There is so much info (good and bad) about the Putin Xi summit that I decided to create this informational thread.
Please try to prioritize sharing factual information and please refrain from
1) offering opinions (it is too early to analyze anything) and
2) making predictions (it is too early to predict anything).
Thank you

TASS has compiled the key points of the statement:
Relations between Moscow and Beijing:
Russian-Chinese relations of a new type surpass the military-political alliances of the Cold War: “Friendship between the two countries has no borders, there are no restricted areas in cooperation, strengthening of bilateral strategic cooperation is not directed against third countries, is not affected by the changing international environment and situational changes in third countries.”
Moscow notes the positive significance of the Chinese concept of a “community of one destiny for humanity”, while Beijing notes the positive role of Russian efforts to create a fair multipolar system of international relations.
Russia and China intend to step up the integration of the development plans of the Eurasian Economic Union and the Belt and Road initiative, and will strengthen cooperation within multilateral mechanisms, including the UN.
Moscow and Beijing will step up cooperation in the development and production of vaccines and medicines against coronavirus. They oppose the politicization of the problem of the origin of a new infection – it “lies in the scientific plane”.
The parties intend to firmly defend the inviolability of the results of the Second World War and the existing post-war world order, and to resist attempts to distort and falsify its history.
USA and NATO:
Russia and China oppose further expansion of NATO and call on the alliance to abandon Cold War approaches. Beijing “understands and supports” Russian proposals for the formation of long-term security guarantees in Europe.
They oppose the formation of” closed bloc structures and opposing camps “in the Asia-Pacific region and” remain highly vigilant about the negative impact on peace and stability ” of the Indo-Pacific strategy of the United States. In particular, both sides are seriously concerned about the creation of the AUKUS partnership between the US, UK and Australia.
Moscow and Beijing are calling on Washington to abandon plans to deploy ground-based intermediate-range and shorter-range missiles in Europe and the Asia-Pacific region and will strengthen coordination on this issue.
The parties also condemn the withdrawal of the United States from a number of international treaties: “The US denunciation of a number of important international agreements in the field of arms control has a very negative impact on international and regional security and stability.”
International Relations:
Moscow and Beijing are deeply concerned about the challenges to international security and are confident that no State can and should ensure its security at the expense of others.
They confirm their “firm mutual support” in protecting their fundamental interests, State sovereignty and territorial integrity. Moscow adheres to the “one China” principle and opposes Taiwan’s independence “in any form whatsoever.”
Russia and China intend to resist the interference of external forces in the internal affairs of sovereign countries “under any pretext whatsoever,” oppose the so-called color revolutions and will increase cooperation in this area.
All nuclear powers should ” abandon the cold war mentality and zero-sum games, reduce the role of nuclear weapons in their policies , withdraw their nuclear weapons deployed abroad, and exclude the unlimited development of global missile defense.”
Moscow and Beijing oppose attempts to turn outer space into an “arena of armed confrontation” and call for negotiations to conclude a multilateral treaty on preventing the deployment of weapons in outer space to be launched as soon as possible. The obligations of countries not to place it first “should supplement, but not replace” the legally binding agreement.
Russia and China advocate a multilateral trading system based on the central role of the World Trade Organization and oppose protectionism. They also oppose the creation of new barriers to international trade under the pretext of combating climate change.
Principles of Democracy:
Moscow and Beijing agree that democracy is not a “privilege of individual states”: “Democracy is not built on stencils. Depending on the socio-political structure, history, traditions and cultural characteristics of a particular state, its people have the right to choose such forms and methods of implementing democracy that correspond to the specifics of this state. Only its people have the right to judge whether a State is democratic.”
“Attempts by individual States to impose’ democratic standards ‘ on other countries are in fact an example of trampling on democracy and deviating from its spirit and true values.” The protection of democracy and human rights should not be used as a tool to put pressure on other countries and interfere in their internal affairs.
All States should follow basic principles in the field of human rights, but ” due to national specifics it is necessary to correlate the universality of human rights with the actual situation in a particular country.”
Russia and China stand for equal rights to manage the Internet and consider unacceptable any attempts to limit their sovereign right to regulate and ensure the security of its national segments.
Here’s a report from CGTN online:

You can see that the Chinese and Russian line are tightly parallel.

