On July 21st in Minsk there was held another regular meeting of the contact group devoted to settling the Ukrainian conflict. It resulted in reaching an agreement on the withdrawal of tanks and weapons of up to 100 mm caliber from the delimitation line.
The corresponding document was drawn out – however, not signed. As for the political issues, the parties once again failed to come to the mutual understanding.
Rostislav Ischenko, the President of the System Analysis and Forecasting Centre, is sharing his estimation of the current situation.
“The negotiations on withdrawing weapons were actually being run back during finalizing the Minsk-2 Agreement. Finally putting them in black and white is undoubtedly good, but as long as they are not signed we cannot regard it as any real breakthrough. Practice shows that signed and put in action are not necessarily synonyms, so it is early times yet to express excessive optimism.
From my point of view, this contact group meeting is nonetheless highly significant. Moreover, it can be considered to be a major milestone in a certain respect. For quite a while Russia used to be a solitary fighter struggling for truth under joint attacks of France, Germany, OSCE and the Ukraine.
Now after an OSCE representative’s statement that the agreement on the withdrawal of up to 100mm caliber weapons has fallen through – with the transparent implication that it is Kiev to blame – the situation has taken an abrupt turn. It is Kiev now opposing the others’ unified position – the document would have been signed had it not been for the Ukraine’s disagreement on it.
Unless the parties’ unified position changes, the Ukraine risks to get into complete isolation sooner or later – probably, even in the course of the ongoing negotiations. The country under the current circumstances will barely benefit from finding herself devoid of allies, partners and support. Now the Ukrainian authorities certainly have things to ponder.
In the political regard there are two major issues, in my view – Kiev’s foreign and domestic policy positions. In the light of the former, the Ukraine could just have made immediate concessions, acting in full accordance with her American teachers’ lessons, – to agree to something but never actually put it into life, – had it not been for the latter.
The bottom line is that Kiev’s domestic policy is deprived of flexibility or constructivism. Rada found it extremely hard to accept even most meaningless amendments to the Constitution Poroshenko had put forward.
Petr Alekseevich (Poroshenko) overtly declared that Donbass was never going to be given a special status. The corresponding law would never come into force as it presumed that first Donbass should surrender and only after that any such questions could be raised. Despite of all the forceful arguments, Rada refused to vote.
Now all sorts of Nazi battalions, Right Sector being the most vigorous of all, put enormous pressure on Poroshenko hysterically demanding that he denounces “Minsk”.
He is actually caught in the crossfire, having to choose whether to give in to the external pressure and comply with “Minsk” or to go along with the internal forces and disregard it.
He has no means that would enable him to either withstand or effectively maneuver.
So actually Kiev has faced a stalemate. Poroshenko would probably not mind implementing all the Minsk provisions but he cannot, due to his domestic opponents and his own inability to suppress them.
It seems to me that the present situation has all the makings of ending in new internal conflicts in the Ukraine rather than any radical change in her position in the negotiations. The international pressure is likely to increase, but Kiev’s constructivism – hardly”.

Going back to the beginning of Minsk 2,it was agreed (I believe),that there would be a “ceasefire” first of all.Yet everyday Kiev shells Donbass.It was agreed the blockade would be removed,and financial payments resumed by Kiev to Donbass. Neither has been done by Kiev,instead the blockade has been tightened.It was agreed,that “in consultation” with Donbass federalists the junta would offer amendments to the Ukrainian Constitution on self-government to the LPR/DPR areas.The junta has rejected any consultation,and offered worthless and only cosmetic changes.It was agreed to withdraw all heavy weapons from the contact points to behind a buffer zone.The NAF did their withdrawal,but Kiev instead of withdrawing has enhanced their heavy weapons in the area.Now they are having a meeting about removing lighter weapons from the contact points.Where again the NAF has already begun a withdrawal of them before the meeting even mandated that.While as the article reports ,Kiev hasn’t even fully agreed on that.Something not only they wouldn’t do.But won’t even lie and say they will. So,that begs the question.Other than a nice photo-op for the delegates there.What is the point of even bothering to show up.

I agree 100% but with the exception of the 0.5 million Canadians of Russian descent (versus about 4 million W. Ukrainians) I sometimes feel I am the only one here who cares and speaks out.

I have distilled the Minsk 2 agreement for everyone to understand.
Kiev lost the war. (That’s the meaning of Minsk 2).
It has not ended, but when you start a war and cannot win it and lose over and over in massive losses, you have lost the war. Debaltcevo was an historic catastrophe for Kiev.
It was a disaster for Kiev while it was in motion. To no military analyst on Planet Earth, while it was in process, were the Ukies going to extricate themselves from that boiler and prevail. They were trapped and they were destroyed.
They lost 5-6000 men, hundreds of pieces of heavy equipment, the city (key junction for rail line connecting the two republics and Russia, and the war.
Kiev lost the war and Porky accepted the Minsk 2 because he had no backers including Washington who would let him out of it.
The fact that the killing continues and Kiev has not kept its end of the agreement does not mean they have escaped it.
As this article by Ischenko depicts, Kiev is being torn apart because of Minsk 2. It serves that purpose, not the ceasefire purpose. It was constructed as a poison pill regime, 13 pills to kill the junta.
Only a brand new government can hope for new terms of defeat.
As long as Porky, the CIA and the junta, this Rada, the nazis and the Russophobes are running Kiev, Minsk 2 will be the Pendulum and they are in the Pit.
If more war is necessary, Kiev will lose more. It’s that simple.

As you say, the viceroys have painted themselves into a fine corner. Codify into law your more-than-humbling battlefield losses, and have the glass house come shattering down from the inside. Or publicly defy your benefactors, and have it smashed from without.
Time has always been on the side of Novorussia and the decision to up the ante and very publicly pull 100mm weapons was sage. Not only do you ratchet up pressure diplomatically but also bait Kiev into another costly and predictably cauldron.
The US will continue to provide diplomatic and media backing until Parashenko and co are boarding their flight to political asylum in London or Brooklyn. A sane person would use that to their advantage. Kiev at this point can’t even muster that.

My suspicion is this right sektor/nazi “renounce Minsk 2 and invade the east” rebellion in the Ukraine is lead by the same ZPC/NWO factions who want to continue to use the Ukraine as part of their war against Russia. When news came out that US military trainers were mainly training nazi Ukrainian troops, not the regular Ukrainian military troops, it confirmed my suspicions that these nazis are the core of the ZPC/NWO occupation, the porkshank proxies just mainly for providing a less repulsive face to the ZPC/NWO war strategy.

The odds are reasonable that we will be having the same discussion six or twelve months from now. Kiev is held together by American money and techniques, and the public will come to hate their regime, and long for the good old days of “pro-Russian” Yanukovich.
The problem is that the US military will be entrenched in Odessa and Lvov, and the privatization regime will mean that Ukrainian oligarchs get replaced by Western corporations. At some point, Russia may be willing to split the country, but the trouble is that the US will want to keep Odessa, and it is unclear whether Russia owning Kiev is going to be without lots of problems. Ownership is 90% of the law is the old saying, and the US is going to own a lot of the Western half of the country.
The point is, who owns kiev owes the country’s debt. That is why Russia never invaded too.

Frankly, to me it seems like a concerted attack, mounted especially against the English language sites. Even though such attacks can easily masquerade as “technical issues”. I wish Fort Russ put up some updates about these attacks.
