Check out this footage from Ruptly:
What is interesting here is that besides the famous S-400 ‘Triumf’ system this video also shows footage of the point air defense system Pantsir and that the title identifies this as the Pantsir-S2 version. This is important because the S2 variant is the most advanced version of this already formidable system.
You can think of the Pantsir as an “engagement cupola” with a 40km radius and a 15km height. Within this cupola literally *nothing* can escape the combined missile+30mm autocanon combination: aircraft, cruise missiles, helicopters, anti-radiation missiles, ballistic missiles, artillery shells, rockets – you name it: it all gets destroyed inside this cupola. Even “stealth” aircraft or UAV cannot escape the multiple-band target acquisition and tracking system of the Pantsir. Even high velocity targets flying at over 3600km/h have been shot down by the Pantsir!
The S2 version deployed in Hmeymim is the very latest one, it was only deployed in the Russian military last year, and its characteristics are still secret but the new version has been reported to have “absolutely superior” technical characteristics compared to the existing system.
As for the S-400, much has been written about it and I won’t repeat it all here. Let’s just say that its detection range reaches as far as 600km and that its “engagement cupola” has a 400km radius and a 56km height.
In fact, the S-400+Pantsir-S2 combo is what currently protects the city of Moscow! In other words, the Russians have really deployed in Syria the most formidable air defense capabilities on the planet.
And then, just to make sure all that all her bases are covered, Russia has also deployed her most advanced aircraft, the SU-35S, to Hmeymim. It is hard to avoid hyperbole in regards to this aircraft, so I won’t even bother trying. I will just simply say that no aircraft in the West, or anywhere else in the world for that matter, comes even close in terms of capabilities. None. Not even the US F-22 (which, while excellent in its own role, is much more limited in its capabilities). Here is a video which illustrates just one aspect of this, the “supermaneuverability” of the SU-35S but please keep in mind that while this shows an amazing control of the aircraft in low-speed situation, real air-to-air combat happens in a very different engagement envelope. Still check out this video just for a sense of the amazing aerodynamic capabilities of this *heavy* (18,400 kg empty) aircraft:
For the “under the hood” specs of the SU-35S please see here. The bottom line is this: both in terms of power (engine power, range and radar power) and firepower (quantity and quality of weapons) the SU-35S is currently the most advanced military aircraft on the planet.
It is unclear to me what the exact number and type of Russian aircraft in Hmeymim are (the Russians have a tendency to announce these figures only *after* their aircraft are already deployed), but the figures are probably low. We know that 3 types of aircraft have solid and superb air-to-air capabilities: the SU-34 (probably 8 units, solid air-to-air capabilities), the SU-30S (probably 4 units, superb air-to-air capabilities) and the SU-35S (probably 4 units, superb air-to-air capabilities). If these figures are correct, then the following is clear: Russia is not preparing to fight a full-scale US/NATO invasion of Syria (there is no need for that anyway) but she wants to make darn sure that the Turks don’t try something stupid/crazy yet again (there might be a dire need for that very soon).
It is hard to know what the Russians know, but, if I may use that analogy, when you see an animal take up a typical combat position you can assume that it has seen something which it is now reacting to. What is clear to me is that the Russians have recently dramatically increased their qualitative capabilities and if I combine this increase is capabilities with the kind of language I hear from Russian officials every day I can only conclude that this is in response to Turkey’s moves. I know, this is hardly earth shattering, and I am not claiming that I came up with something new or original here, all I am saying that what Russia does (deploying some extremely advanced systems) seems to corroborate what she says (that Turkey is up to no good and that the West might want to do something to stop this).
Should it come to a direct confrontation between Russia and Turkey, then the Turks would have a huge advantage in numbers, roughly 230 F-16C/D according to the 2013 IISS Military Balance, and while the F-16C/D is no match for the latest Russian Sukhois, it is a very solid performer, a highly cost-effective and capable (all-weather capability & beyond-visual-range) aircraft. The problem for Turkey is that engaging its air force is large numbers would be tantamount to an official declaration of war against Russia, not an “incident” as Turkey characterized the shooting down of the Russian Su-24 bomber. Thus, if Erdogan plans some kind of “limited intervention” (i.e., and invasion of northern Syria) he can only allow some “incidents” to happen and not engage his full airpower. But any “incident”-size confrontation between the Turkish F-16s and Russian Sukhois protected by S-400s will result in Russian victories, that I have no doubt about. Hence the deterrence strategy chosen by the Russian might well be a very sound one, yet again achieving a lot with very limited numbers.
The Saker
They will need them
http://www.almasdarnews.com/article/moscow-suspects-turkey-will-invade-syria/
I only count 8 S-400 missiles. Assuming they (and the rest of the Russian base) weren’t simply taken out by near-shore sub-launched cruise missiles in the usual US pre-war sneak attack, they could at most account for 8 out of 230 Turkish F-16s, and/or US, British, or Saudi aircraft. That’s a pretty minor loss, insignificant if it achieves the objective.
However, any NATO attack would likely start with dozens or even hundreds of drones and cruise missiles to waste the handful of S-400s on shooting at unmanned aircraft.
NATO probably has around 500 or more fighters within range, not to mention the US long range bombers based in England, Germany, and Diego Garcia.
The tiny Russian contingent is doing an amazing job of assisting the SAA with so few aircraft, but they could’t withstand a serious Turkish/NATO attack. The depleted SAA couldn’t do anything about it either. Saudi Arabia and Israel would also likely get involved to tie down the SAA, especially now that Errordogan and Netanyahoo have kissed and made up.
In that contingency, Russia’s options are to do nothing, or retake Novorossia right through to Transnistria. Maybe over-run the three Neo-Nazi Baltic states while they are at it, rounding up the Baltic ethnic Nazi’s and dumping them in the the rump Ukraine where they can fester together in a Nazi love-in. Get rid of several thorns in their side, and get NATO far away from St. Petersburg.
One BIG ‘sneak’ Russian NEMP over the continental USA and western Europe would take care of responding to this sneak US sub attack. That combined with some state of the art Russian EW would change the picture quite a bit. Nobody in the west knows at what level Russia is prepared and quite probably aren’t very eager to find out…
The Russians have long made it clear that in the event their military or the Nation is overrun or facing defeat they won’t hesitate to use their entire Nuclear arsenal by way of a response.
They have had plenty of experience in dealing with military incursions from Western Armies and are unlikely to allow them to ‘get the drop on them’ again.
In the event of what you describe we would certainly see every mobile launcher east of the Urals unleash hundred of ‘Satan’ (Nato codename) ICBM’s which would be over the North Pole and falling across the United States in a matter of minutes.
Whatever the outcome for Russia and its people its a certainty that four fifths of the population of America would be eviscerated and it would cease to exist as a Nation State.
This is why Nato and America’s elites will never launch a sneak attack on Russia because they know the consequences.
The Russians are not stupid as there is obviously not enough resources to stop a full scale attack. This is a line in the sand stuff and I would hate to think how Russia would respond.
MOSCOW, February 4. /TASS/. The developments on the Turkish-Syrian border suggest Turkey’s intensive preparations for military invasion into Syria, Russian Defense Ministry spokesman Igor Konashenkov said on Thursday. ‘We have serious grounds to suspect Turkey of intensive preparations for military intrusion into the territory of the sovereign state — the Syrian Arab Republic. We are registering an increasing number of signs of the Turkish armed forces’ hidden preparations for active operations on the territory of Syria,” the Russian Defense Ministry spokesman told journalists. Russia’s Defense Ministry earlier provided convincing video evidence to the world public that Turkish self-propelled artillery systems were shelling Syrian populated areas in north Latakia. “We’re surprised that talkative representatives of the Pentagon and NATO and numerous so-called organizations for the protection of human rights in Syria have kept silent so far, despite our call for reacting to these actions,” the Russian Defense Ministry spokesman said. Russia’s Defense Ministry has intensified all kinds of reconnaissance in the Middle East, the spokesman said. “That is why, if someone in Ankara thinks that the cancellation of the Russian inspectors’ observance flight over Turkey will help conceal something, then this looks unprofessional,” Konashenkov said.

