The Saker has written an article on the subject of the recent murder in the Donetsk People’s Republic of the militia leader Motorola. In it he calls for the Russian authorities to take over the investigation of Motorola’s murder and to take steps to ensure security in the Donbass.
Normally I avoid expressing views on these sort of issues, but on this occasion I will make an exception. The precarious security situation in the Donbass (masterfully dissected by the Saker in his article), the importance of this conflict to the peace of Europe and the world, and considerations of basic humanity, make doing so appropriate and necessary.
I completely agree with and support the Saker’s view and call.
I suspect that the reason the Russian authorities have not previously acted in the way he suggests is because they have been concerned that an overt role by Russian law enforcement and security agencies in the Donbass would be cited as proof in Ukraine and the West that Russia really is intervening there, and really is pulling the strings of the people Kiev and the Western powers call “the separatists”.
Whilst I understand this concern, in my opinion it is out of date, events having moved long since beyond it.
Though the Saker discounts the possibility the Ukrainian security services were behind Motorola’s murder and the other murders, that possibility has to be there, and in light of what the Ukrainian security services recently attempted in Crimea, it would fit a pattern. Moreover no less a person than Putin himself has publicly blamed the Ukrainian security services for the recent murder attempt on the Lugansk political leader Plotnitsky.
If it is the Ukrainians who are behind these murders then not only is that unconscionable, but it would also be a case of murders carried out by the Ukrainian authorities on territory which they still say is theirs, of people who they say are their own citizens.
This sort of death squad activity is of course totally illegal and immoral. It would also incidentally be a gross violation of the Minsk II agreement, which not only calls for a ceasefire in the Donbass, but which also requires the Ukrainian authorities to enter into direct talks with the Donbass leaders its security agencies would in that case be killing or trying to kill.
If this is indeed what is happening then it is very much in Russia’s interests – and the world’s – to know it.
Obviously the Western powers and the Ukrainians will reject the results of any Russian investigations. However if the results of these investigations are such as would convince reasonable people, then as the muted Western response to the Crimean incident shows, they would still have the potential to cause embarrassment. At the very least they would feed the growing doubts of many people in the West (in southern Europe especially) who have been questioning for some time where the West’s open ended commitment to the regime in Kiev is taking them.
Following from this, I would add that there is no risk in my opinion of Russia facing any additional sectoral sanctions as a result of Russia assuming an open role in the investigation of these murders and in security issues in the Donbass.
The Western leaders are struggling to keep the existing sanctions in place in the face of growing skepticism in southern Europe and elsewhere. That would not change simply because the Russians were openly doing what Western leaders have long accused them of doing, especially in circumstances where it was obviously appropriate that they should do so. Besides Russia is already acting on the assumption that the existing sectoral sanctions are going to be extended in January, and will remain in place for at least a further three years.
Of course if it is not the Ukrainians who are responsible for these murders then in the interests of basic humanity it is still important to bring the murderers to justice – or at least to identify who they are – and to restore law and order to the Donbass. As the Saker says, it is only Russia that can do this, and it is therefore Russia’s responsibility to do it.
Like the Saker I would also say that I completely discount the possibility that it is the Russian security agencies who are behind these murders. I can see no conceivable motive for them doing it, and I am sure that they are not doing it.
Lastly I should say that I have no doubt that the highly professional and experienced investigators and security officials Russia can call on would have no difficult undertaking these sort of tasks and carrying them out moreover at minimal cost.
In every case of murder I know of (including Motorola’s) the murderers have left behind them a trail of clues. I have no doubt that properly qualified investigators such as those from Russia would have no difficulty quickly identifying them, and if they are still on Donbass territory, apprehending them.
For all these reasons I completely agree with the Saker that Russia should take over the investigation of Motorola’s murder and of the other murders that have happened in the Donbass, and should assume a greater security role there, and I support his call that it should do so.
Good article.I agree as well. I do think it was the Ukrainians directly (or their supporters) that are responsible for the murder. But regardless of “who”,the crime needs to be solved.
I think you need to hang on here before you join with Saker heaping fury and blame on Russia for “not providing full security” in Donbass.
To start with, there seems to be an assumption that Russia has never attempted to provide it.
We do know – and Saker has pointed out – that there exists less than a perfect unified framework through Novorossyia, and throughout those in Russia who support them.
Do we know for a fact that Russia has never offered it? Or is possible that Russia has, and has been refused? Told “we are pro-Russian, we are grateful for your aid, but we are independent and will provide our own security?”.
I”m not claiming this has happened -how would I or anyone else know – but that it could have.
If as Mercouris and Saker suggest, Russian investigators go into Donbass to “investigate” they can only do that job properly given certain powers. Would that be acceptable to Donbass leaders? And if their investigations point to the Ukraine leading figures – as seems highly likely – what then?
Do they have the power to enter West Ukraine, Kiev even, to arrest and question?
There are more tentacles to this than appear on the surface.
I have already seen bitter words exchanged online between people who have befriended and liked each other. We have enough damage being done by those who are on the sidelines making public utterances which are causing pain and anger at a time when enough is being inflicted by our enemies.
Given how very little we actually know until and unless Donbass or Moscow leadership reveal details, it behooves us just now to keep quiet and any divisive thoughts to ourselves I think. For there is nothing we need more right now than unity and strong extensive support by and for each other.
It would do no harm to ask ourselves “for whom am I writing this?”. I think Alex Mercouris didn’t. Is it to offer unasked “advice” to Putin, the leadership of FSB for example? Are they likely to read it, or take any notice? The things written here are for the benefit of people of the AngloAmero West sickened by what that Empire is doing and looking for information as to how Russia is coping, and what we can do to show our support for the only rightfulness we see in the world just now.
And by sowing such dissatisfaction, disbelief and doubt in minds of Western people, all we do is make them ripe for the trolls and anti-Russia brigade.

