Is the world’s center of gravity shifting to the heart of the Indo-Pacific – a new pivot to Asia?
In the context of the New Great Game in Eurasia, the New Silk Roads, known as the Belt and Road Initiative (BRI), integrates all of China’s instruments of national power – political, economic, diplomatic, financial, intellectual and cultural – to shape the 21st century geopolitical/geoeconomic order. BRI is the organizing concept of China’s foreign policy for the foreseeable future; the heart of what was conceptualized, even before President Xi Jinping, as China’s “peaceful rise.”
The Trump administration’s reaction to the breath and scope of BRI has been somewhat minimalistic. For the moment, it amounts to a terminological switch from what was previously known as Asia-Pacific to “Indo-Pacific.” The Obama administration, up to the former president’s last visit to Asia in September 2016, always referred to Asia-Pacific.
Indo-Pacific includes South Asia and the Indian Ocean. So, from an American point of view, that does imply elevating India to the status of a rising global superpower able to “contain” China.
US Secretary of State Rex Tillerson could not have stated it more bluntly: “The world’s center of gravity is shifting to the heart of the Indo-Pacific. The United States and India – with our shared goals of peace, security, freedom of navigation, and a free and open architecture – must serve as the eastern and western beacons of the Indo-Pacific. As the port and starboard lights between which the region can reach its greatest and best potential.”
Attempts to portray it as a “holistic approach” may mask a clear geopolitical swerve where Indo-Pacific sounds like a remix of the Obama era “pivot to Asia” extended to India.
Indo-Pacific directly refers to the Indian Ocean stretch of the Maritime Silk Road, which as one of China’s top connectivity routes, features prominently in “globalization with Chinese characteristics.” As much as Washington, Beijing is all for free markets and open access to commons. But that must not necessarily imply, from a Chinese point of view, a single, vast institutional web overseen by the US.
‘Eurasifrica’?
As far as New Delhi is concerned, embracing the Indo-Pacific concept entailed quite a tightrope act.
Last year, both India and Pakistan became formal members of the Shanghai Cooperation Organization (SCO), which is a key element of the Russia-China strategic partnership.
India, China and Russia are BRICS members; the president of the BRICS New Development Bank (NDB), headquartered in Shanghai, is Indian. India is a member of the China-led Asia Infrastructure Investment Bank (AIIB). And until recently India was also participating in BRI.
But then things started to unravel last May, when Prime Minister Narendra Modi refused to attend the BRI summit in Beijing because of the China-Pakistan Economic Corridor (CPEC), a key BRI node that happens to traverse Gilgit-Baltistan and the sensitive region Pakistan defines as Azad Kashmir and India as Pakistan-occupied Kashmir.
And right on cue, at an African Development Bank meeting in Gujarat, New Delhi unveiled what might be construed as a rival BRI project: the Asia-Africa Growth Corridor (AAGC) – in partnership with Japan. AAGC could not be more “Indo-Pacific,” actually delineating an Indo-Pacific Freedom Corridor, funded by Japan and using India’s know-how of Africa, capable of rivaling – what else – BRI.
For the moment, this is no more than an avowed “vision document” shared by Modi and his Japanese counterpart Shinzo Abe to do some very BRI-like things, such as developing quality infrastructure and digital connectivity.
And adding to AAGC comes the Quadrilateral, which the Japanese Foreign Ministry spins as projecting “a free and open international order based on the rule of law in the Indo-Pacific.” That once again pits the “stability of Indo-Pacific region” against Tokyo’s perception of “China’s aggressive foreign policy” and “belligerence in the South China Sea” which imperils what the US Navy always describes as “freedom of navigation”.
As much as Xi and Abe may have recently lauded a new start of Sino-Japanese relations, reality says otherwise. Japan, invoking the DPRK threat but actually fearing China’s fast military modernization, will buy more US weapons. At the same time, New Delhi and Canberra are also quite worried about China’s economic/military onslaught.
Essentially, AAGC and the Quadrilateral link India’s Act East Policy with Japan’s Free and Open Indo-Pacific strategy. Reading these documents in tandem, it’s not far-fetched to qualify the Indo-Japanese strategy as aiming for a “Eurasifrica.”
In practice, apart from the expansion in Africa, Tokyo is also driven to expand infrastructure projects across Southeast Asia in cooperation with India – some in competition or overlapping with BRI. The Asian Development Bank (ADB), meanwhile, is mulling alternative financing models for infrastructure projects away from BRI.
