Intelligence-affiliated NGOs have become a major security risk to the sovereignty of multipolar states, and they can directly be blamed for assembling Color Revolutionary social infrastructure and managing its regime change logistics. After the first (post-Soviet) and second (‘Arab Spring’) waves of Color Revolutions, targeted states have finally wised up to the West’s game and are now actively seeking ways to innovatively defend themselves from this destabilizing threat. Russia has been at the forefront of this movement and mandated that foreign-funded NGOs in the country declare their status as foreign agents and register with the government. The latest legislative move coming out of the country also gives prosecutors the right to shut down undesirable NGOs , which is a step in the right direction of strengthening state sovereignty. In order to complete the process of defending the state from America’s latest asymmetrical weapon of regime change and wipe out the leftover hostile forces conspiring against the government, it’s time for Russia and its multipolar allies to begin a campaign incentivizing NGO whistleblowers to come forward and reveal their organizations’ previously undisclosed illegal activity.
This article begins by discussing the strategic nature of foreign anti-government NGOs, before describing how they spread across the world so rapidly in the first place. Then, it briefly documents their patterned deployment and then characterizes the new hybrid warfare techniques that the US has rolled out in Syria and Ukraine. After establishing the danger that NGOs pose to global stability, the piece then proposes the inside-out approach for fighting these organizations from within, before concluding with an explanation for how it would all work out in practice.
Embedded Danger
NGOs operate as the vanguard for regime change operations, and they’ve usually embed themselves within the state’s social fabric long before the directive is given to launch their coup attempt. Often times, they may not explicitly operate as an open force of anti-government activity, instead choosing misleading names that associate their brand more with social work than political agitation. This is also seen through their promoted activities, which seek to exude a ‘neutral’ vibe such as feeding the jobless and sheltering the homeless. Via these disarming mechanisms, they’re able to expand their web of support and dupe advocates into believing in the non-political nature of their activities. In and of itself, there’s nothing necessarily ‘illegal’ about this process, no matter how unethical it may be for a political organization to hide behind the veneer of social activity, but the problem becomes paramount when such a front organization is under foreign influence.
Foreign-funded political NGOs hiding behind a social mask clearly have ulterior motives, and it’s their secretive intentions and connections with various intelligence agencies that worry state leaders. They know that a widely established and highly ‘reputable’ social NGO could already impact the public discourse, and if such an organization suddenly decides to politicize itself, it’s likely that most of their recruits and broad network of supporters will follow in tune, thereby creating a sizeable political movement supposedly out of ‘nowhere’. In reality, that was the intent all along – to politicize a disparate network of seemingly unconnected social NGOs into a unified political force of regime change – but if the public and its decision makers aren’t aware of this ahead of time, the resultant black hole of social chaos can be strong enough to pull in more supporters while simultaneously collapsing the central gravity of state power.
The Cancerous Growth Of Color Revolutions
This process was unleashed with devastating success in Serbia, Georgia, Ukraine, and Kyrgyzstan in the first wave of deployment, while the entire Mideast became mangled after the ‘Arab Spring’ Color Revolutions targeted the theater during the second tsunami of upheaval. As a result of witnessing such destructive carnage during the latest tidal wave of turmoil, Russia and its decision makers finally opened their eyes to the superweapon of social destabilization that the US had constructed right under their noses.
Since the end of the Cold War, the US has tinkered with the weaponization of social movements in order to create an active fifth column of deployment against targeted states. Caught up in the naiveté of the 1990s ‘liberal-democratic’ new world order, many states and their citizens remained oblivious to the possible manipulation of NGOs by foreign intelligence agencies, brainwashed in the belief that the label ‘non-government’ bestowed some sort of ‘holy’ connotation that no government would dare to violate. The US fully exploited this gullible sentiment to proliferate its outwardly benign NGOs to almost every corner of the newly opened post-Cold War planet, all the while prepping scenarios to test their militarization.
Unleashing The Beast
The perfect opportunity emerged when US propaganda outlet CNN rhetorically and ridiculously questioned in 1999 whether Slobodan Milosevic was ‘ the new Adolf Hitler ’. This obvious declaration of regime change intent conditioned the Western psyche into accepting his eventual removal, which illegally occurred one year later during the ‘Bulldozer Revolution’, a kind of proto-Color Revolution. After gathering all sorts of data and intelligence through the management of this groundbreaking operation, the US made the decision to expand its scope directly into the post-Soviet territory of Georgia, Ukraine, and Kyrgyzstan, with the eventual goal of directing its regime change inertia against Russia itself. While the final scheme never panned out (and is currently being countered and rolled back), the US was successful in overthrowing the governments of the three aforementioned countries, and accordingly, gained even more real-time feedback about its new superweapon. This aided its political technicians in perfecting the regime change technology and managing an integrated, simultaneous, theater-wide Color Revolution push popularly known as the ‘Arab Spring’.
Hybrid War, Western Style
The key innovation here was the unveiling of a hybrid strategy that used a Color Revolution as the basis for sparking an Unconventional War, as was seen in Libya and is still ongoing in Syria. The same thing was attempted in Ukraine shortly before the February 2014 coup, when the western reaches of the country were in full-scale armed rebellion against Kiev. The US already indoctrinated the global masses to accept such a scenario through Newsweek’s announcement that Ukraine was on the verge of actual civil war. As a double innovation, however, sniper attacks were ordered in the capital at the same time that part of the country was gearing up for a total revolt, and this double whammy of pressure broke the personal resolve of Yanukovich in resisting the regime change operation. As a result, he unexpectedly capitulated to the Color Revolutionaries, but in a move that no one could have anticipated, the ‘opposition’ staged a coup not even 24 hours after the ink was dry on Yanukovich’s surrender agreement. This surprise regime change success canceled the Unconventional War plans being hatched in Western Ukraine, but it’s salient to note that had it not been for the unforeseen sniper attacks and consequent coup, the US was ready to turn Ukraine into Syria via the application of its hybrid regime change warfare that was originally spearheaded by foreign-funded anti-government NGOs.