I think we will never know who killed him. Also, I doubt that it would be possible for Russia to provide security because of the difficulties involved. I cannot help but think for example, of the recent fallout in Chechnya where the daughter of Mr. Emelianenko was attacked after Fedor took position against children participating in MMA fights. Ramzan Kadyrov was not impressed when he was told what his childrens can and cannot do.
My point here is not to accuse either M. Kadyrov or M. Emelianeko but rather to show the tensions all over the place. Even if the government of Russia throws large amount of money at the Chechen problem, it never completely went away. Why? Because they rebuild the city but they never come around to helping all the poor. The local officials always keep some money for themselves and away from political opponents or dissenters. So the misery continues.
This sickness is the same in Greece as in Ukraine or Brazil. The central bankers always murder the local economies, sell it to private interests and then, have their way with the local population. Well, i’ve reading with big concern about the facts that are hapenning in Novorussia and Sirya and i agree with Thiamin that there’s no isolated fact around all over the world, all this facts are simptoms of the same war sickness. My loved country (Brasil) are living strange and dangerous days which is the tail that is shaking the dog and i only can understand something when i take all world scenario to make some analysis. The murder of Motorola is linked with the coup that ocurred here and whith the pivot that Duterte is doing to China and i think all this is positioning of pawns in a cheesboard. Of course this murder ocurred in a more sensitive place which the consequences can be catastrophic so let’s hope that the russians can make another good job taking all the role af this investigation.

The Normandy format negotiations being over, Petro Poroshenko reported no documents signed, but the only arrangement – to preserve the Minsk Agreements, however a “road map” to be developed for their implementation.
“Each event should run in consecutive order, on its date,” he said, having added that, according to the optimistic scenario, the “road map” will be approved by Foreign Ministers in November.
At that Poroshenko again voiced his own interpretation of the Minsk Agreements’ implementation.
According to him, elections are possible in Donbass only after “all the foreign military units are withdrawed”, troops in the lines are disengaged, and the border transferred under control of the OSCE Mission which along with that will get arms and receive the police status.
“The police mission of the OSCE, as we call it, will ensure security during both voting process, and the transitional period… Germany presides in OSCE, we are waiting for our colleagues to submit this question for consideration in OSCE,” he said.
Poroshenko didn’t mention granting Donbass autonomy and amending the Constitution in coordination with the DPR and LPR.
But he stated that Ukraine proposes to pull out the Republics’ armies from Debaltsevo – “to provide demilitarization of the district” as it was under the Ukrainian troops’ control when the Minsk Agreements were signed.
“When disengagement of troops is completed on three preliminary sites – Zolotoye, Petrovskoye and Stanitsa Lugansk – there should be established permanent 24/7 OSCE monitoring points. After that we will begin negotiations on disengagement on the following four sites. I want to declare that the Ukrainian party insisted that Debaltsevo should be for sure among these four points as a place where we should provide demilitarization of this area… For February 12 this territory was controlled by the Ukrainian military, and we consider that it will promote the de-escalation process considerably,” said Poroshenko.

Berlin earlier hosted a Normandy format meeting between Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian President Pyotr Poroshenko on the settlement in eastern Ukraine. No documents were signed at the meeting. Nevertheless, an agreement was reached on developing a roadmap for the implementation of the Minsk agreements. It is expected that this document will be drawn up and approved until the end of November.

BERLIN, October 20. /TASS/. German Chancellor Angela Merkel has confirmed that the Normandy Four leaders have reached an agreement at talks in Berlin on establishing four new zones of disengagement of forces in Donbass.
“First steps on creating three zones of disengagement have already been made, a lot of work is ahead. Four more similar zones should be created,” Merkel told a press conference on Thursday.

According to Merkel, the Normandy Four reached an agreement on access of OSCE observers to the Russian-Ukrainian border in Donbass.
“The Minsk Agreements envisage access of Ukrainians to the border at the end of the process. Meanwhile, an agreement was reached – it was discussed in detail today – on free movement of OSCE observers near the border,” Merkel said. “There are cases when it is possible now, and the Russian president noted that, and other cases when it is not possible,” she added.
“When the law on election is ready, when the working process is coordinated, then we can talk about an OSCE mission, which may be armed. However, today it was of absolutely no urgency. At first we need a law on election,” Merkel said.