As it stands, the Quadrilateral is still a work in progress, with its “stability of Indo-Pacific region” pitted against Beijing’s avowed desire to create a “community with a shared future” in the Asia-Pacific. There are reasons to worry that this new configuration might actually evolve into a stark economic/military polarization of Asia.
A split at the heart of BRICS
Asia needs a whopping $1.7 trillion in infrastructure projects a year, according to the ADB. In theory, Asia as a whole would benefit from an array of BRI projects coupled with some others that are ADB-financed and AAGC-linked.
Considering the extremely ambitious breath and scope of the whole strategy, BRI enjoys a substantial head start. Beijing’s vast reserves are already geared towards investing in Asia-wide infrastructure in tandem with exporting excess construction capacity and improving connectivity all around.
In contrast, New Delhi barely has enough industrial capacity for India’s own needs. In fact India badly needs infrastructure investment; according to an extensive report, India’s needs amount to at least $1.5 trillion over the next decade. And on top of it India holds a persistent trade deficit with China.
A tangible would-be success is the Indian investment in Chabahar port in Iran as part of an Afghan trade strategy (see part two of this report). But that’s about it.
Apart from energy/connectivity projects such as the national digital ID Aadhaar system (1.18 billion users) and investing in an array of solar power plants, India has a long way to go. According to the recently published Global Hunger Index (GHI), India ranks at 100 out of 119 countries surveyed on child hunger, based on four components: undernourishment, child mortality, child wasting, and child stunting. That’s an extremely worrying seven notches below the DPRK. And only seven notches above Afghanistan, at the bottom of the list.
New Delhi would hardly lose if there were a conscious bet on building up on India-China cooperation under the BRICS framework. And that includes accepting that BRI investment is useful and even essential for India’s infrastructure development. The doors remain open. All eyes are on December 10-11, when India will host a trilateral Russia-India-China – all BRICS members – at the ministerial level.
How will the Asia-Africa Growth Corridor be financed? Japan’s debt is already over 200% of GDP. India’s debt is only 50% of GDP, but half of that is owed to foreigners; and as Escobar has noted, India desperately needs funding for its own development. So how can the AAGC do much?
The answer, I think, is that AAGC is mainly for India’s internal politics. Externally, it will not amount to much. And there is no split in BRICS.
Yes I’m sure that, he journalist, Pepe Escobar, who works for China based Asia Times online is expert on what is best for India, Africa, Russia and Iran. He must be omniscient about all projects that India is involved in. Just to make it clear, I was pointing out the fallacy of putting too much stock in the analysis of a single journalist. It wiser to read a wide array of analysis, look at original data, take the time to wait for developments to occur to observe a trend and avoid snap conclusions.
I fail to understand what is wrong with more development and infrastructure projects especially those focused on Iran and Africa. What? Is the problem that it’s being lead by India? If Pepe Escobar thinks that this is unviable (I didn’t know he was business expert), why should he care? Should it not please him that the Japanese ADB bank should take this risk? If there is competition for OBOR, and I am not accepting that the Indian initiatives are of this nature, but let’s assume they are, either way that’s good for Iran and the underdeveloped countries of Eastern Africa, they’ll have more options and be able to negotiate better terms instead being at the mercy of the Chinese as the only game in town.
It is absurd to complain about India executing its own trade artery build outs. The Iranian chahbar port build out (phase 1) by the Indians and Iranians has been completed 18 months ahead of schedule and has already delivered 7-8million tonnes of wheat to Afghanistan. The International North South Transport Corridor (INSTC) a trilateral project between Russian, Iran and China is also ahead of schedule. Why the whining about a project that is beneficial to all three countries? You will note that since both these Indo-Iran-Russia projects are very important to India, and India is not a country the US wants to antagonize, the existence of these two projects acts as a deterrent against any idiotic push by the neocons to bomb Iran.
Pepe is no expert on India and has no idea what India’s real industrial capacities are. The Esbobar doesn’t even know that India has sped up their internal infrastructure buildouts (roads) six fold since the Modi government came to power, he is also unaware of the massive internal dedicated freight train transport projects are near completion and ahead of schedule. Nor is he aware of the transformation of India in less that 2 years since Modi came to power from a electricity deficit status to surplus status. There are many other changes that are happening very rapidly that Escobar seems ignorant of.
