the Lvov biolab, and with pathogens causing diphtheria, salmonellosis, and dysentery in the Kharkov and Poltava biolabs.
For example, only in Lvov, 232 vials with leptospirosis pathogen, 30 with tularemia pathogen, 10 with brucellosis, 5 with plague, etc.,were destroyed, to the total of 320 vials. The nomenclature and high amounts of pathogens point to the biowarfare research.
The Pentagon bosses understand that if these collections fall into the hands of Russian experts, they will, with high probability, prove that Ukraine and the US violate the convention that prohibits biological and toxin-based weapons by conducting gain-of-function research on microbial pathogens using methods of synthetic biology.
Only this can explain such hurried elimination of samples. This is only a small portion of the documents we found. We continue our investigation and will keep you informed.

The works refer to three main branches. In the first place, it refers to the biological situation observation in the areas of possible deployment of the NATO military contingents, according to the Pentagon. In the second place, it is dedicated to collecting and transporting the strains of dangerous microorganisms. The third branch of activity refers to scientific investigations on potential biological weapons agents that are specific for that region, possessing natural focuses and able to be transmitted to humans.

In 2020-2021, the German Ministry of Defence examined the Crimean-Congo hemorrhagic fever, leptospirosis, meningitis, hantaviruses causative agents within the Ukrainian-German initiative for biological security on the external borders of the European Union.
Under the pretext of testing agents for the treatment and prevention of the coronavirus infection, a few thousand of serum samples taken from the infected individuals that refer to the Slavic ethnicity have been transported from Ukraine to Walter Reed Army Institute of Research.
At the same time, the activity of the biological laboratories that, according to our data, has been intensified since 2014 and the so-called Ukrainian healthcare system ‘reforming’ programme implemented by the United States have led to an unmanageable increase of hazardous and economically important infections morbidity.
Thus there has been noted an increase of rubella, diphtheria and tuberculosis cases in Ukraine. The incidence of measles has increased more than 100 times. The World Health Organization has declared Ukraine a country with a high risk of the poliomyelitis outbreak.
We are considered that in the year of 2007 a strain of African swine fever with high contagiousness was constructed in the Georgian biological laboratory which is subordinate to Pentagon. It`s spread caused significant economic damage to a number of states including Ukraine and Poland and excluded them from a number of pork exporters.

According to our data an emergency phasing out of the biological programmes takes place. The analysed documents confirm that Ukrainian Health Ministry has set a task to completely destroy the bio-agents in the laboratories since 24th of February.
At the same time the analysis of the instructions given to the laboratory officials indicates that liquidation procedure is aimed at the irrevocable destruction of the collections. Apparently, everything necessary for continuation of the implementation of the military biological program has already been taken out of Ukraine.
The analysis of the acts of destruction shows that work was carried out with pathogenes of plague, anthrax and brucellosis in the Lviv biological laboratory, pathogens of diphtheria, salmonellosis and dysentery in laboratories in Kharkov and Poltava. Here are some of them: only in Lviv 232 containers with the casuative agent of leptospirosis, 30 containers with tularemia, 10 with containers brucellosis, 5 containers with plague were destroyed. In total more than 320 containers. The nomenclature and excessive number of bio-pathogens indicate that the work was carried out within the framework of military biological programs.
The curators from the Pentagon understand that if these collections get to Russian experts a fact of violation of the Convention on the Prohibition of Biological and Toxin Weapons by Ukraine and the USA will most likely be confirmed. Namely: carrying out work to enhance the pathogenic properties of microorganisms with usage of synthetic biology methods.
Only this can explain a haste with which the liquidation was carried out.

