On measures (countermeasures) to unfriendly actions of United States of America and other foreign States)

Article 1. Objective and scope of application of this federal law
1. Objective of this federal law is protection of interests and security of Russian Federation, its sovereignty and territorial integrity, rights and freedoms of citizens of Russian Federation from unfriendly actions of United States of America and other foreign States, including enactment of political or economic sanctions against Russian Federation, citizens of Russian Federation or Russian legal entities, or other actions posing a threat to territorial integrity of Russian Federation or aimed at political or economical destabilization of Russian Federation.
2. Measures (countermeasures), aimed for achievement of objective specified in clause 1 of this article (hereinafter referred to as measures (countermeasures) might be taken against United States iof America and other foreign States committing unfriendly actions against Russian Federation, citizens of Russian Federation, or Russian legal entities (hereinafter referred to as unfriendly foreign States), as well as against organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them, against officials and citizens of unfriendly foreign States, in case if said organizations. Officials and citizens are involved in committing unfriendly actions against Russian Federation.
3. Measures (countermeasures) are introduced independently of other actions aimed at elimination or minimization of a threat to interests and security of Russian Federation, its sovereignty and territorial integrity, threats of violation of rights and freedoms of citizens of Russian Federation.
4. Implementation of measures (countermeasures) are mandatory for public and municipal authorities, as well as for citizens of Russian Federation and legal entities under the jurisdiction of Russian Federation.
Article 2 Measures (countermeasures)
The following measures (countermeasures) might be taken:
1) Termination or suspension of international cooperation by Russian Federation or Russian legal entities with unfriendly foreign States and organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them, in areas defined by decision of President of Russian Federation;
2) Prohibition or restriction of import to Russian Federation’s territory for goods and (or) raw materials originating from unfriendly foreign States or produced by organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them. List of such goods and (or) raw materials ashall be defined by Government of Russian Federation;
3) Prohibition or restriction of export of goods and (or) raw materials from Russian Federation’s territory for organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them and for citizens of unfriendly foreign States. List of such goods and (or) raw materials shall be defined by Government of Russian Federation;
4) Prohibition or restriction to perform works or provide services for State’s and municipal needs as well as for needs of certain types of legal entities, specified in clause 2 of article 1 of federal law # 223-FZ of 18 July 2011 “On procurement of goods, works and services by certain types of legal entities” on Russian Federation’s territory by organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them, List of types of such works and services shall be defined by Government of Russian Federation;
5) Prohibition or restriction of participation of organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them and citizens of unfriendly foreign States in privatization of state and municipal property, as well as for performing works or providing services by such organizations in organizing selling of federal property on behalf of Russian Federation and (or) carrying out functions of seller of federal property;
6) Other measures as specified by decision of President of Russian Federation.
Article 3 Procedure for imposition of measures (countermeasures)
1. Measures (countermeasures) shall be imposed by Government of Russian Federation by decision of the President of Russian Federation.
2. Measures (countermeasures) shall be cancelled by Government of Russian Federation by decision of the President of Russian Federation in case of elimination of conditions which were grounds for imposition of measures (countermeasures).
3. Decisions to impose measures (countermeasures) or to cancel them might also be made by President ofd Russian Federation on the basis of suggestions by Security Council of Russian Federation.
Article 5 Particular aspect of implementation of this Federal law
1. In case if unfriendly foreign States apply national treatment, specified by international treaties, to goods originating from Russian Federation, works performed by Russian entities, services provided by Russian entities and (or) establish exceptions from it, President of Russian Federation might make a decision to apply national treatment to goods originating from unfriendly foreign States, to works, performed by organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them or by citizens of unfriendly foreign States, to services, provided by organizations under the jurisdiction of unfriendly foreign States, directly or indirectly controlled by unfriendly foreign States or affiliated with them or by citizens of unfriendly foreign states, and to establish exceptions from such national treatment.
2. Measures (countermeasures) specified in clause 2 of article 2 of this Federal law are not applicable to vitally important goods which has no equivalent produced in Russian Federation.
3. Measures (countermeasures), specified in clause 2 of article 2 of this Federal law is not applicable to goods imported to territory of Russian Federation by citizens of Russian Federation, foreign citizens and stateless persons for personal use.
Article 5 Entry into force of this Federal law
This Federal law shall come unto force on the day of its official publication.

Does this mean Moscow will suspend rocket engine sales to Nasa? Will there be a ban on titanium sales to Boeing, BAe, Airbus, etc? If not, this law is meaningless.
Not really. What this doc means is that if and when the RF wants to impose sanctions on a country the president doesn’t have to run to the Duma every time he wants to do so – or get them written into Russia law individually each time ….. with a few things thrown in that he can’t sanction.
It doesn’t mean Vlad is going to sanction anyone or anything at the drop of a hat every time they piss him off or bad-mouth him – – – it means… now he can. It also means – he can drop them at the drop of that hat too. (Something the Americans can’t do because they write theirs into law.)
All in all a sensible system – as long as you have a sensible president.
Let’s hope the next one isn’t open to abuse and bribery?