The double standards are amazing, would he object if Russia refused to recognize an international project that cut through territory that is Russia considered its own it was in dispute. I doubt it. Interestingly, to the credit of the Chinese, they have expressed a willingness to run the portion of OBOR that India objects to thru Indian Kashmir instead of Pakistan Occupied Kashmir (both countries are engage in close four discussions over this issue), so even the Chinese are more even handed than this article.

The International North South Transport Corridor (INSTC) is a trilateral project between India, Iran and Russia. I incorrectly wrote (typoed) that is was a trilateral project between china, Russia and Iran.
I am afraid that Tillerson has got it all wrong. It’s not a question of the worlds gravity moving to the Indo-Pacific,but to Eurasia and the emerging Eurasian Economic Union. Yes, the US is trying to butt in through India, either preventing the creation of the Union or else using India to influence it if it becomes impossible to prevent its creation. India would be an important part of the Eurasian Economic Union, but not the crucial factor. The crucial factors would be Russia and China, joined by Iran, and later on by Europe. India needs infrastructure and energy above all. It can only get energy in huge and reliable amounts from Russia and China, as both are in the neighborhood. The BRICS are important, and so is the Shanghai Cooperation Organization. However, the future “king” will be the Eurasian economic Union.
India’s energy woes were supposed to be assisted with the development of the Adani mine in the Carmicheal area of Queensland, Australia. However with the Queensland state government stating they will block the Australian Federal government’s loan, in the billions, for required infrastructure it’s looking like funding for future development isn’t going to occur. All of Australia’s big four banks have stated they will not loan to Adani for the project (it’s toxic among Australian voters and consumers) and more recently China’s Development Bank has issued a statement they will not be funding it either.
It appears that what was going to be the largest coal mine in the world isn’t going to be able to secure the funding to completion. Leaves an even larger hole in India’s projected source of energy. So I’d have to agree, they’re going to be limited in the places they can source what they need and most of it appears to be from members of the SCO or Eurasian initiatives.
As for Australia, they’re in a situation where they’re going to have to cut of their nose to spite their face where chinese relations are concerned. Trying to walk both sides of the line with a US alliance and China being our major trading partner and a significant source of foreign investment. Australia was late to the table with the Asia Development Bank due to not wanting to upset US allies. However even they eventually came to join, economic pressures are economic pressures and being in the tent is much better than being outside it.
You may be unaware that India has world’s 4the largest coal reserves and is building coal fired power plants next to their own mines. Thanks to this new policy India is phasing out coal imports from Australia for power generation and mandating use of domestic coal. Australian coal happens to be of higher quality is slated for steel mills or earlier (crony capitalist owned) power plants that could only use higher grade imported coal. New plants have technology to use the lower grade domestic coal and are mandated by regulation to use domestic coal.
The country is now in electricity surplus and the individual states of India have not absorbed the current surplus that the Indian grid can supply. The Adani mine is not critical to India for power generation, by any stretch of the imagination.
In addition to the 10 nuclear reactors that Indian purchased from Russia (signed between Putin and Modi during BRICS 2016, in Goa), India began the project of a build out of an additional 10 of its own heavy water nuclear reactors of Indian design based on the Canadian candu (the Indian version is far more sophisticated than the original Canadian design). That’s 20 new nuclear power plants, already 4 of the large capacity Russian VVER reactors are under construction (according to Rossiya 1 news channel, link: https://youtu.be/1cfKLN1z37g , You can FF to 50 secs and 4:15 where the Russian journalist lists out the 4 currently in build out in India).
I think India prefers to award energy contracts to its own domestic nuclear and conventional suppliers as well as to reliable Russia rather than become dependent on treacherous and unstable Anglo-empire vassal Australia. When you have Queensland in conflict with Canberra over a signed business deal, that shows just how unreliable Australia has become for foreign investors.

Firstly, good luck to the Chinese trying to reverse engineer Israeli technology. It would be great if they pull it off (although I doubt they have know-how since Israelis tend to encrypt internal communication buses in the UAV). I can imagine a lot of people in the middle East would pay top yuan for the jamming codes.
Secondly, the Chinese spokesman openly acknowledged the Indian military for being very professional and courteous is informing the Chinese military about the impending crash of their UAV in a deserted area of Tibet near the Indian border. As for Chinese drones being better than Israeli drones, firstly it’s not believable, Israelis have been working on this for far longer than China and the they have access to the best technology of Europe and the US. But, secondly, who cares, neither Israeli nor Chinese drones are as good as they’re hyped up to be. It’s childish and insecure to put any pride in such puny military toys.