The Inside-Out Approach
Confronted with the proven danger that foreign-funded NGOs are to state security and regional stability, Russia initiated the legal moves that have allowed it to more robustly combat this superweapon and neutralize its potency. While long overdue, their importance lay in the fact that the Russian establishment finally recognizes the problem that’s been brewing all around it and has taken resolute steps in trying to stamp it out. What it now needs to do, however, is initiate the final, crippling blow of destroying these regime change organizations from the inside-out, and it can do that by announcing an NGO whistleblower campaign.
Regime change NGOs are perfect practitioners of waging asymmetric social insurgencies against their targeted governments, but their major vulnerability is that they’re unable to defend against this exact same strategy. Right now, the authorities are pushing back with state-on-NGO action, or an outsider-on-insider dynamic, but by heralding in an NGO whistleblower campaign, the government can spark an insider-on-insider type of conflict that could destroy the remaining regime change NGOs from within. Put another way, the state attempts to provoke a ‘Color Revolution’ within the Color Revolutionary organizations themselves, putting them on a defensive footing that’s almost impossible for them to react to or recover from.
A Reverse Color Revolution
A Color Revolution can conceptually be defined as an ‘inside-out’ campaign, whereby externally managed internal elements push out against the established structure in order to bring about its collapse. With this in mind, incentivizing NGO insiders to become whistleblowers of their entity’s illegal anti-government activity turns the plotters against one another and against their administration, just as a Color Revolution is meant to turn the citizens against each other and against their government. Foreign-funded regime change NGOs are already under a lot of pressure in Russia because of the recent legislative changes, and inserting the inside-out virus into the remaining holdouts could very realistically lead to their complete destruction once and for all.
Let’s look at how NGO-initiated Color Revolutions against the state compare to state-initiated ‘Color Revolutions’ against the hostile NGOs:
Betrayal:
NGOs
The NGOs and their legions turn people against the state and push them to commit shameless treason.
State
The state and its proponents encourage foreign-funded NGO followers to betray their external patrons and become repentant patriots.
Motivation:
NGOs
The supporters of regime change are motivated by a sense of ‘adventurism’ and ‘risk’, two unstable sentiments glorified and propagated by Hollywood so that the West can more easily exploit vulnerable global youth.
State
Supporters of state sovereignty are motivated by patriotism and historical memory, two inspiring concepts that are being rejuvenated by Russia and the multipolar world as asymmetrical armor against Color Revolutions.
Action:
NGOs
The minions working for foreign-funded NGOs are dedicated to rapid revolutionary activity, be it social, political, or economic, and each of which is directed towards the goal of state destabilization along varying degrees of chaos.
State
Believers in law and order stand for the reinforcement of democratic principles in enacting social, political, or economic change, and are thus inherently in favor of peace and stability.
Guiding Vision:
NGOs
Individuals associated with these foreign-funded movements want to see their home countries turn into ‘Westernized’ caricatures of themselves, firmly believing that they have nothing worthwhile to offer to the world and must accordingly have their national identities replaced with Western simulacra.
State
People adhering to patriotic principles want to reaffirm their country’s expression of its unique national characteristics and in no way want to see the imposition of foreign models on their society.
Making It Work
If Russia or any of its allied multipolar partners makes the decision to deal a death blow to foreign-funded NGOs and adheres to the policy prescription in this article, then this is what their NGO whistleblower campaign could look like:
Public Service Announcement:
The government and its affiliated media outlets inform the public of the new anti-crime policy focusing on illegal NGO activity. NGO employees are urged to come forward with any evidence of anti-government activity, regime change intent, and/or breaking/sidestepping of relevant legislation. Through coordinated information outreach activities, the state disseminates its initiative view radio, web, and print media. Official comments from high-ranking public officials could also be effective in raising awareness about the campaign.
Law Enforcement Management:
The campaign is not a ‘political witch hunt’ but a comprehensive law enforcement initiative, and as such, the public service announcement must emphasize the legal principles underlying it and how they relate to citizen security. As such, the entire operation must be managed by law enforcement and state security bodies in order to increase its effectiveness and detract from dissenting rhetoric about supposed political motivations.
Whistleblower Incentives:
Without the proper rewards for encouraging NGO defections, it’s not likely that the campaign will amount to anything other than a rhetorical success. It’s thus suggested that aside from financial rewards, informants may receive prosecutorial immunity if they themselves were complicit in major illegal activity, provided of course that their testimony and procured evidence results in other convictions. If need be, compliant individuals can also be entered into a witness protection program to ensure their safety.
Concluding Thoughts
Foreign-funded regime change NGOs are finally on the defensive for the first time in their history, and Russia is making exemplary progress in their neutralization and eradication. The final step in the state’s sovereign counter-offensive must be to turn the NGOs and their employees against one another via a Reverse Color Revolution in order to inflict a death blow on them in the near future. These nifty entities should be assumed to have adaptive methods in perpetuating their existence, and while the state may succeed in eliminating them from public view, they won’t be able to completely destroy them unless they can provoke paranoid infighting between their members.
The unveiling of a highly publicized NGO whistleblower campaign is designed to do just that, and it’s the final step that’s needed to complete the anti-NGO triad of legislation in identifying (foreign agent law), targeting (undesirable NGO law), and dismantling (whistleblower campaign) these destabilizing networks. If Russia can completely free itself from the influence of foreign-funded regime change NGOs, then it can set a liberating precedent that can be followed in all other multipolar states affected by this embedded threat, possibly leading to a domino effect that eliminates the danger of weaponized NGOs once and for all.
The US — FBI, etc., has long infiltrated domestic organizations to spy, divide, disrupt, and pervert them. It’s so common that organizations are on the lookout for these agents. Nothing prevents other countries from doing the same with NGOs.

