Iran does not want dominance over anybody. They have enough on their plate and recognize it. The same goes for Russia, China and any other responsible leadership out there. If Iran has demonstrated anything, they do it with cost effect and prudence; taking back their oil in the Persian Gulf recently, the missile strike on the US base in Iraq. These people have their act very much together.
As far as Israel goes, the objective it to persuade and punish, not give an instant relief or open up new opportunities for those guys. It is the difference between getting a 9 mm bullet in the back of the head as a surprize (ie. shooting down planes) and being slowly strangled and digested by a large snake ( an entire litany of crippling, incremental moves applied at a snails pace). Nonsense. From where did you get this idea? It seems to contradict many statements and facts we have read and seen before.
I would actually put at another way:
There are more than 1 million Israeli nationals (possibly even 2) with Russian origin/are Russian speaking.
They are in other word part of the Russian “world” as Russia describes it.
Russia doesn’t want to destroy Israel, though it doesn’t want it to be anti-Russian either, nor to act (totally) against Russian interests in the Meddle East.
On the other hand, Russia needs Iran as if not ally than at least on the same side to contain USA/West in the Middle East but also globally and also as alternative route to Iraq, Syria and other regional countries in case relationship with Turkey becomes sour. Iran is also a regional power with relatively young population that also has high degree of economic compatibility with Russia despite been competitor regarding hydrocarbons.
Iran needs Russian military technology, especially in air defense, airplanes, helicopters and navy. There are a number of civilian areas like nuclear technology, passenger and transport airplanes, helicopters, drilling technology etc. where Iran would benefit.
I would guess the largest obstacle for deeper cooperation is Russian self-sufficiency in the most of the technological areas and food production, and sanctions are preventing Iran’s access to the western currency with which it could buy Russian products.
So having Russia and Iran on the same side in the global hydrocarbon game would also be benefiting for both.
I’m absolutely sure west is going to get only minor contracts or be included when there is no alternative technology (that need is rapidly disappearing) when it decides to open the country for foreign investments/when sanctions are removed/there is possibility to circumvent them.
Iran has had some big historical issues with Russia regarding Azerbaijan, Armenia, Georgia …, which is also rooted in the population through popular sentiment in which Russia betrayed Iran (the sentiment is that Russia broke the previous treaty and humiliated Iran which lost its historical territories).

Modern day Russia doesn’t include those lost territories and Iran is aware of those territories are lost forever and that they can work on influencing them politically to be close to Iran but having no illusions that they would be part of Iran in the future.

China’s alliance with Russia is also balancing the relationship with Russia, making it more stable. China was first to sign the long term economic deal with Iran, which was soon followed by Russia.
Syria’s joining Belt and Road initiative is also going to further stabilize the situation there and smooth out some friction points.
Russia is giving cover for Iranian interests in military assets in Syria as long as they are strengthening Syria and are compatible with Russian interests there.
Iran is free to pursue own goals in Syria, for instance assisting Hezbollah, as long as they are not in contradiction with Russian interests, though in such case Iran doesn’t have Russian military protection.
That is how I would describe Russia not preventing Israel hitting some Iranian assets in Syria.

There is such an easy way forward for Israel. It is possible but highly improbable short an Israeli civil war.

By GPS, I hope that you mean a generic Global Positioning System, and not the US US specific GPS. Iran has probably fitted components that can use GPS, GLONASS, BeiDou and Galileo. Depriving the US of the ability to block the system.