I just love that understated Russian sense of humour!
I think that might be more along the lines of sarcastic, and disgusted, disdainful, anger.
@JJ – “We’re surprised that talkative representatives of the Pentagon and NATO and numerous so-called organizations for the protection of human rights in Syria have kept silent so far, despite our call for reacting to these actions,”
Actually I am surprised that Russia stillnhas not wisened upto fact that saudis and Turkey are nothing but forward agents of Nato which is asking Turkey tp do this. In many occasions , President Putin has indicated that if Russian Military are confronted by superior conventional forces , nuclear weapons would be used .
It is a very fine line for would be invaders , if less that a full scale invasion , but big enough to overwhelm Russian militaries , tactical nuclear weapons wold l be used or Fuel bombs ( thermobaric ) . In fact I wonder if the Russian army will use to clear the Old city of Aleppo where the savages from ISIS are holed up .
Let’s not engage in hyperbole the su35 may well be the best heavy multi role 4gen aircraft. It also has a superb radar capable of tracking a 0.1m2 target at 95km Vs 5m2 85km for China.
However, its own radar signature is 5m2 a huge improvement from the 25 of the su30mki/s however a lot larger than the 1m2 for lca Tejas (lowest 4gen) & nowhere near the sub 0.2m of f35 22 or pak fa.
In real terms, if it has CCM missiles with ir tracking it can hit f22 at around 50-70km if it can detect it. Russia is quickly making stealth more of a small advantage than a game changer.
We should put things in context though for example I believe the s400 can only target the f22 at 80km or less vs 400 for the su30 & likely 250 for the su35.
Thing is, it’s a lot easier to improve radar capability than the stealth of an airframe that will remain in service for decades.
https://en.wikipedia.org/wiki/Digital_radio_frequency_memory
L265 Khibiny-M
BVR Radio Guided missiles will have a hard time with these. Remember all the kill scores commonly cited from the Gulf War and Kosovo conflict are against targets with no RWR, no jamming, barely functioning radar and barely trained pilots.
Also bare in mind that the AIM-120 has a kill probability of less than 60% against those non-maneuvering, unaware target aircraft – including a friendly fire.
“I believe the s400 can only target the f22 at 80km or less vs 400 for the su30 & likely 250 for the su35”.
How many F22s does Turkey have at the moment?
Turkey has zero F-22’s. The backbone of their airforce is 200 outdated F-16’s. To be fair they were “upgraded” recently by Lockheed Martin, but still far inferior in quality to SU-35 and SU-30.
Stealth is over rated, missiles are not.