Merkel said the Normandy Four plans to bring together approaches to security issues in east Ukraine and political settleement in the framework of the roadmap.
“We discussed the working process in which there are many sides and from which one should proceed in the work on such issues as security, political process,” Merkel said. “This should continue in the framework of the roadmap on different steps of the Package of measures on implemeting the Minsk Agreements. This is a progress,” she added.
“We agreed that work on the roadmap will continue in the next month at the level of foreign ministries, and will be more intensive,” Merkel said, adding that the Normandy Four leaders think regular meetings necessary in the future.

A village Trudovskie was targeted by Kiev forces last night. Artillery shells of 122mmm and 120mm caliber were launched since 7pm to 1.30 am. Moreover, Staromihaylovka, Aleksandrovka, Spartak, village Octyabr in the Novoazovsk region were under Ukrainian shelling.
Altogether 378 shells were launched; mortars, grenade launchers and small arms were also used.
Data on wounded and destroying is being checked.

Four soldiers perished and three got wounded by Ukrainian troops when they defended the DPR territory from Ukrainian hostile side.
It was reported yesterday by the Deputy Command-In-Chief Eduard Basurin.
However, Ukrainian side lost 40 military units during their regular attack at the southern direct of the DPR.
Remember that it is the fourth attempt of Ukraine to break through DPR Defence since October 12. That time about 15 foreign mercenaries that were in Ukrainian battalion perished and 30 got wounds.

Participants of the Normandy format will continue working on achievement of “final arrangements” on granting the DPR and LPR autonomy as required by the Minsk Agreements, stated the Russian President Vladimir Putin following the results of Berlin negotiations.
“We confirmed that we will continue our joint efforts on the political track, including those directed at reaching final endorsement on the procedure for implementing the agreement on the special status of certain areas in Lugansk and Donetsk regions, in the Lugansk People’s Republic and the Donetsk People’s Republic,” he said.
Putin also stated that negotiations on disengagement of troops in the lines will be continued. So far it was succedded in two points.
“We agreed to continue searching for locations where these efforts can be continued,” said the Head of State.
“We confirmed our readiness to expand the OSCE mission in the disengagement zone and in locations where heavy equipment is stored,” added Putin.
He stated the lack of progress in negotiations on resuming social payments and benefits to residents Donbass by Ukraine.
“Unfortunately, no progress has been made here,” said the Russian President.
When speaking about Syria, Putin stated that Russia is ready “to extend the pause in air strikes for as long as possible, based on the actual situation in the area – until the rebel groups in Aleppo step up their activities.”

This will probably be deleted. I would like to comment from the viewpoint of Kiev. A greater role for Russian state security doesn’t change the fact that Ukrainian citizens who have taken up arms against the state are guilty of treason and rebellion. It also doesn’t change the fact that Russian citizens fighting in Ukraine are illegal combatants who can be killed on the spot.
Russia doesn’t even have diplomatic relations with the 2 rebel republics so how can it justify sending in state security forces and still tell the Russian people it is not at war with Ukraine. Ukrainian forces are not going to spare Russian state security when there is shooting.
Agreed, citizens have taken up arms against the state. But is the state legitimate? Was the legal, voted in by the majority president not removed by a foreign sponsored coup d’état?

The call for Russia to investigate the murders must come from Donbass leaders. Russia doesn’t go where Russia isn’t invited. For all we know the call already has been made privately. Russia could already be helping, quietly. I hope so.
There is precedent for Russia to provide assistance there without fanfare, including investigating the infamous murder of 298 people on flight MH17.

There are ways other than overt Russian investigation. Russians and Ukrainians have family members in each other’s country. There are also large numbers of Ukrainians working in Russia, and possibly many thousands of refugees escaping the multiple call-ups for the honor to serve as Poroshenko’s sacrificial sheep. This makes for a very extensive resource for collection information. Sorting the good from the bad is another issue.

Finally, who did it does not matter. If M was so important why was he not protected properly?

The political authorities of LPR and DPR must subit a parliamentary request to Russia for its assistance in investigating the muder of Pavlov. I am not sure of the extent of authority of Zakharchenko and Plotnitsky within the government system of these republics, but it may be sufficient for them to request this themselves. A formal request for a military transit point/airstrip should also be issued at the same time. The knowledge that Russia has readily available military bases in the Republics will give the Ukraine army and NATO second thoughts . If Russia acts unquestionably within bounds of international law it will gain many friends.
It would not be within the bounds of international law. The republics do not have diplomatic relations with Russia. Ukrainian and Russian units have engaged in combat in Donbass so a base is not going to deter Ukraine from taking all action needed to recover its land. Who are the separatist fighters they are for the most part Russian citizens that is not real separatism. Russia must decide does it want Ukraine as eternal friend or eternal foe because the Empire and the USSR are not going to be recreated.
