Is Russia a Terror State?

“The security situation throughout Ukraine continues to be violent and unpredictable due to ongoing military attacks by Russia,” the U.S. State Department warned on July 14. “Avoid large gatherings and organized events as they may serve as Russian military targets anywhere in Ukraine, including its western regions.” This was not the first time the American diplomatic mission in Kyiv warned civilians to avoid “gatherings and organized events,” but the atrocity that forced State to reissue this alert was horrific enough to take the admonition seriously.
Earlier that day, Russia fired three submarine-launched cruise missiles at targets in the Western Ukrainian city of Vinnytsia, though it is unclear what the intended targets might have been. Those missiles fell on a populated shopping center, a dance studio, and a wedding venue, instantly killing 23 and wounding another 71 while burying scores more beneath the rubble. Some speculated that Russia’s intended target was a Ukrainian officer’s club, but the dubious military value of that target and the likelihood of collateral damage given the density of the city around it don’t do much to absolve Russia. Indeed, it is hard to avoid the conclusion that collateral damage is deliberate and that terrorizing the Ukrainian public is the desired outcome.
If the United States has concluded that Moscow is deliberately targeting civilian “gatherings,” that should make academic any debate over whether to deem Russia a state sponsor of terrorism. And yet, the debate rages on.
According to Politico last week, House Speaker Nancy Pelosi issued an ultimatum to Secretary of State Antony Blinken: Either you label Russia a terror state, or we will. Resolutions that would brand Moscow a terrorist actor have been circulating in both federal legislative chambers since the spring, but Congress has not acted in deference to the Biden White House. Pelosi said the designation is “long overdue,” but the administration has been dragging its feet. The State Department insists the existing suite of sanctions against Russia is sufficient to isolate Moscow and reduce its capacity to project force in Ukraine. Additionally, the “secondary” sanctions a terrorism designation would trigger against nations and individuals with business ties to Russia could perversely weaken the existing sanctions regime.
“The sanctions we have in place and have taken are the same steps that would be entailed by the designation of a state sponsor of terrorism,” State Department Spokesman Ned Price insisted. But given that the State Department is in effect alleging that Moscow is prosecuting a campaign of terror, Congress may not accept this rationale much longer. Indeed, evidence of Russia’s wartime atrocities mounts by the day.
A Human Rights Watch report published this weekend alleged that Russian forces have engaged in a systematic campaign of torture. Detainees have been electrocuted, burned, and had their ribs and teeth broken. Reporting from occupied areas of Ukraine is replete with allegations of summary executions and forced abductions. Many thousands of Ukrainians have been “evacuated” to Russia where they are re-educated in “filtration camps.” Although Moscow and Kyiv reached a tentative deal to once again allow the export of grain through the country’s Black Sea ports, which would relieve some of the pressure this war has put on global food prices, a Russian cruise missile strike on the port city of Odessa’s shipping infrastructure this weekend calls into question Moscow’s commitment to humanitarianism.
The U.S. government does not deny that these atrocities are occurring. Indeed, officials warn that the worst is yet to come. Moscow intends to annex into the Russian Federation the territory it presently occupies in Ukraine, at which point it can proceed unmolested toward the goal of this war: breaking and eliminating the very idea of a Ukrainian identity.
Meanwhile, Russia proper has become intensely repressive and militaristic. Any expression of dissent against the war in Ukraine has been criminalized. Academics and journalists have been arrested. The number of “foreign agents” subject to punitive legal measures has exploded. Ominously, Jewish organizations can now count themselves among the many “foreign agents” Russia seems set on persecuting. “Multiple Jewish organizations in Russia have received threatening letters in recent weeks from the Russian Justice Ministry regarding their work,” the Jerusalem Post reported. The writing on the wall is legible from orbit.
The Biden administration has valid reasons for wanting to avoid the complications that would follow designating Russia a terrorist state, but Russia’s terroristic actions are rendering the White House’s resistance untenable. The administration’s hand may soon be forced. If so, it will be Russia, not Congress or the community of democratic nations, that forced it.
The USA once was a democracy, a constitutional republic with a democracy. However, it appears not to be that today. Todays USA is more a socialist state government even with state rights and legal issues differently one from another. Yes the Democratic Party has been hijacked by the socialist and most everyone in congress and the senate has their hand out for a bribe. Many of us hope to change that back to a true democracy and it’s not easy.

I’ve seen one hypothesize that the reason the USA has no true name – it’s simply called ‘America’, and its 300 million people are ‘Americans’ – is that it reflects an imperial drive to conquer all of the American landmasses from Canada to Chile. It was all about bribery and corruption: Patricians were allowed to lavish gifts, big promises, and money on the optimo jure to buy their votes without any form of regulation. The result being that the senators concentrated all the political power while becoming wealthier. Social inequalities were at a record high in the Roman world since the system was designed for that since its very foundation.
The “republican” (plutocratic) system lived on in Europe throughout the Middle Ages and the Renaissance, particularly in Italy where the merchant class replaced the ancient Roman aristocracy. Western constitutions owe a great deal to Rome, much less to Ancient Athens. For the worse, money continues to buy influence, which is instrumental for winning an election. Representatives later pass the laws that strengthen their own authority. The masses show a growing disinterest in politics, paradoxically leaving it to a restricted political class, with devastating consequences: The people lose any grip on decisions that impact every aspect of their lives.
Statesmen who would attempt to correct this trend and return the power to the citizens to get closer to an Athenian direct democratic system or truly take the interest of the people at heart are labeled “populists” and “demagogues” by the pyramidion’s propaganda…”- San Vitale, Good vs Evil.

