The term sniper much less Serbian sniper is not cheerful. Snipers will be irrelevant for what may be coming there in any case. Snipers will only help give the appearance of a conventional war when what may come is organized murder on a large scale in the disputed towns and cities.
Nobody does organized murder from the air or afar like the US.

I would argue for a state emphasis on military history, defence of home, peace, justice and brotherhood between slavs and turkics (which are thoroughly interbred from Bosnia to children of the jannisaries in turkey to the nobility of petersburg and on).
We are in unprecidented times of upheaval when people feel a desperate loss of anything enduring and reliable. I mean unprecidented in hundreds of thousands of human history.
