The Second World War was won by the Red Army, period. You pushed old die-hard myth. In fact as German military historian Karl Heinz Frieser explained Hitler did not stop Dunkirk, he stopped his generals. The fundamental question during those days for Hitler was:” who is the boss in the house”.
But there were several other reasons too. You see Luftwaffe was short range tactical air force and e.g bf-109s were unable to escort bombers and stukas to Dunkirk. Besides German panzer units needed supplies including fuel and ammo. Situation made German high commanders very nervous.