That artillery barrage by Turkey across the border into those Syrian settlements was a test to see if Russia will do any damn thing about it.
The Russian Defense Ministry spokesman says Moscow has serious grounds to suspect Turkey of preparing for a military incursion into Syria.
“The Russian Defense Ministry registers a growing number of signs of hidden preparation of the Turkish Armed Forces for active actions on the territory of Syria,” Igor Konashenkov said on Thursday.

“That artillery barrage by Turkey across the border into those Syrian settlements was a test to see if Russia will do any damn thing about it”.
And Russia has responded appropriately by bringing the bombardment to the attention of the UN and the international community. That’s all, and quite right too.
The Russians will wait until Turkey has committed itself fully, and then let them have it. To find out what is waiting for them, they would have to launch ground forces across the border in divisional strength, and show clear intent to move well inside Syria and stay there.
You are so correct, the game is purely political. Whatever happens, the Russia has to look like it’s defending itself. Actually, I think, they will make it look like it’s the Syria is doing the defending of it’s territory. This way, nato’s howling dogs will be only lying.
Here is more or less confirmation to my comment:
http://www.fort-russ.com/2016/02/russia-is-preparing-syrian-army-to.html
I quote:
“… The source comments, “Russia has red lines that it will allow no one to cross, Russia is preparing a strong Syrian military unit that will serve to repel any Turkish ground incursions, Damascus has the right to defend its borders, and will not stay silent anymore to any aerial violations of Syrian sovereignty, and is preparing for any ground offensive by the Turks with aerial bombardment and ground shelling. Russia considers any plane not operating within the US-Russia coordination agreement to be a threat and will be shot down …”
The doors are closed to all who think they can just waltz in as they please.
Likely this model, in just surveillance data link mode is what’s being used over Yemen/S.A. border war there, too.

