How does leaving the Treaty help the US deal with China? It doesn’t.
The US strategy should have been to get China into the Treaty.

Sometime in the next 5-10 years they will have a hypersonic weapon.

The Hegemony foisted on the world since the fall of the USSR is now faced with a new security reality.
Russia and China are capable of destroying all of the US military might in a cataclysmic end to humanity as we know it. The US is powerless to stop its utter destruction. It can only retaliate. It’s weapons will do that task, but no one will know about it. Humanity will be erased from Earth.
Accepting this vulnerability will take some years. Especially, the US will never negotiate from a position of weakness which now exists.
Fortunately, rational minds exist in Moscow and Beijing.

Given the Elites of the West are in unanimous agreement that Russia is a target they must destroy, somehow, sometime, nothing will change soon, even if the Trump or the next or the next administration wants to establish some Detente. Even if hegemony slips back to mere superpower conflict of interests, Russia will always be the primary target for the ultimate weapons of the US and its vassals.