Ironically, as Michael Hudson has explained, the “tyrants” whose names were so blackened were often rulers who sought to stop rich oligarchs from indebting the poor and eventually enslaving them.
However most history was written by the rich oligarchs, or by scholars who were keen to ingratiate themselves with them.
Even when the Roman Empire began with Augustus, the emperors were wholly on the side of the patrician (senatorial) class and rarely did anything to help the ordinary people. Hence the fall of Rome some 500 years later.

In response to Emmet Pierce, I believe the USA is the only country of all it’s peers and allies, that doesn’t have a form of socialism outside of basic education. They find socialism around the world, in order to curry favor.
If America, stopped it’s foreign aid for 5 years, and invested in its own infrastructure, they can save themselves. Unfortunately, their isn’t a way to have this happen, without a civil war.
I can agree with that. My grand daughter and great grand child have free medical & social services to include money for she is unwed. Illegal immigrants receive free medical, education, housing & money plus other social assistance. However, the tax paying citizens receive none of the above if they have a job. I’m not complaining it’s my observation.
Long ago Dr Noam Chomsky explained what the US government means by “democracy” and “communism” (the latter used interchangeably with “socialism”, as both are considered unspeakably evil).
A “democratic” government is one that unquestioningly and unhesitatingly obeys the US government, and thus runs its country in the interests of US corporations.
A “communist”/”socialist” government is one that rules in the interests of its own nation and people.
The US government’s policy has always been to encourage the spread of “democracy” and to exterminate all “communist” governments and movements. Not only are they terrified that actual communists might take some wealth from the rich to distribute among the poor – the very existence of a prosperous socialist country (like Colonel Qadafi’s Libya, for instance) demonstrates that the US model of “free enterprise” (i.e. every man for himself, and the Devil take the hindmost) is not the best way to run a society.

I haven’t read that particular book, but it is far easier to make a list of the countries the USA hasn’t invaded (or bombed, or attacked with missiles, etc.) Not to mention the governments it has overthrown because they weren’t obedient enough.

Well then that would end the US oil, uranium, titanium, fertilizer,rocket engine imports from Russia. And the US would be out of trips for it’s astronauts to the ISS on Russian rockets. Then there is also the fact that Russia would return the favor and add the US to the list they have of terror supporting states. For the first time, while I was smoking a cigarette in the garden, I realised that a larger war is actually possible, and perhaps, inevitable. To declare Russia a state sponor of terror will be an irrevocable action with inevitable consequences.
Some actions must logically follow such concrete statements.
I also realised that there is no reason why Russia could not extend the war to Europe ‘proper’ without much fearing the consequences. She has her own space based assets, a great air force, the best submarine force in the world, hypersonics galore, nuclear warheads, the best electronic warfare systems in the world, the best anti-missile defense systems, and her real enemy is across a very large ocean, whilst her ‘opponents, are on the same landmass and very vulnerable to modern war.
To paralyse any modern nation all one has to do is kill their power generation abilities. That will keep them occupied for months. No one in the European governing regimes seems to understand that satellites and icbm’s have changed everything. Europe has no credible missile defence, and no credible missile attack system. No one needs nukes to bring a modern country to its knees.
So, there is nothing to keep Russia from dominating our continent, despite any proclamations of the exceptionals, except their own sense of what is appropriate and desirable.
What would the Russians think is appropriate to any country supporting the exceptionals attempt to ramp up the pressure?
We have already seen the cave in on Kaliningrad, so we know how far Europe is prepared to go. And the USA? Having seen the lukewarm response of the majority of the world to their sanctions so far, will they go so far as to name Russia a terrorist state. Leaving aside questions of hypocrisy, I doubt countries not in desperate need of a dollar swap line would get involved.

I am from Russia. I live on the border with Donbass. Refugees choose Russia because they know where they will be taken care of. They are accommodated in good hotels at the expense of the Russian budget, they are fed, their children go to school, there is free medical care, and they have a full social package just like Russian citizens.
When someone says this word “terror” in a political context, I know they are dissembling and want to operate according to double standards, where their atrocities are excusable, but someone else’s are beyond the pale – and moreover, they want to make sure there are no objective standards that they could be judged by.
Given the behavior of both Ukrainian and Russian forces on the battlefield, I’d say that the answer on the title question is “Definitely No!!!”. It’s the ukranians and their masters, who are the terrorists in this affair. I’ve said it before and I said it again – for all practical intents and purposes russian’s SMO is an anti-terrorists operation.
