Those that don’t, or who fail to make the policies work, are replaced.

The current wreckage of the planet is due to decisions by these oligarchs and one bet that if some of these were different, such as Soros, we would be seeing a different world today.
Yet how high you can get on that pyramid depends on how well you can get along with and kiss butt of those already there. That includes how much money you can make and what deals you can make. Even if you are very rich you are very limited to what you can do if you don’t join the club, and if you don’t then you become a target of the oligarchy.