TEHRAN (FNA)- The Islamic Revolution Guards Corps (IRGC) said on Thursday that its Shahed
(Eye-Witness) 129 unmanned aerial vehicle (UAV) is providing combat support to the resistance front in the war on terrorism in Syria.
As reported by the Iranian state TV, the drone can fly as far as 2,000km to carry out any type of combat missions outside the national borders. The specifications referred to by the report mentions an effective operational radius of 1,700 km, datalink range of 200km, flight endurance of 24 hours, and a flight ceiling of 24,000 feet.
The IRGC launched the mass-production of the indigenously developed drone in September 2012.
Oh no! Again we’ll have dozens of web sites on various languages reporting of advanced Russian ‘SITREP’ technology. ;)
Like the last time SVP-24 was mentioned here….
I think it is 8 SU30’s.. 2 of them using a different color scheme and at least 7 SU35’s (Israeli sat image) so 1 might have been out on patrol and at least 9 MIG29’s were upgraded, not sure how many of those Syria really has….
Some weird boxes and stuff on old and new tanks.. T90’s with active and passive protection.. and except for that video of the T72 disabling the TOW missile nothing on them either..
Also what ever this contraception is..
FARA-1 spotted in Syria !! It’s a portable radar for infantry! Very useful, even more than thermal sights – it spots rats at 2-3 km range.
https://ru.wikipedia.org/wiki/Фара_(РЛС)
Seems like a lot of little things.. night equipment, uniforms, helmets, vests and guns.. TOS systems we learnt about already.. But except for some Wikipedia info on them, we know absolutely nothing about anything else.. So they have the Presidents system operating now.. Good for them.. what ever that is.. Some karuki juke boxes..
Where are they storing all these planes and helicopters? Must be like 60 planes and 30 helo’s by now maybe even more helo’s because they are like 4 or 6 on many other bases.. On top of the Awacs thas being tested in Syria and the planes bringing stuff all the time..
And Russia has changed the rules of engagement with Turkey. As well as throwing out the treaty Syria signed with turkey in 1998 to not approach within 15km of the Turkish border.. Saw the SAA right on the Syrian border looking across.. Maybe why turkey shelled a SAA position inside Syria killing 1 and injuring 15.
I understand there were at least 4 Su-27SM3’s deployed to Syria as well and I’ve heard there is now a full squadron of Su-34’s (12 planes). The Russian MoD announced it was sending eight Su-34’s to join the four that were already there after the Su-24 was ambushed and shot down by the Turks late last year. But its nearly impossible to get accurate info on the Russian ORBAT in Syria. There was a website that had a preliminary ORBAT dated from the opening stages of the Russian intervention in Syria, but for security reasons, the Russians are being pretty tight-lipped when it comes to OPSEC.
According to at least one source, the Syrian Arab Air Force has at least 9 MiG-29’s upgraded with AESA’s (probably Zhuk-AE) and the ability to use R-77’s.
The portable radar looks really cool. The US military has experimented on and off with similar radars since the 1960’s, be interesting to see how well this one works.
no shortage of choices of where to take off from, anyway.