Not to rain on the parade but these may actually be innocent facilities. I worked in this program in other FSU countries and understand this a bit more than is being presented. First, the Soviet health and sanitation system was excellent and had as a first-line a series of Sanitary Epidemiological Stations (SES). These SES conducted local surveillance of zoonotic diseases to recognize outbreaks. In general, they conducted local field tests, collected samples from herds as part of active surveillance, and monitored human cases. These zoonotic diseases also categorized as select agents by the US are endemic to these regions and infections by them are normal. The same is true in the US. These stations monitor the prevalence and rate of infections so as to get ahead of an epidemic or to recognize when something is not happening correctly like vaccinations of industrial animals.
The SES system in the FSU countries fell to dismal levels after 1992 and in Ukraine collapsed completely after 2014. Because these diseases are also select agents they can be studied using the Nunn-Lugar Act money which is supposed to be used for counter-proliferation. The Defense Threat Reduction Agency (note an Agency is very high in the chain), is completely funded by the Nunn-Lugar funding which is fenced money targeting counter-proliferation of weapons of mass destruction (WMD). In my opinion, using this money to fund normal surveillance laboratories and to build over 30 brand new state-of-the-art facilities is a violation of US law. But, no one seems to be interested in why the US is doing this at all. The Walter Reed Army Institute of Research is the go-to facility for studying endemic diseases which might affect US military deployments which again begs the question as to the purpose of these labs.
The dramatic increases in regular controllable human diseases is a sign of a dysfunctional society with a declining health system and poor diet etc. That can explain the increases rather than assuming they came from the labs.
In my opinion 99% of this work is not nefarious or suspicious; however, it is also not classified work nor would it require destruction on discovery. That is very unusual. The Russians as part of the Convention on Bioweapons can on-demand and without notice show up at any US facility and demand access and inspection. The US has done this to Russia many times but as far as I know, it has never been requested by Russia. My point is they could have gone in there at any time if they wanted to. However, “ownership” of the labs might be by Ukraine who may or may not honor the Convention and likely doesn’t know what is going on in their own labs. I am certain though they would take advantage of any “manna from heaven” in the sense of DTRA funding to restore the SES system. The same for the WRAIR that has had dismal funding for years. DTRA works hand in fist with the CIA so there is a distinct possibility of nefarious stuff shoehorned into several of these labs. Only a very careful inspection and interviews of local nationals working in these labs will reveal the truth and that takes time.