16 intergovernmental, interdepartmental and commercial documents approved. These people worked their fingers to the bone and this is neither analysis nor predictive. It is just a fact.
https://tass.com/politics/1398249
MOSCOW, February 4. /TASS/. A package of 16 intergovernmental, interdepartmental and commercial documents was approved as part of the visit of Russian President Vladimir Putin to China. The list of documents was posted on the Kremlin’s website on Friday.
In section III of the joint declaration:
“Russia and China aim to comprehensively strengthen the Shanghai Cooperation Organization (SCO) and further enhance its role in shaping a polycentric world order based on the universally recognized principles of international law, multilateralism, equal, joint, indivisible, comprehensive and sustainable security.”
No further information beyond that and I won’t analyse or speculate.
I surmise that there is no chance of Shanghaing / Assanging Roger Wicker to Beijing to for his ethic hatred of Snow Niggers. Stooping to the level of the West is something they would be well within their rights to do, having earned it in the form of a principle and interest sort of thing to use F.I.RE sector corporatist terminology the West understands.

Here is the joint statement.
It *names* the US and its alliances and hegemonic strategies as a major source of global disorder.
http://en.kremlin.ru/supplement/5770
It is a declaration of multipolarity *in the present*.
It underlines sovereignty, cooperation, law and peaceful coexistence.
It denounces unilateralism and hegemony, color revolutions and one-sided views of democracy.
It names specific projects of cooperation, from BRICs to ASEAN to Belt and Road.
It supports Russia’s proposals for peace and equal security in Europe and it supports One China.
History will record the Beijing Olympics as a turning point in World History. Personally, I would call it the end of the age of colonialism.
It seems now the the “not-ultimatums” were but a prelude to the symphony marking the beginning of the Beijing Olympics

Just the minimum obvious of what was to be expected. The coming “not or elses” being far more difficult to predict, esp at this stage. Lots of possibilities, especially if incremental approaches are taken.

This article I found interesting. Also the second part with Ukraine requesting Iron Dome, the irony and hypocrisy. A country that reveres Bandera. If Israel entertains this, it shows geopolitical considerations trump those of their own holocaust.
I forgot to add this by our ‘wonderful friend’, Erdogan:
https://www.rt.com/russia/548343-erdogan-west-ukraine-tensions/
https://www.rt.com/news/548388-us-russia-china-psaki/
This was just added.
So Russia and China will now conduct trade in Euros instead of USD. That seems… weird? Why not go to their own currencies? What’s the play here? It’s not like the EU is an independent entity.

“We have disagreements over the agrarian issue,” Irina quotes a famous phrase by a Russian Civil War general. “They want to bury us in this land and we don’t want them to walk on our land. It’s just that this land is ours. I was born and raised here. This means that the only possible scenario is war. Besides, we know from history that there have been no examples of a conflict being successfully resolved through a peaceful settlement, it’s always just mediation. And this policy is only effective temporarily, until it all explodes once again.”
While the interlude plays out in Beijing,RT has reports from the eye of the storm,Donbass. Reports about the thinking of average people suffering in the war-zone:
‘Without Russia, we won’t stop a full-on Ukrainian offensive’: What people in Donbass say about the ongoing military crisis
https://www.rt.com/russia/548202-donbass-residents-ukrainian-crisis/
I was frankly shocked that there were no new initiatives or agreements announced at all, and the agreement basically boiled down to “I agree with you, you agree with me, let’s all be one big family”, or to put it another way, a Best Friend Forever party.
I have been a “pessimist” about the likelihood of a large Russian move coming soon, but even I expected more from Friday’s meeting in Beijing, like a concrete announcement/surprise on the Chinese-Russian alternative to SWIFT at least.

In regard to Security:
Russia and the West will continue consultations on security guarantees in the near future, a Russian Foreign Ministry source told TASS.”The series of contacts will continue in the near future,” the source said, adding that “no specific agreements on the dates and level” of consultations had been made yet. According to him, Moscow is disappointed by Western partners’ failure to move forward “to meet Russia halfway” in terms of security.

I stressed this point under the post with the full text, but to me it is quite important, it is a direct accusation against US bio-weapon activities in his labs all across he world, kind of “we know what you are doing and we don’t like”:
“The sides emphasize that domestic and foreign bioweapons activities by the United States and its allies raise serious concerns and questions for the international community regarding their compliance with the BWC. The sides share the view that such activities pose a serious threat to the national security of the Russian Federation and China and are detrimental to the security of the respective regions”

Oh heavens. All the newbies here. A thread like this is here for adding real hard information. Not the icecream opinions that are churning in your head.
It is too early to analyze and too early to even predict anything.
In addition, I don’t see many that have already read that long statement and even less come to terms with it and understand it.
So, get with factual issues, please. If you do not have fact to report that may have relevance, you do not belong here.
Yes, these folks really piss me off. I was quite clear about what I created here, yet they totally ignore that.
If they can’t even understand that,
How could they understand anything about international relations??