Thanks for a great analysis. What are the political restraints on Russia if turkey truly does launch an imvasion? Can Russia target airbase inside Turkey? If not can it claim that the Syrian forces are actually doing the hitting?
That’s the problem as I see it. Unless Russia has a military alliance signed with Syria (and I haven’t heard about one). Then she can’t do anything legally if the Turks invade Syria (or if the US invaded also). That is the trouble of not having signed alliances. If she had an alliance other nations wouldn’t dare to intervene in Syria. Without it,Syria is at least “legally” on her own to fight Turkey. Now Assad “could” if Russia agreed, call on Russia for aid. And Russia then help. But that would have been totally avoided if Russia and Syria were allied in the first place.Turkey and NATO would know right from the start they would be at war with Russia if they invaded Syria. And they wouldn’t do it. As it is now, there is a strong possibility that they expect Russia will stand aside and let them do in Syria whatever they want to.And there is a strong possibility that they are right in that thinking. As long as they don’t actually attack Russians there they can claim Russia has no legal reason to interfere with whatever they do.Russia has built up their force in Syria as a buff to made the Turks and NATO think twice before invading Syria. But if the Turks and NATO realize the situation as I stated it,that bluff might not work.In which case Russia will either be forced to strike them,or stand aside and let Syria be destroyed.
@ Uncle Bob 1
So it seems it boils down to some game of “chicken”.
The analysis from 30 January “Syrian civil war: Could Turkey be gambling on an invasion?” ( http://www.independent.co.uk/news/world/middle-east/syrian-civil-war-could-turkey-be-gambling-on-an-invasion-a6844171.html ) coupled with yesterday’s “Turkey closed the sky to the Russian military inspectors” ( http://www.interfax.ru/world/493060 ) and other news, do not bode well at all.
Well the USSR has a military alliance with Syria.. Soviet pilots were fighting Israeli air force in the last war.. and I have not seen any indication that Russia has nullified that treaty of mutual assistance and friendship like Egypt did. Being the successor state their obligations get taken over.. and Russia can use it they want or not if they don’t want to get involved. But unless the turks can make a full fledged invasion and not just a recon force, the Syrians have the power to stop them. Fighting terrorists is vastly different than attacking an invading force. the most I see Turkey doing is go into Syria a few km and that would stop the kurds from doing anything but that force would have to put up with harassing attacks by the SAA. It would cause a ruckus but not a major battle. I don’t see what the turks hope to accomplish by this, not like they can call nato forces into it attacking another country and being attacked inside another country. Would be just like what Israel does in gaza.. It would slow down operations against terrorist supply lines to close off the border, but either way that would get done and the turks cant directly engage the SAA to stop that which would mean direct engagement where Syria can and will bring up their own heavy weapons. It would also bring in the UN where turkey wont have an excuse to protect their terrorists inside Syria.. What I mean is, the US wont be able to veto a Turkish incursion inside Syria as protecting the supply lines to IS as protecting any humanitarian corridors etc.. I see it as a bluff.. the turks would get suck in between the SAA and the YPG and take massive casualties.. If Turkish planes start CAS, they would lose a lot of planes as well.. I would all end up being a very costly for a county on the verge of being classified as a terrorist supporter. US wont be able to ignore it like they can do with oil smuggling.
And the battle plans does not seem to have changed from the reporters below….. YPG and SAA still moving closer to the border.. Some YPG units allied with Al Queda gets bombed by SyAF when they resist SAA advances.. But over all most YPG units are not confronting SAA moves.. RuAF also bombing any resistance against SAA advances So good bet Russian advisors are embedded with rear SAA units..

Turkey is no longer acting alone but highly unlikely 2plan an invasion to Syria. Russia would celebrate if the case. Breaking the siege of Nubbl and Zahraa is strategic but far from being the end of the war on Syria/n land. The war is still very long.

Agreed.

The invitation to set up a Consultation Centre in Amman and the fact that it was refused, and Shoigu made sure the world knows he has tried to discuss this with Carter – and Carter’s equally dramatised refusal to speak with Shoigu, added to Turkey’s refusal of the Open Sky inspection tour – and indeed the very proposal to make this tour at this particular time – all this goes to show that things are happening being the doors.
I add also the comment that all the military is sneaking into the Kremlin “en rasant les murs” for fear of EU scolding. “Please don’t tell anyone I’ve been to see you!”

On the reliability of American HW…
I think it’s a mistake to claim American avionics and electronics, at least, are unreliable and unsophisticated.
For instance, I work with a group who developed some avionics used on the F22. I can guarantee every solder joint was modeled, tested, and further modeled, and manufactured under high quality control, to guarantee it will out last it’s expected high-stress service life… in spades.
But that’s also why everything costs so much money. Because it’s actually built well.
i had read few years ago there were some problems with China manufactured semiconductors/IC’s meant for US defense. otherwise, US manufacturer are producing great products. but for different *philosophy* of use.
Ah yep that’s why they have to be housed in air conditioned hangers in Diego Garcia.. its like US military equipment is worse than your dog. You have to pamper it like hell and feed it kibitz all the time or it bites you.
That is the problem…

