Letter published first in the german newspaper DIE ZEIT on December 5th, 2014
Nobody wants war. But North America, the European Union and Russia are inevitably drifting towards war if they do not finally halt the disastrous spiral of threat and counter-threat. All Europeans, Russia included, jointly hold responsibility for peace and security. Only those who do not lose sight of this goal are avoiding irrational turns.
The Ukraine-conflict shows that the addiction to power and domination has not been overcome. 1990 at the end of the Cold War, we were all hoping for that. But the successes of the policy of detente and the peaceful revolutions have made us sleepy and careless, in the East and the West alike. For US-Americans, Europeans and Russians the guiding principle to banish war permanently from their relations has been lost. Otherwise, the for Russia threatening expansion of the West to the East, without simultaneously deepening cooperation with Moscow, as well as the illegal annexation of the Crimea by Putin, can not be explained.
In this moment of great danger for the continent, Germany has a special responsibility for the maintenance of peace. Without the will for reconciliation from the Russia people, without the foresight of Mikhail Gorbachev, without the support of our Western allies and without the prudent action by the then Federal Government, the division of Europe would not have been overcome. To allow German unification to peacefully evolve was a great gesture, shaped by reason from the victorious powers. It was a decision of historic proportions.
From overcoming the division in Europe a solid European peace and security order from Vancouver to Vladivostok should have developed, as it had been agreed to by all 35 Heads of State and Government of the CSCE Member States in November 1990 in the “Charter of Paris for a New Europe”. On the basis of agreed established principles and through first concrete measures a “Common European Home” was supposed to be established, in which all the States concerned should have equal security. This post-war policy goal has to this day not been redeemed. The people of Europe have to live again in fear.
We, the undersigned, appeal to the federal government of Germany to assume their responsibility for peace in Europe. We need a new policy of détente in Europe. This is only possible on the basis of equal security for all with equal and mutually respected partners. The German government is not following a “unique German path”, if they continue to call, in this stalemated situation, for calm and dialogue with Russia. The Russians’ security requirements are as legitimate and just as important as those of the Germans, the Poles, the Baltic States and Ukraine..
We should not look to push Russia out of Europe. That would be unhistorical, unreasonable and dangerous for peace. Ever since the Congress of Vienna in 1814 Russia has been recognized as one of the global players in Europe. All who have tried to violently change that have failed bloody – the last time it was the megalomaniac Hitler’s Germany that set about a murderous campaign to conquer Russia in 1941.
We call upon the Members of the German Bundestag, delegated by the people to deal appropriately with the seriousness of the situation, to attentively preside over the peace obligation of their government. He, who props up a bogeyman ascribing blame to one side alone, exacerbates tensions at a time when the signals should call for de-escalation. Inclusion instead of exclusion should be the leitmotif for German politicians.
We appeal to the media to comply with their obligations for nonbiased reporting, more convincingly, than they have thus done. Editorialists and commentators demonize whole nations, without crediting their history. Every able foreign policy journalist will understand the fear of the Russians, since NATO members in 2008, invited Georgia and Ukraine to become members of the alliance. It’s not about Putin. State leaders come and go. What is at stake is Europe. It’s about taking away the people’s fear of war. Towards this purpose, a responsible media coverage based on solid research can help a lot.
On October 3, 1990, on the Day to Commemorate German Reunification, German President Richard von Weizsäcker said: “The Cold War is overcome; freedom and democracy will soon be put in place in all countries … Now they can conduct their relationships within a compact and secure institutional framework, from which a common life and peace order can arise. For the people of Europe a completely new chapter in their history begins. The goal is a Pan-European project. This is a huge challenge. We can archive it, but we can also fail. We face the clear alternative to unite Europe, or in line with painful historical examples, to fall back again into nationalist conflicts in Europe. “
Until the Ukraine conflict we thought we here in Europe were on the right track. Today, a quarter of a century later, Richard von Weizsäcker’s words are more relevant than ever.

Sadly this ‘open letter’,which has indeed been signed by a number of very important germans, has been more or less ignored by the german media.
A few papers at least managed to ‘comment’ on it and all comments have been as negative as can be. Some journalists went so far as to call the signatories cowards and traitors.
Merkel’s reaction was one of anger. She vowed not to be ‘led astray’ from her path of punishing putin.
Out of curiosity, how many prominent German media entities are pro-Russian or at least make sure to give the Russian view? Are there any?

“German unification”
In private the “unification” of Germany was hindered by both the Bush (Senior) and Thatcher administrations.
As for Lithuania their “independence” was similarly opposed.
“History” is often the “authoritisation” of a useful narrative, which these “prominentes” are questioning.
Any media action will afford opportunities at some juncture.
The petition was largely ignored by the mainszream media except the Zeit who published it and the Welt which ridiculed it. I signed a public version today. For anyone interested in balanced information (not the Russian view but not at all hostile), I recommend the facebook profile of the Austrian Christian Wehrschuetz.

I do it too.
As Saker remarked the other day, RT could become a much better, even more informative TV channel.
It might sound ridiculous but they should hire an American professional with (maybe) russian roots to improve a lot.