I found some new remarks by Sergey Lavrov:
https://mid.ru/en/foreign_policy/news/1797022/
the above link includes ….
“Question: The whole world is closely following these talks. Should we expect any surprises regarding agreements between Russia and China? Will they be followed by something that will perplex the West?
Sergey Lavrov: It is not for me to guess what might perplex our Western colleagues in current conditions… They do things for a reason or for no reason (mostly for no reason) or for reasons that they themselves invent. I read statements on the internet by the US Department of State to the effect that Russia is preparing fake videos allegedly depicting an attack against Donbass by the Ukrainian military. The lunacy of such allegations (and there are more and more of them every day) is obvious to any more or less experienced political scientist.”

“…Five people are travelling with Putin – Lavrov, Energy Minister Nikolai Shulginov, Deputy Prime Minister Dmitry Chernyshenko, CEO of Rosneft energy firm Igor Sechin and presidential aide Yury Ushakov…”

Shoigu stayed home, someone got to hold down the fort.
Besides, Putin-Xi meeting, as the joint statement indicates, will be focused on mutual geopolitical concerns.
————-
“…Danil Bochkov, from the Russian International Affairs Council, said that while the statement did not include a breakthrough in military ties, it did underline growing trust on mutual interests.
“All the security-related statements mentioned in the communique signal that Russia-China entente grows more trustworthy and is becoming very integrated, since both states recognise and endorse mutual interests in a very outspoken way – something that hasn’t been seen before,” Bochkov said.
He added that the two countries would probably develop a very flexible and agile structure of cooperation, including militarily, but free of any mutual obligations.
The agreements on energy and agricultural purchases were also more than a superficial show of mutual support, but a testimony to the growing “energy alliance” between the two, he said.
“It becomes especially pertinent amid the challenges faced by Russia in the European energy market. Moscow plays a long-term game here anticipating more tensions with the West and hedging the unwelcoming risks,” he said…”

Gasprom announced that ex-chancellor Gerard Schroeder has been nominated to join the board of directors.
Since the official statement has obviously been released, I went to Mickey Mouse News in America (Disney-ABC) to see how they were covering this statement. At this time, they are not.
I saw a 2 min video titled “Putin meets with Chinese President as Ukraine tensions rise”.
And there is a propaganda piece about “Independent investigators tracking Russia’s military build-up”
But, as of this time, Mickey Mouse News is not reporting on the results of this summit.
I also went over to Bugs Bunny News (Warner-CNN) to see their coverage. They are also not covering this statement. The closest they come is reporting on the AP reporter who requested evidence in a briefing, citing the Saddam WMD’s fiasco as reason why evidence is needed. Bugs presents this as a ‘heated exchange’, but beyond that appears to have no mention of this important summit even taking place.
Oh, wait a minute. I found some coverage from Bugs. It is buried in the ‘sports’ news related to the Olympics. “Putin and Xi call for halt to NATO expansion during Beijing Olympics.”
No links provided, I’m sure any can find these if one is interested in the latest propaganda. Just the titles show the tilt to the pieces.
I went to major/establishment online news sites over the world. MSNBC and CNN have no coverage at all. NYTimes had an article entitled “The opening of the Winter Games gave Xi Jinping and Vladimir V. Putin a chance to cement their partnership against Western censure.” Behind pay wall. No Asian online sites mentioned the meeting. When the meeting was mentioned it was along the lines of NYTimes: Xi and Putin yell at NATO. Not one outlet had the meeting anything like a lead story. About the only outlet that seemed to take the meeting seriously was the Washington Post with this lead: ” Putin and Xi, united at Olympics, air shared grievances against absent U.S. amid Ukraine standoff What is — and isn’t — in the joint statement by Putin and Xi”. But the article is behind a pay wall.
Basically the establishment news outlets everywhere seemed to either ignore or focus on NATO statement. I know that a big energy deal was signed, but nada about that. Sorry no news to report as articles behind paywalls or just focus on NATO issue.
Info from Germany: The German foreign ministry reported shortly after the Sino-Russian Announcement today, that it will consider China as “Systemic Adversary”.
So basically the Green Party with foreign minister Baerbock went nuts before the SPD, the party of chancellor Scholz could react.

Russia, China Agree 30-Year Gas Deal Via New Pipeline, to Settle in Euros.