I agree completely. What you need are money and know-how. The Nunn-Lugar money is unsupervised by Congress, apparently unlimited, and if you are supported by the right political leaders, easy to get.
The larger problem is who does this work and why. You also have to get people interested enough to endure working in these shithole places. Ukraine is definitely a shithole country after the US ruined it and stole everything not nailed down. I haven’t been there and I don’t want to go at least until the Russians clean it up, which by the way is going to be incredibly expensive. Health care infrastructure is just part of it and that is a shambles.
From a host country’s perspective, free money to do what you already are doing is too good to pass up on. Nice new buildings and facilities, freedom to work, money for supplies, salaries, is an amazing thing. From the US perspective, it is nation-building and an opportunity to do disease surveillance.
DTRA is great at contracting out getting facilities built and your typical defense contractors are good at getting this done. But afterward, it is a tar baby as it comes with no budget. So, the Medical and Research Command (MRMC) gets stuck with this and it either goes to the United States Army Medical Research Institute for Infectious Diseases (USAMRIID) or to the Walter Reed Army Institute of Research (WRAIR). Either would have to suck this out of their already tight budget. They usually (unless it is Congressionally mandated research) don’t get a plus-up for additional missions. Back in the day MRMC managed all military medical research including biodefense (the US does not have a military offensive program since 1972) but DTRA stole the mission for the Biodefense Research Program (BDRP). The shifted from top-down command-directed research to entrepreneurial competitive grants. No longer were buildings, salary, ancillary services, and infrastructure paid for by the MACOMs. What we shifted to was a grants-based system and the Principal Investigator (PI – either a DoD Civilian scientist or military officer (usually junior fresh out of their Ph.D. program) and these are becoming rare now). DTRA sets these up more or less the same everywhere but Ukraine and Georgia seem different with so many satellite laboratories. Usually, it is a single main lab and I am guessing this is in Odessa as they got the Senator’s name which is usually a tip-off. But, there could be several. I can’t imagine the labs in Kiev would take a back seat to Odessa. You have that kind of stuff going on as well plus the always difficult merging of human medicine and veterinary medicine (sanitation, food inspections, animal health, agriculture, etc.). Medical doctors and Veterinarians do not work well together and basically hate each other through long-standing jealousies and competition. Then you have a different angle of usually the best scientists are the ethnic Russians and the locals less so. Ukraine might be different but this is a huge problem in Kazakhstan and Uzbekistan.
Anyway, the main lab will have a US military commander, usually a Colonel or LTC, who is permanently assigned there as well as several DoD civilians such as medical maintenance, supply and logistics, safety, research manager, etc. and probably around 6 people. Most don’t want to be there, especially for the typical 3-year tour. The per diem rates are crappy in shit-hole countries and you end up paying out of pocket for better living conditions. You do not have any financial incentives to do the work and DSTRA is a pain in the ass about reporting if you have DTRA grants. There might be scientists also assigned there but I am guessing it is local scientists doing the work with periodic visits by the PI. Only US government p[ersonnel can be PI’s. This will piss off the locals as well but this is a fact of life. Everyone else working in these facilities are going to be local nationals. Many will be Russians. The US scientists will be GS-14 microbiologists and/or Captains or Majors. I would be surprised if any are sent there permanently but our labs in Kenya, Egypt, Peru, Brazil, and Thailand have a few there permanently for a 3-year tour. I will add most (but not all) US overseas labs get very little done and it ends up being a 3-year vacation. Local issues, resistance, bureaucracy, inherent laziness of local nationals, and many never-ending issues compete to make a scientist’s life impossible. Then you have another aspect where DTRA gets US University professors to consult or partner (and these guys draw a $110k salary for each project they are on). I had a friend who was getting $1.1 million a year doing this DTRA stuff and all it required him to do was visit the labs twice a year. He always flew first class while us lowly US government types were in tourist class usually on the same flight.
Assuming someone is actually doing any work then the question is what and how many projects there are. This is all available through FOIA so will eventually come out. In general, all this research is actually very beneficial and not classified. The WRAIR usually posts it on their website as they are proud of the work they are doing. But, this Ukraine and Georgia stuff is very different and hidden in webs of secrecy. I can’t imagine any scientist willingly destroying their work on orders. For a scientist, these samples and data are like their children (maybe even more than that!!!). Ordering them to destroy their work seems incredibly impossible to me. I can’t imagine having to do that so I would not be too surprised at non-compliance and maybe serious resentment.
The equipment in these facilities are tipoffs to what work is being done there. Aerosol and biofermentors are really complicated custom designs and have no other purposes. All medical research conducted in DoD and especially DTRA are recorded in lab notebooks (acid-proof and fire-resistant), projects are all web-based reporting with monthly progress reports and quarterly/annual reviews (a serious PITA). They are super anal about this. Gant charts etc. a real PITA for a scientist. So, this data exists at DTRA and the WRAIR if not also at the facilities. Because it involved select agents any signatory country to the Convention can demand access and review by law. Russia will be refused outright but other countries could do it such as China (probably also refused outright). The US signs these laws but then never follows them. As top what else might be going on in the labs as I am pretty certain the CISA microbiologists (or their contractors) are deep in there. If so, there will be labs with restricted access to local nationals and that will be revealed by the workers. After all animal caretakers and janitors have to go in there escorted so they will have a very good idea what is going on. My point is the truth will come out over time.
I will add that the Soviet Union had an offensive program for decades (as did we) but it basically boiled down to anthrax spores. From a military standpoint nothing else works. This is because for aerosol dispersal you need to have something alive and Bacillus anthracis is a spore-forming bacteria. The spores can remain viable in a desiccated state for 10,000 years. Bombs are problematic as the explosion that disperses the agent also destroys 99.9% of the agent as well. But, if you start with a huge amount then losing 2 logs is trivial. So, they were really good at growing spores in massive fermentors then bottling them up in bombs to be stored until needed without worrying about viability. Every other agent has to be freshly made and less than a few hours old so basically worthless as a military bioweapons.
However, diseases that affect populations and especially deploying military forces that might reduce combat effectiveness (short term) are of interest. The pinheaded geeks that get into the weeds with regards to the genetics and time orientation of the evolution of p[articular bacteria drive this kind of work. This is why plague is so interesting as it devolved from Yersinia enterocolytica (causes diarrhea) to plague by losing genetic material. Also except for smallpox, ebola, and anthrax there aren’t any good vaccines that work. So, this is an ongoing effort for biodefense which really hasn’t progressed since 1942. Vaccines are hard to make that work for bacteria that infect and evade the immune system. This seems especially problematic for humans with our overly complicated immune systems.
So, working with select agents that are endemic is not a violation of anything (unless you are trying to make it worse or weaponize it). But, classifying the work and destroying the evidence is really strange and raises hackles. The DoD aspect is simple, they have the money and NIH doesn’t. This is another never-ending competition. I will add every retired commander of WRAIR works over at NIAID under Fauci or over at CDC.
