It is a recognition of the American “modus operandi”. USA will attack only already disarmed adversaries. It was indeed how the Romans finally destroyed Chartage. First they disarmed Carthage, then imposed conditions impossible to be respected, then launched a series of provocations forcing the Carthaginians to elude some of these conditions, which were interpreted as a breach of the treaty and justifying the attack of the Romans.