The state church should speak into the community as well because it is also a target of NGO activity because the troublemakers try to vault not just above political authority and legal authority but also above moral and religious authority. And via the church the elders in communities can become a countervailing force within families against hotheaded rebellious youth. If parents and relatives don’t have the tools to lead their families to safe ground then all is lost.

It would be astonishing if the Kremlin hasn’t had its agents long embedded in foreign NGOs and at least reporting on their activities. They should have been embedded in Ukraine’s various Orange Revolutionaries since 2004, if not at the time. They should certainly have had agents inside every NGO affiliated with the Maidan movement.
If they didn’t, then it’s difficult to come to a conclusion other then that Russia’s security apparatus is largely run by traitors, or lazy incompetents.
This article would have been more interesting if it had contained actual facts rather than generic ones.

To give you one concrete example dating back some decades of an NGO heavily involved in Serbia, and subsequently rolled out to many other countries. Last tried to pull a rabbit out of a hat in Bosnia, but thankfully it frizzled out. Some ex members then went on to form CANVAS.

Why would you need whistleblowers to come to grips with these nefarious organizations. It should be simple; any NGO receiving foreign, especially U.S. or western funding should simply be shut down, its files and stuff confiscated, and any non-citizens in your contry running it should be promptly escorted to the nearest airport, and put on the next flight out, back to whatever country they came from.

OK so WB blows a whistle anyway. The organisation will come back with the routine personal distraction. He did it either because he was stealing from them, or about to be kicked out for same (or for affair with other leader’s’ wife etc). The WB is quickly discredited, his claims put down to attempts at revenge or coverup, so ignored.
If the authorities take any action as a result, even just searching the offices, the organisation wins points by alleging the whistleblower was a government spy; or helping someone in the investigating authorities take over (money or property of the organisation).
All this just buys more sympathy for the organisation. What they need is GUTTER INVESTIGATIVE JOURNALISM. No named whistleblower. No police raids. Just a paper or TV channel discovers corruption, immoral behaviour, stealing, internal pressurising and bullying inside the NGO.
THAT will set them against each other internally. WHO TALKED? who do they really mean? WHICH drunk raped his secretary and promoted her to shut her up? no no that girl is a b*tch she set him up for that. And so on. Every denial, every attempt to find out who they mean, leads to exposing another story. Mention visits from the sponsors. Go ask for comments from other branches of the organisation.
Once a minor scandal starts, critics, former clients who were let down, etc might turn up too.
I agree with Kat Kan. It is time the media finally did their job to name & shame these NGOs and the people working for them. They shouldn’t waiting for a WB to open their eyes! It’s very important for the general population to be informed and aware about these subversive activities of NGO’s.