Things are getting rather interesting, a little snippet of information I just came across :
“Due to America’s ongoing war with every other nation and country on the planet, legislation has been introduced by Senator Ted Cruz of Texas and co-sponsored by Diane Feinstein of California that would reinstitute the draft on January 1, 2016. Although the bill is in its early stages, support for the bill is rapidly gaining traction and sponsors. The only difference from previous drafts is that the Selective Service System will begin on August 1, 2015 to require all men and women between the ages of 18-75 to register so that the draft can be reinstituted on January 1, 2016.
Although a public outcry is expected, this action is necessary to keep America safe from the terrorists that have gained a major foothold in the Middle East. Also Ukraine is in need of boots on the ground and as NATO is stretched thin in Ukraine and Libya, there really was no choice. A spokesman for Ted Cruz had this to say, “I know that what Ted is proposing will not be popular among the upper echelons of society. We deem it necessary to take such measures to ensure that the U.S. is fully protected”.
So America is bringing back the draft, things must be getting serious and they must be planning on something big kicking off soon somewhere (my guess would be in Syria). But its not going to turn out as they expect. They are all going into the mother of all meat grinders if ever they are actually stupid enough to invade Syria, so roll up sheeple for your once in a lifetime experience of being turned into mincemeat.
“We deem it necessary to take such measures to ensure that the U.S. is fully protected”.

It is hard to find sources on who would win in a S-400 vs F-35 battle. Most sources in the US say that the F35 cannot be detected until it has already jettisoned its missles that are set for the S-400. And that in an air to air battle the F-35 cannot be detected so who cares if it cannot dogfight.
So who is right? What sources do you have that say the Russians have any defense to the F-35?
My understanding is that S-400 can detect stealth. Also, anything that the F-35 can send can be stopped by either the S35 or the S400 missiles and EW capability, so even if the F35 launches its missiles, they will most likely be relatively ineffective against Russia defences.
Besides all this, you have to understand that in the end, the F-35 capabilities as advertised are mostly paper attributes – not real ones yet. OTOH Russia’s capabilities already exist.
Turkey is an American sock-puppet that the USA will use as imperial cannon fodder.
If Turkey invades Syria, it will be done with the covert support and backing of the American Empire.
Just like how the Turkish shoot-down of the Russian bomber last year was done with the logistical support of America.
So Russia had best be ready to neutralize the American threat (in the form of US satellite, intel, communications, special forces assets) that Turkey will be reploying upon to invade Syria.

Excellent write up.
The much hyped F-22 is not only inferior to the Su-35, the more advanced Su-30 versions are also superior. This is the main reason the usa killed F-22 production and substituted the stopgap F-35 failure as its universal fighter/attack aircraft. Taking over the role of the F-22, along with that of the F-15, F16, F-18 and the obsolete as designed A-10 WW2 holdover. Hard to justify a $400 mil per aircraft when a $40 mil per aircraft can reliably take it down.
But the F-35 is, as is usual with american military scams, already approaching the cost and unreliability of the F-22, and being a cut rate, discount compromise, has none of the F-22’s much vaunted “qualities”.
This what happens when one becomes a specialized colony in a capitalist empire not expecting advanced pushback. One builds things designed to fight the poorly equipped rebels in the colonies, which also provide the largest pay off, coincidentally.
No doubt the usa has hyper advanced fighter aircraft projects on the works, $ billion each per + the usual 2-300% cost over runs. These are scheduled to go into service and rid the skies of isreal’s enemies sometime in the 2030 decade…
Personally I was a fan of the YF23 over the F22, oh well.
F35, threat, biggest joke in the world. How can a “Hangar Queen” as called by the Air Force guys be a threat.
Even in the recent trials against a F16 with drop tanks attached, it was spanked. Almost as humiliating as when Indian Air Force Pilots in their Mig21’s bested the Yanks in early 2000’s, again and recently they spanked the Brits RAF Euro Fighter 2000’s with their Su30’s.

Although the RF forces deployed in Syria are small, many are forgetting the Offshore capabilities and also the Electronic Warfare capabilities the RF have.
If the USA still exist in the year 2030 !
” In fact, the S-400+Pantsir-S2 combo is what currently protects the city of Moscow! In other words, the Russians have really deployed in Syria the most formidable air defense capabilities on the planet.”
No wonder, Syria is that important – it is the game changer.
And by the way: Turkey won’t invade Syria beyond some symbolic face saving mission.