what needs to be understood is india has been ruled by elites that felt being closer to US is better for themselves to China or Russia. India’s Russia relationship is just a legacy of USSR times where India truly was ruled by anti-imperial cadres. Not so anymore.

Europe is failing from its own ineptitude
and the China Russia alliance is convenient and healthy.
In fact, looking at the whole picture, the USA beat the planet up very successfully and comes out the winner 10 to 1 between 2000 and 2016.
The issue at stake is that the USA (and to a lesser extent UK, EU, Aus, Jap, Can) survives only by being able to force the planet to trade in dollars, which allows it to issue debt risk free and skim 60+% of world trade through its correspondent and Swift banking system. In 2008 nations that must exchange their real cash and services for that stinking pile of paper started to move away from the dollar. This is what the BRICS etc are about. The USA had to destroy this system rising against it, or die.
To that end it endeavored to tear up the competition and remain with the dollar on top. In the 15 years since 9/11 the USA has successfully:
1.destroyed the oil producers that wanted to trade oil in other than the dollar by bombing them into the stone age (Iraq Libya)
2. torn the heart out of the BRICS
3. taken over the governments of S America.
4. Crushed commodities and sunk South africa
5. Crushed emerging economies by ever strengthening the dollar as it did before in the late 90s
6. Spread military bases into 46 of 52 African nations.
7. Ringed the S periphery of Russia and China with long range missiles and drones.
8. Broken the growing relationship between Eu and Russia by a coup in Ukraine, placing mass military hardware into Eu, continually removing Eu strength with financial and political subterfuge, including Brexit, flooded it with US sponsored migrants
9. extended NATO right up to the Russian border, including Afghanistan and Kazakhstan
10. Made merry hell with Russian economic cooperation with the EU
11. Smashed Syria to pieces and illegally built more military bases inside the country than Russia has, all on oil fields
12. etc etc etc.
All of this during the US’s ‘pivot to Russia’. It’s successes were huge, against which the winning of Allepo, Crimea and Donbas by Russia were bold, necessary but minor rear-guard actions that also gave live training to Russian troops and weapons testing.
What does 2017 bring? The US have achieved nearly everything they wanted from the pivot to Russia. Trumps ‘china bashing’ will do the same: while the world concentrates on a minor spat between China and some regional territory (what do you think the talk of Taiwan, S Korea, etc is about?), instigated and funded by the US, behind the scenes they will rip through the rest of Asia buying up and tearing governments to pieces and planting their military everywhere. And then the scene will be set for the big war.
Why war? Because interest bearing debt requires an ever-expanding market in order for interest on past debt to be paid. If it fails to aggressively expand into virgin markets and populations (which Ru and China clearly intend to stop), it needs the fog of war to cover the quiet and massive deleveraging of banks and deflation of bubbles. That is why debt is not inherently, but always leads to evil.
Trump is no friend of anyone. He has just elbowed his family onto the top table. The war he is having with the media is just about getting it in line with his message and loosing off its old alliances
You will see China and Russia back to back against the militarized vampire that is dollar debt.
They will continue to prepare for war.
They will continue to attempt to extinguish the coming fire by trying to shove the world institutions towards a new international currency basket (the SDR).
The issuers of debt will continue winning until the game is complete or they are all dead.
The US plan that the next 2-5 years will be as vicious in the Asia area. That is their view 2017 et seq.

First attempt of ISRO’s with Cryogenic engine for GSLV were unsuccessful in April 2001. After that, ISRO had tested 8 flights with Cryogenic engine; out of which 5 flew with Russian engine. The first successful test-flight using the indigenous engine happened in January 2014

Already moved some months ago. The first gambit of the move to Indo-Pacific was the. Donglong (Doklam) bloodless (?) confrontation this year. China was taken by surprise having under estimated Modi’s resolve. China failed to decisively repel the Indian incursion. This has emboldened India and enhanced the perception in the world’s eyes that China is afraid of war with India and more crucially, that India now has the initiative in South Asia-Indo-Pacific by being able to stand up to China. The regime change in Pakistan is almost certainly engineered by external forces. CPEC is now being rolled back. I expect more Donglong/Doklams – next time to test China’s Navy at the entrance of and/or in the Malacca Straits.