Exposing an NGO receiving foreign money for the purpose of “political (and regime-change)” agenda makes them legal target.
Yes, INVESTIGATIVE JOURNALISM can and should be used and it does not have to be GUTTER.
Yes, these are all good tactics that legitimate governments having the support of the majority of its people can use to fend off externally motivated, faux uprisings. However, we should note that colour revolutions succeeded where the govt was less than fully legitimate, and were at best tolerated by the population. There, things become much less clear.
The Umbrella Revolution in Hong Kong suffered major hits to its momentum when the leadership’s connections to US organizations were exposed. It put the leadership on the defensive, answering questions and defending their integrity instead of manning the barricades. Hangers-on and the less motivated wandered off. Counter-protests arose using the foreign connections meme (though they were motivated primarily by economics).
However, the recent arrests and confiscations of weapons and explosives indicate that there’s a dark soup cooking that needs more than “investigative / gutter journalism” to address. It needs a government attentive to the legitimate grievances that originally motivated the protests. Sadly, the HK govt is banking on the fact that most people don’t particularly care. If this attitude continues, I expect to see repetitions of last year’s disturbances.
In the case of Ukraine, the grievances that motivated the original Maidan were legion. After a two and a half decade parade of one corrupt, criminal govt after another laying waste to everyone’s quality of life but their own, any protest movement would have the tacit support of the entire population.
Here, HK’s exposure tactics would have backfired, the foreign connection gaining the protesters even more support and apparent legitimacy. Whatever gutter journalism could dig up on on Maidan’s original leaders would look like petty foibles and peccadilloes compared to the criminal gangsters sitting in the Rada. An utterly different strategy would have been required in Ukraine.

whistelblowers: Foreign Affairs dedicated a whole issue to how their operatives ( CIA, US government etc) present themselves in Russia a few issues back. Many are political science majors doing “research”. One writer was bemoaning how uninterested university students were in her seminar on grass roots organizing in Russia for democracy. They are very upfront about what they are doing. It is almost cult like: The operatives ( only a few) get a few people “on board” in the country of origin and they especially target the young–artists, intellectuals etc. or those who could easily with their skills maybe even travel abroad or work in the West at some later date. The Cubans had to deal with an attempt to subvert Cuban youth via the organizing of a giant “youth music festival” by USAID operatives who blew their cover because of poor training.
Even Merkel wants to retire to California and live the lifestyle when she grows up but she is no naive young person.
The nastier types are sent to target religious and ethnic minorities. The key to destroying them is also to have counter leadership in the community which top down governments do not encourage. Why does there need to be a foreign NGO organizing poverty relief? or a big music festival? It is the deficiencies of a weak cival society that they target with their money and expertise. So, yes, by all means do the counter measures but, then, create your own counter organizations also. Risky? yep. Effective–very much so.

There is no agreement on joint exercises – it is a maybe for the future. They merely signed a “dialogue understanding” which means they held talks and didn’t come to blows about it.
Washington and Beijing will look to collaborate over issues such as disaster response, peacekeeping, and counter-piracy, while there was even talk of the two countries conducting drills together in the future.
Even Russia has held joint exercises with NATO as recently as 2013. In 2012 Russia sent paratroopers to joint exercises with the US in Colorado. They’re a chance to see each other in action, usually in small numbers and limited sectors (eg all Navy or all Air Force). It’s no evidence of suddenly being best buddies.

The matrix is much more robust than the M-R pact, and probably capable of withstanding the attack. One could even argue that the evidence suggests that the two countries saw this as a strategic imperative, and bound themselves with agreements across the whole spectrum of national interests to prevent a WW2 repeat.
Very interesting. I’m glad that there finally is meaningful push-back. The “NGO” designation should not mean that these organizations are given a pass under teh assumption that
“NGO” = apolitical. That goes also for “international NGOs” such as the World Bank, the IMF, etc., which are highly politicized.
I would have appreciated a list of actual names, the names of all the NGOs that are suspected of being crypto political actors in various countries, including those involved with color revolutions. Also, the names of their CEOs, trustees, board members, whatever .Also, the countries in which they are registered as tax-exempt entities.
Perhaps part of the aggressive pushback strategy would be not only to relieve these orgs of their nonprofit status, but to prove that they are political actors and thus must pay fines and back taxes.
Seems like part of the plan should also be for moles to go undercover in these organizations, to collect the information needed in order to bring charges within the legal system where the specific org. is chartered/registered as a nonprofit.