1. Construction of the Power of Siberia-3 gas pipeline (Far East route from the fields of the Sakhalin-3 project on the shelf of Sakhalin Island) with a capacity of 10 billion m3/year of gas.
2. How do you know that payments will be made in euros? )))
Share a link to the source – and laugh, along with Miller, Putin and Xi.
Since 2019, payment has been made in the national currencies of Russia and China.
PS It is possible that a meager amount of 10 billion cubic meters of gas per year will be paid for by the euro, but what’s the point? But I don’t see the point in that, for anyone.
There are online rumors about US troops being flown to Kiev:
Several USAF E8 Joint STARS have taken off from Ramstein, Germany and are heading to Ukraine while refueling in Poland. These are ground surveillance aircraft, but apparently it is highly unusual for them to be flying at night, they flew always during day except for tonight. It is possible the planes are being spoofed to make them look like ground surveillance aircraft but are instead flying US troops to Kiev.
It is a fact that the train connecting southern China to the capital of Laos is up and running. That’s the hard part – the mountains of Laos.
It is a fact that the rail, road and pipe lines connecting Eurasia continue to expand.
It is a fact that the CSTO recently snuffed out an attempted color revolution in Kazakhstan.
It is a fact that Erdogan on his return from a meeting in Kiev suggested that the answer to the problems in Ukraine might well lie in the Minsk Agreement.
It is a fact that the Northern Sea Route across the top of Russia is gaining traction and usage.
It is a fact that Hungary, Germany and France have booked into Moscow to discuss Europe’s future.
It is a fact that all of the above makes me optimistic that a peacefully integrated world is a real possibility.
It I may be allowed to add to the above, I feel three more facts deserve inclusion.
1) It is a fact that India, Pakistan and Iran are now full members of the SCO.
2) It is a fact that Syria has signed onto China’s BRI.
3) It is a fact that patience is a virtue.

We’re seeing the atrocious and sick western (Anglo-Saxon) reporting on the Olympics. It is wall to wall, from NBC that is spouting China Bad rhetoric all hours long, to Fox news reporting on China pulling journos out of frame. Well, that guy, he was in the wrong place. It is highly choreographed and you better be in the right place if you want to report. Anyone that paid attention today, understands that many Chinese groupings were asked to move for one reason or another. One that I saw was that people were asked to move because they were gathering on a road that was for the use of officials to the Olympics only.

Fact (according to news links listed in these comments) – the 38th meeting between Xi and Putin.
According to this site, US is sending F-18 fighters to Ukraine…

In China, via the popular Douxing platform (the export version is Tiktoc used by Westerners), if full of videos of Russians speaking Chinese and embracing the unity of Russia and China. As well as videos of both Putin and Xi Peng doing various things. All played with rousing and up-beat popular music.
I have noticed an upswing in videos out of Russia to include these frightenly cold swimming adventures, very cool Russian military might, wonderful sauna scenes, and warm fun local food, dancing and singing. They all make me yearn to visit Russia and share some fine local beverages, and taste the fine delicious food.
I know that many of the videos are by individuals, but it’s not unreasonable to assume that the feeds can have a sprinkling of pro-unity videos. Is it “soft power” or something else?
What I can positively say is that Russia seems so welcoming and much like China. In Russia, everyone drinks 53 degree vodka, and in China it’s 53 degree Baijiu (white wine). So Russia’s are made from potatoes, and China’s are made from rice. Both countries use alcohol to bond and generate friendships.
Both love good hearty delicious foods, and some of the foods seem to be nearly identical. Like Pelmeni, and ukha. And others, I have never tried, but I would really love to.
Personally, I really welcome the unity. China has much in common with Russia, far more (socially) than say the United States, or Britian.
China and Russia inked an enormous trade deal today (5FEB22), upping two-way trade by $60 Billion to $200 Billion this year. Russia will soon be opening three natural gas pipelines to China.
China needs energy security, and Russia needs the economic leverage. It is a win-win for both countries.
Chinese businesses are being threatened by the US government.
The US State Department’s Spokesperson, Ned Price, threatened Chinese businesses with economic punishment if they decide to work with Russia through any hypothetical sanctions imposed by Joe Biden. He warned that the US has “an array of tools” that can be used again foreign companies “doing their best to backfill US export control actions.”