As has been said, “this is a fight against reality”.
The MSM is not on the side of reality.
MOSCOW, February 5. /TASS/. Russia does not see sense in modernising the Vienna document on the arms control due to the anti-Russian direction of the NATO drills and due to the curbed military contacts between NATO and Russia, Deputy Defense Minister Anatoly Antonov told reporters on Friday.
“We consider as senseless additional responsibilities in the arms control – on the background of the anti-Russian direction of the NATO training, curbing of the military contacts between NATO and Russia – modernisation of the Vienna document is senseless,” he said.
The deputy defense minister said in 2015 Russia received all inspection groups under the Vienna document. “Respectively, Russian specialists inspected the military facilities in Europe,” he said.
The Russian military authority organizes most openly the military training events, he continued.
“We, for example, inform OSCE on unplanned inspections, which is outside the Vienna document, on big drills, we organize briefings for military attaches on military training events. We have organized a briefing in Vienna, which was devoted to a new Russian military doctrine in the framework of the Security Dialogue.”
The Russian Defense Ministry says if the dialogue on the arms control in Europe resumes, the control mechanism should be different from the one used under CFE (Treaty on Conventional Armed Forces in Europe).
“Nowadays, conventional arms may be compared in potential with nuclear arms, the list of “strategic” system is expanding – there is no limiting to calculating cannons and tanks,” the deputy minister said.
NATO’s invitations to Russian defense ministry to talk on the phone to be used for accusing Russia
The official noted that NATO’s representatives have been inviting the Russian Defense Ministry to “talk on the phone” with the purpose to accuse Russia of the crisis between Moscow and Brussels.
“We suppose, the calls “to talk on the phone” are made in order to put responsibility for the crisis in our relations exclusively on the Russian side,” he said.
As an example, he mentioned the recent criticism from Chairman of the NATO Military Committee, who claimed several days earlier that Russia was not ready to restore contacts with the Alliance.
The deputy minister said Pavel wanted to talk to head of the Russian Staff General Valery Gerasimov. “The main topic of the conversation was named “necessary check of the operational communication channels,” as well as suggested discussion items related to military activities on both sides of the borders, to settlement of incidents between the Russian and NATO military, to the military situation in Ukraine, fulfilment of the Minsk accords and to OSCE’s activities in Ukraine.”
Meanwhile, the deputy minister said, “all necessary technical options for supporting contacts between the military authorities of NATO and Russia have been well in place, used and never interrupted.”
“In Moscow, for quite a time has been the NATO communication mission, and our officers have been working in Brussels,” he said. “Our position is that for checking these communication channels we have enough contacts at the level of specialists.”

and
MOSCOW, February 5. /TASS/. A number of countries ask not to make public military contacts with Russia because of “harsh commands” from Brussels, Russian Deputy Defense Minister Anatoly Antonov has told reporters.
According to him, “NATO’s multiple attempts to isolate Russia have fallen short of the goal.”
“A meeting of the Russian and French defense ministers was held, and later a meeting between the two countries’ General Staff chiefs took place as well. Army General Valery Gerasimov spoke with his US counterpart twice. We received high-ranking delegations from the UK, Germany and Switzerland,” Antonov said.
“Representatives of other countries came here too, but because of the tough commands from Brussels they ask not to advertise the contacts at the moment,” he added.
Nevertheless, he admitted that international military cooperation was going on in the increasingly complex situation.

So was the Russian idea to make its fighters stealthy from the front only a deliberate design preference to preserve manuverabilty instead of making the whole plane stealthy?
Or was this because Russians lack the expertise to make the whole plane super stealthy?
Hmm, few years back I read about Russia testing cloaking device on one of their planes. Apparently it came up on an american ship and de-cloaked right on the top of it.
Well, if its true.
Otherwise to answer your question: the issue is money.
The approach by Sukhoi and TSAGI with the T-50 PAK-FA is to reduce nose-on detection to X-band fighter engagement radars while preserving the maneuvering capabilities of the T-10/Su-27.
This is an explicit design compromise compared to the F-35, which is marketed as all-aspect stealth but in practice only defeats X-band nose-on yet also has horrible kinematics, warload and maneuvering.

This is the largest & most intense aerial campaign launched by the Russian Air Force since September. Russian Air Force conducts largest aerial campaign over northern Homs
It appears that the Russian aerial campaign is an attempt to force the Islamist rebels in northern Homs to surrender before the Syrian Army commits to a large-scale offensive in the Al-Rastan and Al-Houla Plains.