I think in the UK this kind of organisation is called a QANGO (or QuANGO: a quasi-autonomous non-governmental organisation) “an organisation to which a government has devolved power”. For example, in the US, NED (the National Endowment for Democracy), nominally a “nonprofit” organization, but one that has direct links to the US Dep’t of State, is very active in the Ukraine, Russia, and Venezuela, amongst many other states, and which seems to be the agency of choice for this kind of fifth-column work, work that was once undertaken by the CIA directly. Perhaps a quibble, but I think calling them QANGOs rather than just NGOs better reminds one they are still instruments of government policy directed at creating political change in other states. At best foreign lobbyists, at worst fomenters of violent regime change.
In Hong Kong today (via BBC report) authorities confiscated rifles and explosives that the “Democracy movement”, Umbrella Revolution, was going to use in the next round of protests.
They put 3500 in the streets over the weekend, down from expected 50,000. At their height, while the money was flowing into students’ pockets for protesting and sleeping in the streets for months, they supposedly had 100,000 people. Russian space agency Roscosmos and United Rocket and Space Corporation (URSC) are taking part in Le Bourget Paris Air Show 2015 which opened on Monday.
The Roscosmos press service said that aerospace company NPO Lavochkin is presenting the model of Luna-25 spacecraft (from Luna-Glob project) which is planned to start Moon exploration in 2024, according to Federal Space Program for 2016-2025.
“It is worth noting that the spacecraft will for the first time land on the pole of the Earth’s satellite, while all other spacecraft previously landed on the Lunar equator,” Roscosmos said.

THE PENTAGON — The U.S. Army will phase out its Chaplain Corps over the next three years, according to a leaked memo from the office of the Undersecretary of the Army For Diversity and Inclusion. The document suggests that the change will be in line with an as-yet undisclosed Presidential initiative to “completely desegregate” the military.
Questions to the White House on this new initiative went unanswered, but West Wing staff confirmed on background that the administration is currently focus-grouping a policy shift toward a religion-free, sexuality-neutral military.

The problem is that religion and chaplains have terrible abused relgious freedom in the US military, such as forcing people to attend services against their beliefs and choice. A chaplain corp should be around to serve the religious needs of soldiers, as all other needs should be served for them, but the abuse has been so rampant that something must be done. There should be moderation in all things (according to St. Paul) but the US tends towards extremism and support of extremists in everything now.
Chaplains now bear little resemblance of Father Mulcahy in the M*A*S*H TV show.

The easiest way out would simply be to ban any foreign-based NGOs, full stop. Just where Western groups get the chutzpah to interfere in the social and political affairs of other states is pretty plain when one investigates the tribal backgrounds of so many of these over-bearing moral bullies, from the head honcho, Soros, on down. The recent near debacle in South Africa where one of these NGOs prevailed upon the South African judiciary to attempt to rendition Bashir to that filthy, racist, cess-pool of hypocrisy, the so-called ‘ICC’, that persecutes Africans and Moslems only, is typical of their machinations. Any local NGOs that honestly work to better society must be encouraged, those that are subversive in the service of the Empire, infiltrated and exposed, and foreign relations with other NGOs only permitted where it is to the benefit of societies, not the global elite.

Respectfully, you might consider looking into how some private “security” companies – like Stratfor our of Austin TX – are hired by private corporations to spy on certain NGO’s, even embedding infiltrated resources in some NGOs. 4. Underestimation by the self-perceived exceptional of the agency/opportunities of their opponents thereby acting as multipliers to the self perceived exceptional’s propensity to over estimate their own agency/opportunities.
5. Acceptance/overestimation by some of the potential opponents of the self-perceived exceptional of the definition/agency/opportunities of the self-perceived exceptional.
6. Underestimation by some of the potential opponents of their own agency and the opportunities afforded them by the agency of the self-perceived exceptional.
Notions of equal and different posit that all are exceptional by virtue of being different, and recognition of simultaneous equality and difference precludes notions such as “all are equal but some are more equal than others”; hence they are components of lateral strategies.
The consequences flowing from lateral strategies include but are not necessarily limited to:

2. Opportunities for inclusion/subsumption.