Important section to note,
The sides reaffirm their belief that the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (BWC) is an essential pillar of international peace and security. Russia and China underscore their determination to preserve the credibility and effectiveness of the Convention.
The sides affirm the need to fully respect and further strengthen the BWC, including by institutionalizing it, strengthening its mechanisms, and adopting a legally binding Protocol to the Convention with an effective verification mechanism, as well as through regular consultation and cooperation in addressing any issues related to the implementation of the Convention.
The sides emphasize that domestic and foreign bioweapons activities by the United States and its allies raise serious concerns and questions for the international community regarding their compliance with the BWC. The sides share the view that such activities pose a serious threat to the national security of the Russian Federation and China and are detrimental to the security of the respective regions. The sides call on the U.S. and its allies to act in an open, transparent, and responsible manner by properly reporting on their military biological activities conducted overseas and on their national territory, and by supporting the resumption of negotiations on a legally binding BWC Protocol with an effective verification mechanism.
The sides, reaffirming their commitment to the goal of a world free of chemical weapons, call upon all parties to the Chemical Weapons Convention to work together to uphold its credibility and effectiveness. Russia and China are deeply concerned about the politicization of the Organization for the Prohibition of Chemical Weapons and call on all of its members to strengthen solidarity and cooperation and protect the tradition of consensual decision-making. Russia and China insist that the United States, as the sole State Party to the Convention that has not yet completed the process of eliminating chemical weapons, accelerate the elimination of its stockpiles of chemical weapons. The sides emphasize the importance of balancing the non-proliferation obligations of states with the interests of legitimate international cooperation in the use of advanced technology and related materials and equipment for peaceful purposes. The sides note the resolution entitled ”Promoting international Cooperation on Peaceful Uses in the Context of International Security“ adopted at the 76th session of the UN General Assembly on the initiative of China and co‑sponsored by Russia, and look forward to its consistent implementation in accordance with the goals set forth therein.
They called the USA out. This is nothing trivial.
@Rufus Arrr,
The section you quote is a summary/reaffirmation of an earlier, more detailed and formal Joint Statement issued by the Foreign Ministers of RF and PRC on October 7, 2021, titled: “Joint Statement by the Foreign Ministers of the People’s Republic of China and the Russia Federation on Strengthening the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction”.
The full text can be found at this link on the official PRC Foreign Ministry site, which contains all statements in reverse chronological order, scrolling/clicking to the page with the relevant date:
https://www.mfa.gov.cn/eng/zxxx_662805/index.html
Here are two key paragraphs from the 10/7/21 joint statement:
“In this context they emphasize that the United States’ and its allies’ overseas military biological activities (over 200 US biological laboratories are deployed outside its national territory, which function in opaque and non-transparent manner) cause serious concerns and questions among the international community over its compliance with the BWC. The two sides share the view that such activities pose serious risks for the national security of the Russian Federation and China, and are detrimental to the security of relevant regions.
The Russian Federation and China further note that the United States’ and its allies’ military biological activities on their national territory also cause serious compliance concerns.”

Interestingly, with respect to biological laboratories/research activities outside US borders, there were some reports (not fact-checked, as far as I know) about one or more in Kazakhstan that were visited and/or “secured” by RF and/or Kazakh military personnel.
The retired career Indian diplomat and former Ambassador, M.K. Bhadrakumar, in a January 9, 2022 post on his personal blog site, made mention of a “Pentagon-funded bio-lab near Almaty, Kazakhstan”, certain social media posts/speculation about the facility, and a Kazakh Ministry of Health disclaimer/correction (as reported by Tass), that the facility was being “protected”. The link to the post is below, and it’s interesting that none of the words in the URL itself refer to “labs”, “biological” etc., though the entire post is about military labs and biological research:
https://www.indianpunchline.com/kazakhstan-turns-into-graveyard-for-us-diplomacy/
Bhadrakumar is a seasoned foreign service veteran. An excerpt from his bio (on his blog) states:
“I was a career diplomat by profession. For someone growing up in the 1960s in a remote town at the southern tip of India, diplomacy was an improbable profession. My passion was for the world of literature, writing and politics – roughly in that order. While doing doctoral research on the works of Tennessee Williams, however, friends encouraged me to have a fling at the Civil Services Examination. As it turned out, before I could figure out the momentous import of what was unfolding, fate had pitchforked me into the top ranks of the merit list and ushered me into the Indian Foreign Service.
Roughly half of the 3 decades of my diplomatic career was devoted to assignments on the territories of the former Soviet Union and to Pakistan, Iran and Afghanistan. Other overseas postings included South Korea, Sri Lanka, Germany, and Turkey. I write mainly on Indian foreign policy and the affairs of the Middle East, Eurasia, Central Asia, South Asia and the Asia-Pacific.”