In Germany there are very few media entities which give the Russian view and most of the times it’s a mixture with 80% negative and 15% somewhat neutral and maybe 5% showing some kind of understanding. There are NEVER good news about Russia. The Russian view is only allowed in satirical shows (like Neues aus der Anstalt, e.g. https://www.youtube.com/watch?v=xi25_GbrBvQ). The exception was the interview with Putin which was recenty aired at prime time and sometimes you find newspaper articles which are OK but usually not on the front page but hidden somewhere.

I am of the opinion, that Mr. Putin – Russia had signed (prolonged) an already existing contract for the basement of their fleet in Sevastopol – with a former ukr government. part of that fleet are probably atomic submarines, had to fear that the russ. fleet would end up in US hands!
After the US led Kiew putch, Russia had to fear too that the contract might be broken and that fascists would quickly move into Crimea.
On top if it, there was a referendum held in 1992 by Crimeans, turning out greatly in favor for self rule/more independence from Kiew gov. That referendum was ignored by all players!
Is it FAIR to let Scots hold a referendum – probably soon the Catalans – and promise to accept the outcome but Crimeans NOT?

Exactly….it was ok that Germany was re-unified in 1990…but how can we talk of 1990 being a year we looked to secure a stable free Europe when the plan to break up Yugoslavia was just begun. After 1990, turmoil in Europe did not start in Ukraine in 2013 but in Yugoslavia…and further still tje breaking off of Kosovo, a sovereign part of Serbia. There are double standards in the world, especially when it comes to Europe. Western Europe, you created the precedent with Kosovo, now don’t go winging when other parts of Europe want independance just because it is not un your interest. The Orthodox Slav world has always been targeted.

British billionaire Richard Branson tries to deny his participation in the plot against Zimbabwean leader Robert Mugabe. Reportedly, Branson played the leading role in the plot.
The attempt was made in 2007. However, the information about it appeared just a while ago: the news leaked from the US Embassy in Pretoria, the capital of South Africa. Foreign journalists have thus concluded that Branson was trying to topple the “Zimbabwean tyrant” with the help of $10 million. I am not sure of it. I believe that it was written in a certain good intent.
There seems to be a huge problem here in Germany: lack of deeper knowledge even amongst people who see themselves as ,elite’. In such a case it is often better to keep quiet.
You might be correct: , they’ might have bagged Merkel and the not so sovereign (?) Germany might be to part of the evil ,deal’. This would be an outright frightening outlook for most unsuspecting Germans.
My hope is that the French and Italians might make a difference in 2015.

I can only second the answers of the other commenters. I’ve tried to follow German news for some years (mainly economic news like Wirtschaftswoche, Focus, Handelsblatt) and of course Spiegel. But I’ve given up on all of them – except for Handelsblatt which (very rarely) carries a honest article and deutsche-wirtschafts-nachrichten which reflects the views of industry and is generally honest (but it gets updated only infrequently).
Yes, Penelope, and Mr. Engdahl lives near Frankfurt and only those Geemans who are really interested in geopolitics read his articles on globalresearch and his books. A shame really.
He is an excellent author with a very clear view.

So, according the the responses, there is not much pro-Russian media in Germany and probably Austria and Switzerland as well. With all the emphasis Russia has put on winning friends in Europe in general and Germany in particular, one has to question their approach – just as one has to question their approach in the Ukraine and other ex-Soviet states.
Doesn’t the Kremlin get it that it isn’t enough to cut some deals with local oligarchs? Especially if those oligarchs have their money in Western banks and rely on Western banks for working capital to keep their companies running.

Kosovo keeps turning up in Putin’s comments on Crimea, and I was hearing this as “you’re another” for a while, but looking at a complete argument, it’s more than that. He’s saying that international law, like all law, is subject to precedents and prior interpretations, and the decision of the International Court of Justice on the unilateral declaration of independence by Kosovo is the current state of the law.
The Ukrainian Constitution provides that a referendum on independence must be approved by the central government. So did the Serbian Constitution.
The Court found that the principle of self-determination was a fundamental principle of international law for which there may be no grounds for exception. State legislation or even state constitutions cannot trump a fundamental principle of international law. In other words, the Ukrainian constitutional provision forbidding unilateral referenda was illegal, not the referendum.
(BTW, if anybody is arguing this, the 97% figure is amply confirmed. A consortium of the western press, which included the Washington Post, was polling extensively leading up to the refendum, and its final poll ending two days before the election found 95% in favor of secession. So did the exit polls.)
The referendum was legal, the secession from Ukraine was legal, and the accession to Russia was legal.

In any such statements from Germany watch out for the mandatory confession of »German guilt« (cf »megalomaniac Hitler’s Germany«) accompanying any criticism of the Western Powers.

Indulge me in a simple exercise of logic. If constitution says that no secession is possible or it is possible only if certain criteria are met. How is it legally binding any document signed internationally that contradicts the constitution? It may be if you lost your sovereignty, otherwise it is just plain treason.
But enough on the technicalities of the legal side. We are in the state of war. Not in peace. Different rules apply now. Empire is in a state of war a long time. The rest,downtrodden, are taking arms and the Empire do not like it. So,now it is not legal to defend yourself.
