Mr. President,
I thank you for presiding over today’s meeting. My thanks also go to Under-Secretary-General Rosemary DiCarlo, Special Representative of the OSCE Ambassador Mikko Kinnunen, and Chief Monitor of the OSCE Special Monitoring Mission in Ukraine Ambassador Yaşar Halit Çevik for the briefings. I also listened carefully to the remarks made by Ms. Tetiana Montian.
February 12 this year marked the seventh anniversary of the Minsk agreements. Consideration of the implementation of the Minsk agreements is the subject of this Council meeting. The Minsk agreements is recognized by all as a fundamental and binding political document for the settlement of the Ukraine issue, and was unanimously endorsed by Security Council Resolution 2202. Therefore, it deserves complete and effective implementation by all parties concerned. Regrettably, however, to date, the majority of the agreements’ provisions have yet to be truly implemented. New ceasefire violations have reportedly occurred on the lines of contact. China believes that the effort to resolve the Ukraine issue must after all go back to the starting point, that is, the implementation of the Minsk agreements. We hope that all parties concerned will take a constructive attitude, resolve through dialogue and consultation whatever differences that may arise in the implementation of the agreements, and draw up a roadmap and timetable to implement the Minsk agreements to the letter without delay, so as to pave the way for a political solution to the Ukraine crisis.
Mr. President,
As to the tensions on the eastern frontier of Ukraine, China believes that in the current context, all parties concerned should let reason prevail, adhere to the general direction of political solution, and refrain from any act that may provoke tensions or hype up the crisis. The parties should fully consider each other’s legitimate security concerns, and show mutual respect, and on such a basis, properly resolve their differences through equal-footed consultations. China supports all efforts conducive to easing the tensions, and notes the recent diplomatic engagement between the Russian Federation with France, Germany and other European countries at the leaders level. A negotiated, balanced, effective and sustainable European security mechanism will serve as a solid foundation for lasting peace and stability across Europe. We trust that European countries will take decisions with strategic autonomy in line with their own interests. In his most recent public statement, Secretary-General Guterres said there is no alternative to diplomacy and all issues, including the most intractable, can and must be addressed and resolved through diplomatic frameworks. We subscribe to the Secretary-General’s views and support his good offices aimed at reducing tensions.

Everything happens for a reason. NATO enlargement is an issue that cannot be overlooked when dealing with the current tensions related to the Ukraine. NATO’s continuous expansion in the wake of the Cold War runs counter to the trend of our times, that is to maintain common security. One country’s security cannot be at the expense of the security of others. By the same token, regional security should not rely on muscling up or even expanding military blocs. This applies as much to the European region as to other regions of the world. There is one country that refuses to renounce the Cold War mentality. It says one thing and does another, in order to seek absolute military superiority. It has been ganging up in the Asia Pacific region, creating trilateral and quadrilateral small cliques, and bent on provoking confrontation. What it is doing will only throw the Asia Pacific into division and turmoil, and seriously threaten the region’s peace and stability to the detriment of the countries in the region, while getting nothing for itself either. China urges the countries concerned to learn from history, subscribe to the notion of common, comprehensive, cooperative and sustainable security, adhere to the approach of enhancing mutual trust and settling disputes through dialogue and consultation, and do more to contribute to world peace and regional stability.

On the contrary, the Chinese Ambassador put the blame where it belonged:
NATO Imperial expansion threatening the whole globe with war or subjugation.
It has taken China a long journey to grow a set of balls. Finally, the geopolitical reality is upon them. They know the whirlwind is heading their way next, and they badly need Russia to withstand it.
Importantly, they are not just talking. They are acting. Look at the Ukraine Motor Sich deal and Lithuania-Taiwan business issues. China is throwing its weight around in the Baltic and Ukraine.
They long had an aversion to getting involved, but they must. Next will be Syria. They also will be involved in solutions in Lebanon. These are all coming onto the agenda for Beijing.
It will help them when the Hegemon begins its aggression in the Asia Pacific.

I think it is not a reflection of lack of courage (”balls”) but more of China’s historic tendency to mind its own business and to be patient. When the Chinese do get involved, they are tenacious and ferocious.
Speaking of patience, the Chinese tolerated the violent protests in Hong Kong for many months. Contrast that to the Canadian Government invoking martial law (The Emergencies Act) after a mere three weeks against peaceful protestors who want their constitutional freedoms restored.
Agreed, China is finally coming to the fore, now comes the time to put some tinder into the open fire, a military maneuver towards Taiwan would certainly make the West a bit nervous, even if only for show of forces…
I hope that brainwashed Americans do grasp the fact they are confronted not with one, but two opponents in harmonic alliance.
This is much worse than waging war on two fronts. Like they have any chance for winning either.

This strong language from Amb. Zhang Jun means China wants to present its own “proposals”.
The Chinese are facing military provocations in their own backyard with sanctions/ boycotts from the West. They are currently in the midst of hosting the Olympics…
The fact that they are speaking up on Ukraine indicates that the situation there is very acute.
I wish the Chinese would get involved in Syria because they have a Wahabi terror problem with some Uyghyrs,its thought there are five thousand with Isis in Syria and other head hacking groups.
To find the last time the Chinese involved themselves so directly and forcefully in European affairs, one might have to go as far back as the early 13th Century AD with the Mongol invasion of Europe en route to Vienna. Amazing…we truly do live in interesting times.
Whenever Russia or China are hosting Olympics or other major sporting events like the World Cup football the United States and/or Israel attempts to pull a coup or start a war somewhere to distract from the games on the one hand, and on the other hand to use the distraction of the games to divert attention from the war or coup.
Examples: the United States boycotted the 1980 Olympics in Russia on the pretext of the “Russian invasion“ of Afghanistan which in fact was a belated response to the US created and funded mujahadeen terrorism.
In 2008 while China was hosting the Summer Olympics United States pushed its puppet regime in Georgia into attacking South Ossetia. Thanks to a very timely and rapid Russian response that went nowhere.
In 2014 the United States staged the coup in Ukraine while Russia was hosting the winter Olympics.
In July 2014 Israel launched a huge assault on Gaza within hours of the MH 17 Malaysian airliner being shot down by Ukraine you’re a false flag attack. This meant the entire news cycle for the next month was dominated by the fake news of a Russian attack on the airliner instead of the Israeli attack on Gaza.
In 2017 or 18, I forget which and haven’t bothered looking it up, the UK created the Skirpal “ Novichuk” false flag as a pretext to kick hundreds of Russian diplomats out of embassies in the United States, Canada, and western Europe so they could not provide visas to people wishing to attend the World Cup football matches in Russia.
And now we come to the Beijing Olympics. With the attempted coup in Kazakhstan being quickly defeated the US, UK, Canada and NATO are attempting to start a war in Ukraine partially to distract from, and partially during the distraction of, the winter Olympics.
Partially the western elites are just malignantly evil to the core, and partially they desperately need to distract their own citizens from the enormous transfer of wealth from working people to the already ultra rich under the guise of the COVID-19 pandemic. A nice little war will provide the pretext for pumping trillions more dollars into NATO and the American military/industrial complex, particularly by insisting all NATO members purchase absurdly over priced F-35 stealth bombers to position all around Russia and China’s borders.