The Real History
Putin never “sold out”. That little bit of disinformation was promulgated by Western controlled liberals in Russia and by Western agencies, a little bit of psychological warfare directed against Putin. It did not work out. What did work out was that brand new 19 km bridge in Crimea which the very same liberals in Russia, backed by Kiev and the West, parroted could not be built. Well, it was. Once it was built, the West began parroting that it was illegal, unnecessary and too expensive. Nice of the West to worry about Russian expenditures.
Russia MUST expel every Western so-called NGO, that poses any threat to national sovereignty. And then they need to find some way to bring the ‘liberal’ ie Quisling, Fifth Column under control. Otherwise all will be lost.

‘might be taken’ reminds me of ‘highly likely’.
This document is very vague. I guess we need to sit and wait to see how is going to be implemented.
I doubt though it is going to make any difference in western aggression against Russia. As the guy above said, unless we are talking specifically, rocket engines, titanium sale, use of Russian airspace for commercial flights…this is pretty much waste of paper.

No. It only meams that the President has the power to suspend cooperation with unfrienfly states in any area he sees fit and to the extent he sees fit. Whether he exercise this power in relation to rocket engines or titanium or anything else, for that matter, is up to him. Draft bill was more specific, enumerating those areas (inclufing ones you mentioned) plus @other areas defined by presidential decision” and imposition of any measures was presidential power from the outset. Here it is just rolled into one phrase.

It is because it is not so much of a regulation as it is grant-the-powers act. Not much to write about besides said powers. Believe me, documents which would be signed while exercising those powers would be waay more bureaucratic.

I respectfully fisagree. With respect to (counter)sanctions you’re basically got two options in how tro impose them: a) Through law, derailing specifics. terms, areas and so forth. Pros – basically one – it’s regulation act of highest power, which can’t be ewasily modified. Cons – alot, most of it steeming exactly from the fact that it is regulation of highest power – it is unflexible, has fairly long cycle of adoption or amendements (usually no less than a month) and if it contains specific effective prohibitions it runs a risk of being either being incomplete or
too extensive, unforeseen procedural troubles with application and so forth – which could be addressed via months-long procedures. Given lightning speed of modern life it is not optimal choice. b) Empovering executive branch, namely President to impose sanctions any way he sees fit ( and it basically what it actually is) at any moment. Executive regulations could be signed within hours if necessary and amended just as fast. Basically the very fact that now Prresident could make life of unfriendly organizations and states bitter in any number of ways is hugely motivational for mentioned organizations to be cautious. Sometimes possibility of troubles is more unnerving than troubles itself,
I think the Skripal saga constitutes an unfriendly action. The Russian Embassy is keeping the heat on but, given the ongoing intransigence, perhaps some sanctions against the UK might now be in order?

Q.:Today is exactly three months since Mr Sergei Skripal and Ms Yulia Skripal were poisoned in Salisbury. How would you assess the current state of cooperation with British authorities on this matter?
A.: Unfortunately, it is impossible to assess cooperation with the UK on the Salisbury poisoning as it is simply non-existent.
As you may know, Sergei and Yulia Skripal were poisoned in Salisbury on 4 March, and already on 12 March British authorities put forward very serious accusations against Russia not supported by any evidence. They have been continuously refusing to cooperate with us either bilaterally or multilaterally, despite the fact that on 14 March the Investigative Committee of the Russian Federation opened a criminal inquiry into the poisoning, and an official request for legal assistance was forwarded to the British side on 3 April.
We have to note that British authorities continue to keep the investigation secret from the public. Numerous attempts of the Russian side to discuss this issue have been ignored.
The provisions of Consular Conventions concerning access to the injured Russian nationals continue to be blatantly violated. British authorities have been persistently denying us the opportunity to speak to the Skripals in person. This strengthens our suspicion that they either have been abducted, or their condition is different from the one described in official statements.
We will continue to demand comprehensive answers from British authorities to the dozens of questions raised by the Embassy in its Notes Verbales sent to the Foreign and Commonwealth Office.

What is interesting about this Law is not that it was introduced, but the timing of the same. Putin makes measured, calculated moves, showing great patience and timing. He does not rush things, proof that the world is dealing with a professional.
About time this was carefully written and on July Fourth, 2018 will go into effect! This will ensure there are always legislative rules, laws, to stop the hourly, daily, weekly, monthly, yearly continuous malicious American interference. For instance, the malicious “interview” U.S. Megan Kelly was allowed to set up with President Putin, hoping against hope she would force President Putin to admit to criminal acts or even just wishes against the U.S.A.. She obviously assuming that a Russia is subject to American law.
Thank goodness her television show is having big problems. Watching that Putin interview for the third time, one could assume anything she is involved in may not go well.
